Dr. McGregor ) That in view of the desperate financial situation Dr. Kelly ) in which the University Library finds itself, the members of Senate urge the President and the Board of Governors, in drawing up the budget, to give first consideration to the allocation to the Library of a sum at least sufficient to keep abreast of inflation in the cost of books and journals. Carried University bookstores (P.6561) Notice of motion had been given at the previous meeting. Dr. Belshaw ) That Senate, through the President, request Mr. Stuart-Stubbs ) the Association of Universities and Colleges of Canada to establish a national enquiry into the policies and practices of book publishers and distributors with special reference to the supply and cost of publications to university bookstores, bearing in mind the academic function of such bookstores. 6578. Wednesday, April 21, 1976. Business arising from the Minutes University bookstores (P. 6561) (continued) Following a brief discussion it was agreed that the words "establish a national enquiry" be deleted and the word "enquire" substituted. The motion, as modified, was put and carried. Financial aid for Medical students (P.6565) Notice of motion had been given at the previous meeting. It was explained that the motion had since been slightly modified. Mr. Broddy ) That whereas Second Year Medicine is to be Mr. Salkeld ) lengthened by two weeks and is already one week longer than the terms of most other Faculties, be it resolved that Senate recommend to the Board of Governors that this extended term be taken into account when financial aid is being considered for students in the new program. During the following debate it was stated that students in other Faculties did not receive special consideration even though many of them encountered the same problems as the Medical students. The motion was put and lost. Noon-hour lectures (P.6539) A motion concerning noon-hour lectures had been tabled at the February 18, 1976 meeting until an opinion could be obtained from the Graduate Student Association. In a letter from the Executive of the Graduate Student Association it was stated that individual students should have the right to leave the noon-hour period free in order to participate in extra-curricular activities if they so choose. 6579. Wednesday, April 21, 1976. Business arising from the Minutes Noon-hour lectures (P. 6539) (continued) Dr. Copp ) That the regulation that classes not be held on Dr. McDowell ) Thursdays between 12. 30 p.m. and 2.30 p. m. shall not apply to Graduate courses. In view of the letter from the Graduate Student Association Dr. Copp suggested that the words "unless there is an objection by any student in a class so scheduled" be added to the motion. Some members felt that this would put too much pressure on an individual student. The motion was put and lost- Accreditation reports There was some discussion at the previous meeting concerning the review of professional Faculties and Schools by external accreditation groups. It was agreed that Dr. Belshaw could submit a motion concerning accreditation reports provided that he first consulted the Deans of the Faculties. Dr. Belshaw ) (a) That all accreditation or similar review Dr. Gray ) reports be made available in confidence to the Senate Curriculum Committee for consideration; (b) that recommendations in such reports which, in the opinion of the Senate Curriculum Committee, imply an alteration of academic policy or procedure, be reported to appropriate Faculties and to Senate for discussion, either in open session, or in camera, and (c) that proposed alterations in academic policy or procedure resulting from such reports be submitted in the normal way to Senate for approval. 6580. Wednesday, April 21, 1976. Business arising from the Minutes Accreditation reports (continued) In the material circulated to Senate it was stated that the review of many professional Faculties, Schools and other teaching units of the University by external accreditation groups had important beneficial effects but since the University Senate was charged with determining academic policy it was felt that Senate should be informed of the recommendations of accreditation committees and should be in a position to accept or reject their proposals. Some members argued that the Senate Curriculum Committee was not an appropriate body to deal with accreditation reports. It was pointed out that these reports were normally referred directly to the President and in view of the confidential nature of these accreditation reports it was felt that the present method of handling them should be continued. The motion was put and lost. From the Board of Governors Notification that the Board of Governors resolved that the Staff Committee of the Board of Governors be requested to review tenure at U.B.C. with specific attention directed to the following, as recommended by Senate: - (i) the criteria used in granting tenure; (ii) the relative weights placed upon these criteria; (iii) the methods utilized in ascertaining performance; (iv) the extent to which the criteria are applied, consistent with the interests of the Department and the University in maintaining strength and balance. Committee on Prizes, Scholarships and Bursaries Dr. Prang ) That the new awards listed in the Appendix 'A' Mrs. Field ) be accepted subject to the approval of the Board of Governors, and that letters of thanks be sent to the donors. 