M. Wizinski, student representative of the Faculty of Pharmaceutical Sciences replacing Mr. R. S. Sigurdson. Business arising from the Minutes Motions re U.C.B.C.'s grant allocation formula (P.7388) At the previous meeting Dean Lusztig had stated that he would give notice of motion to the Agenda Committee to the effect that Senate consider its position with regard to the use of formula financing for a three-year trial period. In this connection two motions had been circulated. The President explained that the motions had been proposed as a result of the report of the Senate Budget Committee which is an advisory committee to the President. By way of background information the President outlined the current financial situation at U.B.C. and made some general observations. He expressed deep concern that due to the lack of adequate funding, the quality of education at U.B.C. was being threatened and this was producing a chilling impact on the University. Dean Lusztig ) Whereas the Senate of The University of British Dean Will ) Columbia is of the view that improvements in the quality of undergraduate and graduate education in British Columbia must be the prime objective of any financial allocation among the three Universities; and Whereas in the Senate's opinion, education objectives which are linked with the pursuit of excellence cannot be managed by formulas or other essentially mechanical means; Be it resolved that the Senate record its deep concern to the Universities Council of British Columbia and to the Minister of Universities, Science and Communications about the Council's three-year experiment with a grant allocation formula that is enrolment driven. 7406. Wednesday, October 15, 1980. Business arising from the Minutes Motions re U.C.B.C.'s grant allocation formula (continued) Dean Lusztig explained that the intent of the motion was to raise the question of how the Universities Council elected to divide funds among the three universities rather than to address the issue of how much the government gave to the universities. He stated that 95% of the money allocated was distributed among the three universities by a formula. This formula was based on a combination of factors such as the head-count of registrants and full-time equivalent enrolment. Also built into the formula was the assumption that there were economies of scale in education and that it was more expensive to run a trimester program than the type of program that exists at U.B.C. or the University of Victoria. As far as he was aware no studies had been conducted indicating that these assumptions were justified. He felt that using a simple formula might make sense where you had a standard commodity but that it was totally inappropriate for the costing of university education. In conclusion, he stated that the present experiment in formula based allocations threatened to undermine the excellence of university education in this province. The motion was put and carried, unanimously. Dean Lusztig then presented a second motion which, if approved, would permit Senate to search for more useful alternatives to the Council's grant allocation formula. Dean Lusztig ) That the Chairman of Senate appoint an ad hoc Dean Will ) committee consisting of members of Senate and others, as deemed appropriate, to consider alternatives to the Council's grant allocation formula. The committee is asked to focus on alternatives which will recognize and help ensure excellence in university education within our province. During the following discussion student senators and convocation senators requested representation on the committee. It was suggested that the committee should submit its report to Senate for approval and that this should be done not later than the Fall of 1981; if approved the report would then be forwarded to the Universities Council of British Columbia and to the Minister of Universities, Science and Communications. The motion was put and carried, unanimously. 7407. Wednesday, October 15, 1980. Business arising from the Minutes (continued) Report of Committee on Student Awards (P.7383) Mr. McWilliams presented the report. At the September 10, 1980 meeting objections were raised to the use of the word "personality" in the description of the Clarkson Gordon Service Award. This matter was referred to the committee with a request that a revised description be submitted. The committee considered this matter and recommended that the word "leadership" be substituted for "personality". (See Appendix 'A') Mr. McWilliams ) That the recommendation of the committee be Dean Lusztig ) approved, and that the award be accepted. Carried Prizes, Scholarships and Bursaries Mr. McWilliams ) That the new awards (listed in Appendix 'A') be Dr. Dahlie ) accepted subject to the approval of the Board of Governors and that letters of thanks be sent to the donors. Carried Reports of Committees of Senate Curriculum Committee (See Appendix 'B') Dr. Richards presented the report on proposals submitted by the Faculties of Arts, Education and Forestry. Co-ordinated Arts/Education Proposal The committee recommended approval of a proposal put forward by the Faculty of Arts and the Faculty of Education for a co-ordinated program leading to either the B.Mus. in Secondary Music Education or the B.Ed. (Secondary) Music Major. Dr. Richards explained that students could enter either Faculty and after three years would make a decision as to which degree they wanted. Dr. Richards drew attention to the inclusion of Music Education 400 as part of the First Year and stated that the committee had requested that a new course at the 100 level be developed and put forward for approval immediately to replace Music Education 400. Dr. Richards ) That the proposal from the Faculties of Arts and Dean Will ) Education concerning programs leading