Carried 5389 Wednesday, January 20, 1971 Senate Membership (i) Member appointed by the Lieutenant-Governor in Council: Mr. A. J. Longmore in place of Mr. J. R. Meredith (ii) Dr. F. A. Kaempffer, Department of Phvsics, to replace Dr. J. K. Stager who is on leave of absence until June 30, 1971. (iii) Dr. J. H. Winter, Department of History, to replace Mr. S. Black who is on leave of absence until June 30, 1971. The Chairman welcomed Mr. Longmore, Dr. Kaempffer and Dr. Winter to Senate. The Chairman also welcomed Mr. C. J. Connaghan who had been unable to attend the previous meeting. Business arising from the Minutes Information had been requested concerning the number of students who bad voted in the October 1970 elections for student membership on Senate. The Secretary stated that 2,791 students had voted. 2,220 votes were recorded for the three members at large and 571 votes for the Faculty of Arts representative. The representatives for Applied Science, Education and Graduate Studies were elected bv acclamation. The question of the mid-term break for 1972 had been discussed with the Deans of the Faculties of Education and Science and it was agreed that the break should be held on Monday and Tuesdav, February 14 and 15, in order to avoid conflict with the practice teaching. Committee on Prizes, Scholarships and Bursaries Dean Scarfe ) That the new awards listed in Appendix 'A' he Mr. Osborne ) accepted subject, to the approval o* the Beard of Governors, and that letters of thanks bz sent to the donors. Carried 5390 Wednesday, January 20, 1P71 Reports of Committees of Senate Curriculum Committee Dr. Norris presented the report of the Senate Curriculum Committee on items referred to the committee at the December 16, 1970 meeting. It was pointed out that since publication of the report circulated to Senate some of the recommendations of the committee had already been carried out. Faculty of Agricultural Sciences Dr. Norris ) Thai course changes in Animal Science, Poultry Dr. Kitts ) Science and Soil Science, recommended by the Faculty of Agricultural Sciences and outlined in Appendix 'B' page 5364, be approved. Carried Faculty of Applied Science The committee recommended approval of the submission of the Faculty of Applied Science with the exception of Civil Engineering 470. It was agreed that approval be suspended until there had been correlation with proposals concerning transportation courses at the Graduate level. Carried Faculty of Arts The committee recommended approval of new courses and course changes proposed by the Faculty of Arts. However, some members of Senate expressed concern at the cost involved in offering such a large number of new courses in Fine Arts and Religious Studies. 539] Wednesday, January 20, 1971 Reports of Committees of Senate Curriculum Committee Faculty of Arts (Continued) Dean Kenny stated that in many cases the funding was already available. Dr. Norris explained that the Faculty of Arts Curriculum Committee and the Senate Curriculum Committee bad already examined the proposals very thoroughly. The Chairman pointed out that Senate had been given the opportunity to raise ohiections to ^acultv recommendations presented at the last meeting of Senate. No useful purpose could be served bv referring the the pronosal for further studv. The amendment was ruled out of order. The motion was put and carried. Wednesday, January 20, 1971 Reports of Committees of Senate Curriculum Committee (Continued) Faculty of Education The committee recommended that Fine Arts courses offered bv the Faculty of Education be named "Education/Fine Arts" to avoid confusion. Approval of Education 495 and 496 was suspended following the committee's suggestion that the descriptions be rewritten. It was agreed that the proposed new programme "Honours, Art Education" be referred to the Senate New Programmes Committee. The proposed new programme of Combined Honours in Computer Science and Mathematics, and the proposed new programme in Geophysics Honours were referred to the Senate New Programmes Committee. Carried The committee asked that attention of all Departments and Faculties be drawn to the desirability of consistency in setting out the statements of hours for courses in Calendar descriptions. New Programmes Committee (a) Department of Radiology The committee recommended approval of the proposal of the Faculty of Medicine to establish a separate Department of 5394 Wednesday, January 20, 1971 Reports of Committees of Senate New Programmes Committee (a) Department of Radiology (Continued) Radiology. The delav in the development of a separate Department had been brought about bv the fact that the Departments of Radiology within the teaching hospitals bad had satisfactory leadership for the provision of service but had not until recently had any interest in developing higher academic standards. Degree in Physical Geography Approval of the proposal of the Faculty of Science for a Physical Geography Programme leading to a B.Sc. degree was recommended by the committee. It was explained that the proposal consisted of assigning Science credit to existing Geography courses and grouping them (along with other suitable science courses) into a formally identified programme leading to a B.Sc. degree in Physical Geography. Mr. Bourne ) That the proposal of the Faculty a* Science for Dr. Chapman ) a Physical Geography Programme leading to a B.Sc. degree be approved. Carried (c) Water Resources Research Centre The committee recommended approval of a proposal to establish a Water Resources Research Centre which would be under the jurisdiction of the Dear of the Faculty of Graduate Studies. Research on problems in this field was therefore urgently needed. The creation and continued existence of the Centre would depend upon the receipt of continuing substantial annual grants from the Federal Government and the cost to the University would be minor. Mr. Bourne ) That thz proposal to establish a Water Dean Okulitch) Resources Research Centre, under the jurisdiction of the. dean of the Faculty of Graduate Studies, be approved. Following a brief discussion the motion was put and carried. Carried 5396 Wednesday, January 20, 1971 Proposals of the Faculties Faculty of Education (i) Proposed changes in Diploma Programmes (a) That the diploma programmes in Education of the Mentally Retarded and in Education of Children with Behaviour Disorders be combined into one diploma programme entitled "Diploma in the Education of Children with Learning and Behaviour Disorders". (b) Revision of Diploma Programme in Education of the Deaf Course requirements now a