6581. Wednesday, April 21, 1976. Committee on Prizes, Scholarships and Bursaries (continued) Attention was drawn to the wording of the calendar statement in connection with the Rachel Giese Scholarship. A request was made that the words ".. .establishment of the Italian Department. . ." be changed to read ". . .establishment of Italian Studies . and that the sentence reading "The award will be made on the recommendation of the Dante Alighieri Society in consultation with the Italian section of the Department of Hispanic and Italian Studies." be changed to read "The award will be made on the recommendation of the Department of Hispanic and Italian Studies after consultation with the Dante Alighieri Society." The motion was put and carried. Reports of Committees of Senate Agenda Committee Dr. McGregor ) The Senate Agenda Committee recommends that Dr. Shearer ) the Chairman of the Senate Curriculum Committee move acceptance of the report of the Curriculum Committee without comment and that he be prepared to answer any questions raised by Senate members concerning the submissions. Dr. McGregor referred to Recommendation 2 of the 1973 report of the Committee on the Role & Organization of Senate which stated that the Agenda Committee should attempt to limit discussion of tedious routine matters. The Agenda Committee were of the opinion that it would expedite the business of Senate if the Chairman of the Senate Curriculum Committee were to move acceptance of the whole report instead of moving each item separately. Committee on the Implementation of the Universities Act Dean McClean presented the report. The committee had discussed Section 36 (4) of the Act: "Where a vacancy arises on the senate, the vacancy shall be filled, . . . (b) in the case of an elected member, in the manner prescribed by senate". The committee recommended that Senate prescribe that such vacancies be filled as follows: - 1. Faculty representatives of the faculty members at large That a faculty member who goes on leave for a period exceeding six months shall vacate his/her seat on senate and shall be replaced by an election conducted by the Registrar as early as possible in September or October each year. 5. Convocation representatives That replacements be appointed to Senate on the basis of the recommendation of the remaining Convocation representatives on Senate. 6. Representatives of Affiliated Colleges That replacements be appointed to Senate on the basis of the recommendation of the affiliated college concerned. 7. The Committee recommends that in accordance with the Universities Act (1974) Section 36 (5), all replacements be for the remainder of the term of office of the individual representative (s) replaced. Reports of Committees of Senate Committee on the Implementation of the Universities Act Recommendation 3 (continued) Dr. Gray suggested the following re-wording of the motion:- "That nomination and election shall be conducted in accordance with established Faculty procedure. Where such established procedures do not exist then nominations shall be called for either before or on the floor of a meeting of the Faculty concerned and voting shall be either by show of hands or by balloting at the meeting. " It was agreed that the re-wording be accepted providing it did not involve the Registrar's Office. The motion was put and carried. Recommendation 4 Dean McClean pointed out that recommendation 4 covered two items: replacements for representatives of faculty members at large, and vacancies caused by members going on leave-of-absence. It was agreed that the portion concerning leave-of-absence be dealt with as a separate recommendation since it would apply to representatives from individual faculties as well as representatives of the faculty members at large. Dean McClean ) That a faculty member at large shall be Dr. Belshaw ) replaced by an election conducted by the Registrar as early as possible in September or October each year. A query was raised concerning the present method of replacing faculty members at large when vacancies occurred. The Secretary explained that in the past such vacancies had been filled by the candidates who received the next highest number of votes cast in the most recent election. This had 6586. Recommendation 4 (a) - Leave-of-absence Dean McClean ) Dr. Belshaw ) That there shall be deemed to be a vacancy when a member of Faculty goes on leave for a period exceeding six months. Some members felt that when a faculty member went on leave-of-absence this did not constitute a vacancy and that it was undesirable to remove an elected member from Senate. The motion was put and lost. That Senate hereby gives notice of its intention to terminate the existing "Basic Composition Workshop" program by August 1979, subject to the provision of a program for students whose work in subjects other than English is demonstrably outstanding. 