to either the B.Mus. in Secondary Music Education or the B.Ed. (Secondary) Music Major be approved. Carried 7408. Wednesday, October 15, 1980. Reports of Committees of Senate Curriculum Committee (continued) Faculty of Arts The committee recommended approval of new courses, course and curriculum changes submitted by the Faculty of Arts with the exception of Economics 360, 361, 460 and 461 which were being withheld pending further consultation. The committee further recommended that Music 101 be changed to Music 103 to avoid confusion with Music Education 101, and that the title of Music 442 be changed to "Song Interpretation and Accompaniment". The committee also recommended approval of a new program in Romance Languages. Dr. Richards ) That new courses, course and curriculum Dean Will ) changes, and a new program in Romance Languages, submitted by the Faculty of Arts, be approved. Carried Faculty of Education and Faculty of Forestry The committee recommended approval of curriculum proposals submitted by the Faculty of Education and also recommended approval of a proposed calendar statement concerning the English Composition Requirement submitted by the Faculty of Forestry. Wednesday, October 15, 1980. Faculty of Education Report on Diploma Programs 1979-80 (continued) The Diploma Program in Adult Education was revised in the late Spring of 1980 in compliance with the request of Senate and is now offered at the undergraduate level. There were 30 applicants between May and mid—September. Twenty—five of these applicants had been accepted as of September 12. Over the fifteen years of operation of the Diploma Program in Adult Education there have been 20 to 25 applicants each year. It is evident that the revised program is well accepted; there have been more applicants in four months than the average annual number for the last fifteen years. Since the beginning of the program in 1966 a total of 106 students have qualified for the diploma. Faculty of Medicine Affiliation agreement between The University of British Columbia and Vancouver General Hospital The following statement of affiliation between The University of British Columbia and Vancouver General Hospital had been circulated:- " INTRODUCTION WHEREAS the University and the Hospital jointly and individually recognize the following objectives: (a) To continue to provide a high standard of service and care to patients and the public. (b) To provide a high standard of undergraduate and postgraduate education and training for medical students, doctors, nurses, and other students of the Health Sciences. (c) To ensure that undergraduate and postgraduate students in the Health Sciences Faculties of the University have access to the facilities of the Hospital. (d) To ensure that patient care, education, and research programs are effectively directed and inter-related with the facilities and other resources available. AND WHEREAS the objectives set forth above can best be achieved by broadening the close and harmonious co-operation which has characterized the relationship between the Hospital and the University, and by jointly and individually accepting the responsibilities set forth in this Agreement. AND WHEREAS the Board of Trustees of the Hospital recognizes that the influence of the University throughout the Hospital in teaching and research focuses attention on, and contributes to, maintenance and improvement of the quality of patient care. AND WHEREAS the University recognizes that it can better achieve its objectives if it has access to the human and other resources of the Hospital. AND WHEREAS it is understood that this affiliation document is a statement of policy only and that specific arrangements will be set out in appendices to it. The parties agree that: 7411. Wednesday, October 15, 1980. Faculty of Medicine Affiliation agreement between The University of British Columbia and Vancouver General Hospital (continued) " JOINT REPRESENTATION 1. All those members of the staff of the Hospital who are assigned regular teaching assignments, will hold appropriate faculty rank and will be entitled to participate in a manner appropriate to such rank in the decision-making processes of the University Department and Faculty concerned, particularly in such matters as those affecting promotion, budget distribution, and organization of teaching. 2. The President of the Hospital or his nominee (acceptable to the University) shall be a member of the Coordinating Committee of the Health Sciences of the University. 3. In accordance with the By-Laws of the Hospital, two members of the Board of Trustees of the Hospital shall be appointed by the Minister of Health from nominees submitted by the President of the University. CLINICAL TEACHING 4. It will be assumed that all patients admitted to the Hospital will be available for teaching unless they, or their physicians, specifically refuse. 5. The Hospital at all times has the privilege of requesting the University to withdraw from the Hospital's clinical areas any student who fails to meet acceptable standards regarding the care of patients or the observance of Hospital policies or professional behaviour. CONTINUING EDUCATION 6. The hospital may designate members of the health science faculties who shall be responsible for the organization of continuing education programs in their respective professions. Such designated members of the staff shall normally be members of the appropriate committee responsible for continuing education in the health sciences at the University and programs of continuing education will normally be structured jointly between the Hospital and the Division of Continuing Education in the Health Sciences of the University. PATIENT CARE 7. The determination of which clinical services it shall or shall not provide is the responsibility of the Hospital. 