minimum of twelve units from Education 403, 422, 423, 431, 436, 437, 441, 442, 443, 444, 445, 446, 447, Linguistics 300, 319. Dean Scarfe) That thz changes in diploma Programmes Dean Cowan ) recommended by the Faculty of Education be approved, Carried (ii) Proposal to offer Education 309/409 as a three week Field Study Course Following a brief discussion it was agreed that this proposal should be referred to the Senate Curriculum Committee. Faculty of Graduate Studies Dr. Norris) That thz proposed new courses and course changes Dean Cowan) recommended by the Faculty of Graduate Studies, listed in Appendix 'B', be referred to the Senate Curriculum Committee. Carried Combined Degree A proposal to extend the opportunity for a Bachelor's degree course in combination with the M.D. and D.M.D. degrees was circulated to Senate for information. Extension of the combined degrees arrangement would 5397 Wednesday, January 20, 1971 Combined Degree (Continued) permit any student entering Medicine or Dentistry to investigate the possibility in his situation of obtaining the additional degree. This would, of course, require the prior approval of both Faculties concerned. Proposals of Senate Members At the December 16, 1970 Senate meeting notice of motion was eiven by Mr, Cairnie. Senate agreed to accept a revision in the wording of the motion. Mr. Cairnie ) Whereas members of the Senate are concerned that Dr. Clark ) students should have broad opportunities in theJA academic programmes to learn about. Canada, our heritage and our future: Senate, encourages faculty members in thz preparation and presentation of their courses to include significant Canadian content, where it is appropriate to fulfil the objectives of thz courses. This can bz done, for example, in thz selecXJan of classroom illustrations, bibliographies, rzszarch projects and other assignments. Mr. Cairnie stated that Senate should be as concerned about Canadian content as it was about the quality of teaching. He explained that his motion was not intended to imply restrictions on the academic freedom of Faculty members. Several members agreed that there should be research into Canadian issues, but that financial support for such research was not available. Others felt it would be unfortunate if Senate sanctioned a motion which implied that Canadian teachers did not conscientiously carry out their responsibilities. It was stated that the University's function was to teach the truth and to foster the development of knowledge. It was inappropriate for 5398 Wednesday, January 20, 1971 Proposals of Senate Members (Continued) Senate to pass resolutions taking sides on controversial issues in the philosophy of education. A suggestion was made that a Centre for Canadian Studies might be the solution. Mr. Cairnie stated that it had not been bis intention to initiate a studv of the need for a Canadian studies project. Following a lengthv debate members agreed that although they were in sympathy with the motion thev could not vote on it in its present form. Allen Memorial Scholarship As a memorial to Dr. George S. Allen, distinguished teacher, administrator and scientist, his many friends have established a fund from which the annual income of about S40G will be awarded annually as a scholarship for graduate study in the fields of fire science or silviculture, at this University. Preference will be given to a graduate forester who has demonstrated interest and ability and whose studies will be materially furthered bv financial support. Mrs. There.se Astell Book Prize This is a memorial book prize presented bv the Canadian Physiotherapy Association (B.C. Branch) to the student with the highest standing in third year. The Dean of Medicine's Prize (School of Rehabilitation Medicine) This prize is offered to the final vear student with highest standing for the degree of B.S.R. The B. C. Dental Hygienists' Association Prize This prize of $25, gift of the B. C. Dental Hvgienists' Association, will be awarded annually to a dental hygiene student who has obtained a good academic record during her first year course of study. Dental Hygienists' Association Clinical Award This award of $25, gift of the B. C. Dental Hvgienists' Association, will be made annually to a dental hygiene student who, at the completion of the first year course of study, has demonstrated proficiency in clinical dental hygiene. The award will be made on recommendation of the Faculty. Canadian Association of Occupational Therapists Book Prize This prize is offered bv the Canadian Association of Occupational Therapists to the graduating student in the final examination in the theory of Occupational Therapy. The Walter W. Jeffrey Memorial Scholarship A scholarship of $100 has been endowed bv Mrs. Jeffrey and friends in memory of Dr. Jeffrey, an Associate Professor in the Faculty of Forestry, who lost his life in an aircraft accident in August, 1969 while taking part in a water resources studv for the Department of Indian Affairs and Northern Development. In recognition of his special interest in forest hvdrologv, and his devoted efforts in establishing interdisciplinary studies at the University of British Columbia, this scholarship will be awarded annually to a graduate student engaged in interdisciplinary studies related to water resources. In making the award, consideration will be given not only to academic standing, but also to personal qualities, character, interest and promise in interdiscinlinary land use research. Lind Memorial Scholarship This scholarship, established as a memorial tc Dr. Lind by his friends and colleagues, will be awarded annually to the third vear dental student who is outstanding in clinical restorative dentistry. The Frank Noakes Memorial Fund As a memorial to Dr. Frank Noakes and in tribute to his leadership in Electrical Engineering education in Canada, bis former students, colleagues and friends have established this Fund to provide bursaries to undergraduate students in Electrical Engineering. Awards will be made on the recommendation of a joint faculty - student committee of the Department. They will be made on the bases of financial need and commitment to electrical engineering as demonstrated by academic performance and extracurricular activity. Recipients of awards are asked to assume a moral obligation to reimburse this Fund, if and when circumstances permit. The Triple Entente Chapter, I.O.D.E., Scholarship in Medicine This scholarship, the gift of the Triple Entente Chanter, I.O.D.E., is offered to women students entering the penultimate vear of the program leading to the M.D. deeree.