6588. Reports of Committees of Senate Committee on Standards in English (continued) The motion was put and carried. Dr. Belshaw ) That Senate request the President to urge the Dr. Wisenthal ) Department of Education to provide leadership, co-ordination and financing for "English as a Second Language" programs in the Province. Carried Committee on Academic Building Needs Dr. Kennedy, Chairman of the Committee, had been invited to attend the meeting in order to present the report which had been circulated for information. There were no new lists of priorities or new recommendations. It was stated in the report that so far only a start had been made on the projects proposed in the March 1974 report of the committee. The proposed projects, costing $45,000,000 were for the period 1975 to 1980. It was also stated that the committee's work had included the following: - (a) a review of developments flowing from the 1974 report; (b) assistance to the Administration in preparing the University's response to the Universities Council on matters effecting capital planning and development; (c) evaluation of the building needs of the Health Sciences; (d) consideration of short-range plans for the use of academic space. Attention was drawn to Appendix 'A' of the report listing departments for which funds had been requested for new projects. It was pointed out that there were still tremendous space shortages. 6590. Wednesday, April 21, 1976. Student membership on Senate Senate was informed that the student elected as representative for the Faculty of Commerce and Business Administration was no longer at University. The Students' Representative Assembly recommended that Mr. G. R. Moore be appointed interim student senator. Mrs. Field ) That Mr. G. R. Moore be appointed interim Mr. Justice Bouck ) student senator for the Faculty of Commerce and Business Administration. Carried Proposals of the Faculties Faculty of Applied Science - change in admission requirements The Faculty recommended that its admission requirements be amended to coincide with the normal program of students in First Year Science. At present the pre-Engineering elective specifies Arts, whereas in First year Science the requirement is an "Arts elective or one of Biology 101 or 102 or Geography 101 or Geology 105 or Computer Science 210". There would be no hurdle to be overcome by First Year Science students who may change their minds and wish to enter Engineering the following year. The list of required subjects for admission to courses in Engineering would read as follows (as for First Year Science): 1) Mathematics 100 and 121 (After 1976 - Mathematics 100 and 101 or equivalent) 2) Chemistry 110 or 120 3) Physics 110, 115, or 120 4) English 100 (Literature and Composition) 5) Biology 101 or 102 or Geography 101 or Geology 105 or Computer Science 210 (or 115 after 1976) or an elective chosen from courses offered in the Faculty of Arts. 6591. Proposals of the Faculties Faculty of Applied Science - change in admission requirements (continued) Dr. Russell ) That the proposed change in admission Dr. Moyls ) requirements for the Faculty of Applied Science be approved. Carried Faculty of Arts (See Appendix 'B') A list of extra-sessional credit course proposals had been circulated for information. Faculty of Commerce and Business Administration - change in degree requirements Dr. Hamilton ) That to qualify for the degree of B.Com. Dr. Lusztig ) students must satisfactorily complete English 100 or pass the Diagnostic Composition Test administered by the Faculty of Arts if transferring from another institution. This test must be taken by ail students prior to or upon entering the Faculty of Commerce and Business Administration for the first time whether or not they have completed English 100 or equivalent elsewhere. Those students who fail the Diagnostic Composition Test will be required to complete satisfactorily the Basic Composition Workshop. Proposals of the Faculties Faculty of Graduate Studies (continued) Proposal to revise "normal" requirements for admission to Master's Programs in Education The Faculty of Graduate Studies recommended that Section VI A (P. 113) of the 1975/76 Calendar be amended for future years, insofar as "normal" admission to Master's programs is concerned, to read: VI A The Master of Arts in Education and the Master of Education Degrees 1. Admission to master's degree programs requires: a) an approved Bachelor's degree and one year of teacher training; or b) a 5-year Bachelor's degree in Education; or c) a 4-year Bachelor's degree in Education and a 15-unit* program of approved senior course work; with First Class standing in at least 6 units of the senior courses and at least Second Class standing in each of the remaining senior courses prescribed by the Faculty or the Faculty in conjunction with other University departments as prerequisite