8. The responsibility for the quality of patient care at the Hospital rests with the Board of Trustees. 9. The development of programs of exemplary patient care, education and research is only possible when facilities are excellent and personnel are of the highest quality. The Hospital and the University agree therefore to make every reasonable effort to maintain such facilities and personnel considered to be essential to the quality of services to the patient and to programs of education and research. 7412. Wednesday, October 15, 1980. Faculty of Medicine Affiliation agreement between The University of British Columbia and Vancouver General Hospital (continued) "LIABILITY INSURANCE 10. The Hospital and University shall each carry appropriate liability insurance covering its staff and students. (This section to be developed by the University and the Hospital's legal and insurance advisers.) RESEARCH 11. It shall be the policy of the University and the Hospital to encourage the development of appropriate research programs at the Hospital. It is understood that in the conduct of all research, the Hospital and the University have the right and the responsibility to require that due and proper regard be given to the personal rights, safety and wishes of the patient and the ethics of the research to be conducted. Accordingly, all research shall conform to the policies both of the Hospital and of the University. FUNDING 12. The policy of the University shall be that the allocation of funds from its academic budget for its academic activities at the Hospital shall be commensurate with those activities. The Hospital and the University shall collaborate in discussions involving such issues as negotiation of arrangements for the funding of faculty, the funding of support staff and funding of educational facilities within the Hospital. 13. For the duration of this affiliation agreement, the University and the Hospital will join in discussions with the Provincial Government regarding operational funding of education and educational support components within the Hospital. FACULTY OF MEDICINE Representation 14. If no member of the teaching staff of the Hospital is, by the normal process, elected to serve on the executive of the Faculty of Medicine, then the teaching faculty of the Hospital shall have the right to elect one of their number to serve on the executive of the Faculty of Medicine. 15. The Dean of the Faculty of Medicine or his nominee (acceptable to the Hospital) from the Faculty of Medicine shall serve on the Medical Executive Committee of the Hospital. Heads of Clinical Departments 16. On appointment, Heads of departments at the Hospital shall, except in unusual circumstances, be appointed to geographic full-time positions in the Faculty of Medicine if they do not already hold such appointments, and the policy shall be to ensure that such appointments carry an appropriate component of salary from the academic budget of the University. 7413. Wednesday, October 15, 1980. Faculty of Medicine Affiliation agreement between The University of British Columbia and Vancouver General Hospital Heads of Clinical Departments (continued) " 17. In recognition of the extent of the interdependence of the Hospital and the University, the University will only relocate, and the Hospital will only require relocation of, the Heads of any University clinical department into or out of the Hospital with mutual agreement or, in the absence of mutual agreement, after full consultation and one year's notice. Heads of Clinical Departments and Divisions 18. Where a teaching program is carried out by a department or a division of the Hospital, the head of the department or the division at the Hospital shall only be appointed and/or reappointed following written agreement between the Board of Trustees of the Hospital and the appropriate representative of the University. Both parties shall be represented in any selection or review process. 19. The head of a clinical department or division at the Hospital, whether or not he be head of the academic and clinical department or division at the University, shall be responsible to the Hospital for the quality of care given by all categories of medical staff within his department or division for all patients, and to the University for the quality of the education programs and research activities of his department or division. Appointments of Medical Staff and Faculty Members 20. The final determination in respect to appointment of the medical staff of the Hospital, rests with its Board of Trustees of the Hospital and the final decision in respect of a faculty appointment rests with the Board of Governors of the University. It is further agreed that where an individual holds both an academic and a hospital appointment, neither party to this agreement shall withdraw the academic or hospital appointment without prior consultation with the other party. 21. Future appointees to the Active Staff of the Hospital, (except in the Department of Family Practice), will normally be expected to qualify for appropriate University appointments. Resident Training Programs 22. The department or division program directors of the Hospital will join with the department or division program directors of the University to select residents for all medical residency programs in the Hospital, and to plan the programs. This will include planning their rotations amongst other participating hospitals, in association with the program directors of those other hospitals. 23. A representative of the Hospital administration and individual program directors of residency training programs shall be ex-officio members of the Faculty Residency Committee. 7414. Wednesday, October 15, 1980. Faculty of Medicine Affiliation agreement between The University of British Columbia and Vancouver General Hospital (continued) " Medical Student Education 24. The implementation of medical undergraduate teaching programs in the Hospital shall be the responsibility of the head of the appropriate department in the Hospital, or his delegate, acting together with the head of the appropriate University department, or his delegate. AMENDMENT 25. This affiliation agreement may be amended at any time by mutual agreement between the University and the Hospital. It may be terminated by either party on the thirtieth day of June in any year by giving to the other party notice in writing of this intention to terminate at least twelve calendar months prior to the date of termination. 26. This affiliation agreement and its operation shall be reviewed promptly at the request of either party. 27. In case of disagreement regarding the interpretation and/or application of this affiliation agreement, the matter shall be discussed by a joint committee consisting of three representatives of the Board of Trustees of the Hospital and three representatives of the Board of Governors of the University. APPENDIX 'A' New Awards recommended to Senate Jacob Biely and Blythe A. Eagles Prize in Nutrition - This prize was established by Professor Biely from the Earle Willard McHenry Award which he received from the Nutrition Society of Canada in 1979. The prize in the amount of $100 will be awarded annually to a fourth year or graduate student in any department who, through the graduating essay or thesis, has demonstrated an interest and ability in the study of nutrition. Class of 1929 Bursary Fund - A bursary in the amount of approximately $300 has been made available by the Class of '29. The fund was originally established in the commemoration of the observance of its 25th anniversary and was augmented on the occasion of its 50th anniversary. Cumberland Realty Group Scholarship - As a memorial to Suzanna Seto, B.Com. (1974), M.Sc. (Urban Land Economics), (1977), an annual scholarship in the amount of $2,000 has been established by Cumberland Realty Group. The scholarship is awarded annually to a full-time graduate student specializing in the Urban Land Economics program in the Faculty of Commerce and Business Administration. Preference will be given to those enrolling for the first time. Eldridge Memorial Prize - A prize in the amount of $150 has been made available by the late Mrs. H. E. B. Eldridge. The award will be made to the graduating student with the highest standing in Mining and Mineral Process Engineering. Fraser, Kelleher, Sigurdson, Watts & Gudmundseth Service Scholarship - The firm of Fraser, Kelleher, Sigurdson, Watts & Gudmundseth, Barristers and Solicitors, has provided a scholarship for students proceeding from second to third year of studies in the Faculty of Law. The scholarship consists of the opportunity for employment with the firm in the summer between second and third years, and the payment of the student's tuition fees for the third year of study in the Faculty. Bert Henry Memorial Scholarship - A scholarship in the amount of $2,500 has been made available by the late Gladys Henry. The award will be made to a student proceeding from Grade 12 to The University of British Columbia. Candidates wishing to be considered must write the departmental scholarship examinations conducted in January and June by the B. C. Ministry of Education. While the award will be based primarily on the candidate's scholastic achievements, other factors such as leadership, ability to serve, and interest in sports may be considered. Subject to continued satisfactory progress, the award will be renewed for a further three years. Clarkson Gordon Service Award A service award, offered annually by Clarkson is available to students intending a career in Gordon, Chartered Accountants, Accounting. It is open to students entering the third year of the Accounting Option. To be eligible, applicants must qualify in respect of academic standing, leadership and aptitude. Service Award winners will be given their tuition fees for each of the third and fourth years, and guaranteed an opportunity for summer employment. Applications should be submitted to the Faculty of Commerce and Business Administration no later than January 15. 7417. Wednesday, October 15, 1980. APPENDIX 'A' New Awards recommended to Senate (continued) Diana and P.A.E. Irving Bursary Fund - One or more bursaries in the amount of $1,000 each have been made available by the late Diana Ogilvy Irving. The awards will be made to students in the Faculty of Law, who without financial assistance would have difficulty in pursuing their studies. Preference will be given to native born British Columbians. R.L. and Ruth Maitland Bursary Fund - A bursary in the amount of approximately $125 has been made available by the late R. H. Maitland. The bursary is available for students in the Faculty of Law. Jessie Manning Bursary for Native Indian Students - A bursary in the amount of $500 has been made available by Mrs. V. Z. Manning to assist Native Indian students. In making the award, preference will be given to non-status Indians in the Native Indian Teacher Education program. James B. McLaren Memorial Scholarship - A scholarship in the amount of approximately $200 has been made available in memory of James B. McLaren, by donations from Dominion Construction Limited, and his fellow employees. FACULTY OF FORESTRY English Composition Reguirement - calendar statement: To qualify for the degree of Bachelor of Science in Forestry (B.S.F.) students must satisfy the English Composition Requirement of the Faculty of Forestry within one academic year of admission to the Faculty of Forestry. To do this, students must obtain credit for English 100 and must pass the English Composition test administered by the Faculty of Arts.