to the master's program. *The 15-unit requirement may be reduced or waived where the program group and the Graduate Council of the Faculty of Education consider most or all prerequisites already to be met. 2. In special circumstances, as determined by the program group concerned and by the Dean of Education's Committee on Graduate Admissions, teacher training may be waived for those applicants who have - (a) a university degree with standing sufficient for admission to a master's program at this University, and (b) adequate experience related to their proposed field of specialization. It was explained in the submission that the intention was to bring Education admission requirements into line with those prescribed by the Faculty of Graduate Studies. A standard basis of 30 units, rather than a total of 45, would be used as a basis for evaluation. The proposal would 6593. Wednesday, April 21, 1976. (Elem) degree or its equivalent. Dr. Moyls ) That the proposal of the Faculty of Graduate Dean Andrews ) Studies to revise "normal" requirements for admission to Master's programs in Education be approved. Carried Faculty of Medicine Proposal to establish an Institute of Oncology within the Faculty of Medicine A proposal to establish an Institute of Oncology within the Faculty of Medicine had been circulated. Due to the lateness of the hour it was suggested that discussion of the proposal be deferred until the May meeting of Senate. Other business Senate Budget Committee Dean Andrews gave notice of the following motion: - "That Senate recommend to the Nominating Committee that Faculty member positions on the Senate Budget Committee be drawn in rotation from among the various Faculties of the University with the understanding that members of the committee be expected to perform an objective university-wide role." Board of Governors membership It had been agreed that discussion of this item would be held in camera. Members of the gallery were asked to leave. Dr. Clark ) That the Senate of The University of British Dr. Shearer ) Columbia regrets the action by the Government of British Columbia in removing two appointed members of the Board of Governors of this University prior to the completion of their term of office. Dr. Clark stated that the motion was in no way an implied criticism of the two recently appointed Board members, Mr. Brissenden and Mr. Greenwood. He stated that the motion, if passed, would not undo the action taken by the Government but would express concern on the part of Senate. The essential reason for concern was that members of the Board of Governors were expected to exercise their individual judgement on the issues before them and were not delegates carrying out instructions from those to whom they owed their position on the Board. If Senate agreed then it should express its disagreement with the Government of any party which removes appointed Board members before the expiration of their term of office when there is no valid ground suggested for their dismissal. Board of Governors membership (continued) members of Senate could best perform their responsibilities if they did not risk removal from office during their term of appointment because their views were not in accordance with those of the Government. Senate was informed that the Alma Mater Society and the Student Representative Assembly had passed motions opposing the action taken by the Government. Other opinions were expressed that Board appointments or termination of Board appointments was not the business of Senate. Following further discussion the motion was put and carried. APPENDIX 'A' New awards recommended to Senate The Canadian Information Processing Society Bursary A bursary in the amount of $150, donated by the Canadian Information Processing Society, will be awarded to a student entering the final year of an undergraduate program in the Department of Computer Science. The Dorothy Anne Dilworth Memorial Prize As a memorial to Dorothy Anne Dilworth, a graduate of the class of 1957, a prize of approximately $75 has been established by members of her family. The prize will be awarded annually to the most outstanding woman student in the graduating class of the Faculty of Commerce and Business Administration The award is intended to supplement the Dorothy Anne Dilworth Memorial Shield. The Rachel Giese Scholarship The Dante Alighieri Society, on the occasion of the retirement from office of Dr. Rachel Giese, has established an endowment fund to provide an annual scholarship for students of Italian at U.B.C. The award has been made to recognize Miss Giese's role in the establishment of Italian Studies at U.B.C. as well as in the founding of the Dante Alighieri Society and in the diffusion of Italian cultural values in British Columbia. The award will be made on the recommendation of the Department of Hispanic and Italian Studies after consultation with the Dante Alighieri Society. The Allison Elliott Memorial Bursary As a memorial to, Allison Elliott, LL.B. '72, her friends have established a bursary in the amount of $125.
