HOUSING MARKET
Spring is the Time to Buy
From all indications, the housing market across Canada is going to be hot this
spring. Spring is always the busiest home-buying season and this year promises
to be the busiest ever.
The return of better economic conditions and improved employment prospects
are giving many Canadians the confidence to become first time home buyers or
to upgrade their existing housing. When coupled with mortgages rates that are
the lowest they have been in many years, the scene is set for the return of boom
times.
If you are in the market to buy a house, be prepared for a hectic time. Fortunately
there are a number of steps you can take to make life easier for yourself and to
ensure that you get the maximum benefit from your purchase   -
Before you even begin house hunting in earnest, you should put your mortgage
arrangements in place. You do this by getting yourself pre-qualified with a
lender. To pre-qualify, you complete most of the paper work and provide the
financial information required to get a mortgage. The leader issues you with a
pre-qualification certificate indicating how large a mortgage you are eligible for.
Most certificates also guarantee the interest rate on the mortgage and some will
also guarantee that if rates go down before you actually buy your house, you will
be eligible for the lower rate.
Armed with a pre-qualification certificate you can house hunt with more
confidence. First, you know how much of a mortgage you can get and, therefore,
the price range you can afford. Secondly, because you have a guaranteed interest
rate, you know what your maximum monthly payments will be.
Perhaps most importantly, because you can put your mortgage in place before
you get caught up in the flurry of house hunting, you have time ensure that you
get the best mortgage available. Shop around. All mortgages are not created
equal.
The best mortgage is more than just the lowest interest rate (although you
certainly want the best rate available). Here are a few of the questions you will
want to ask in evaluating whether a particular mortgage is the best for you. What
are the prepayment options? What are the lender's requirements if you decide to
sell your house? What type of life insurance is available and how much does it
cost? What are the renegotiations or renewal privileges? What fees are required
to discharge or renew your mortgage? Jlflt

Spring has started and already there is a change in the behavioral pattern
of all those around us. It is amazing how the weather seems to have an
affect on people. All you have to do is walk down a shopping mall and
observe the various young and old shoppers hurrying with their goodies in
their bags. If you see a frown on their faces and they drag their feet along
then for sure its fall, But if you see a spring in their walk, a cheery smile
which seems to tell as if they have purchased a real bargain, then for sure
you know that spring is here and summer is not too far away.
Talked with a car sales person two days ago and he too had a happy face
on him. He laughed and told us that good things are in store for all in the
Valley. He had sold 6 cars and the month of March is only half gone. The
real estate people are also humming along with the increase of activity in
their industry and are hopeful that the year 2000 is going to be a great year
for all. Yes just like we said two weeks ago, Abbotsford is going to see an
all-round increase in activity that will boost our economy to even greater
heights.
Now if only the NDP will give us some money to start building a hospital
to replace the old dilapidated one we are making do with. Why about a
month ago, my four-year-old nephew who was visiting us with his parents
fell ill suddenly and the doctor at the walk-in clinic referred us to the
hospital. I just could not believe when we had to wait for close to 3 hours
before the pediatrician to showed up to see him. Efficiency this is
definitely not and I guess you cannot blame anybody for wanting to work
under these conditions. Why even the inmates are getting a new hospital.
Does this mean that we may have to start going to their hospital if we fall
ill? Premier Dosanjh please take heed the Feds are trying to tell you
something? This may be one chance the NDP have to redeem themselves
in the Valley.
The berry fields are seeing activity once again as farmers start fertilizing
their berry fields with chicken manure - a cure for stuffed noses. Pruning
of raspberry canes is just about completed and the farmers have started to
get their fields ready for replanting. Yes, SPRING IS HERE AGAIN.

How To Survive A Heart Attack When Alone
You never know! Many people are alone when they suffer a heart attack, what
can you do? Without help a person whose heart stops beating properly begins to
feel faint and has about 10 seconds left before losing consciousness. However
these victims can help themselves by coughing repeatedly and very vigorously.
A deep breath should be taken before each cough, and cough must be deep and
prolonged, as producing sputum from deep inside the chest.. A breath and cough
must be repeated about every 2 seconds without let up until help arrives, or until
the heart is felt to be normal again.
Deep breath gets oxygen into lungs and coughing movements squeeze the heart
and keep the blood circulating. The squeezing pressure on the heart also helps it
regain normal rhythm. In this way, heart attack victims can get to phone and,
between breaths, call for help, you'll' be giving yourself CPR with this
technique..

CAPSULE COMMENTS
When an elderly person starts showing signs of dementia (memory loss,
acting inappropriately, fuzzy thinking patterns), it's important to rule out
causes that might be controllable.
Some medications have psychiatric side effects. Examples include drubs
used to treat depression, hypertension, or heart disease. Have these
checked. The thyroid gland (either overactive or underactive) can cause
behavioural changes. Also, varying levels of blood glucose can affect
the brain and result changes in behaviour patterns. Your doctor can rule
out these causes.
Seizure activity can affect brain functions. These may not be the
epilepsy-type whole-body seizures seen in some epileptic patients, but
localized seizures in the brain. Some types of depressions are "atypical"
resulting in aggressive and hostile behaviour. Proper treatment of the
condition can reduce these symptoms.
A common cause of dementia are stroke, tumours and other disorders
that affect the brain directly. Use of CAT scans or MRI can detect any
damage due to these causes. Dementia isn't always 'just getting older';
It can sometimes be reversed. $M

High blood pressure can shorten the average Canadian's life by as much
as 15 years. Poor diet, high cholesterol, smoking and lack of exercise are
all culprits that contribute to this statistic. Have you had your blood
pressure checked lately?
Speaking of diet, strict vegetarian diets do not supply adequate amounts
of calcium. To get the amount of calcium provided by one cup of milk, a
vegan would have to eat 4 &1/2 cups of broccoli, a good vegetable
source of calcium.
Speaking of nutrition, March is Nutrition Month. With all those weight-
loss diets making the rounds, like low carbohydrate-high fat and that
high protein diet, there is still one tried and true way to get a balance in
your diet. Just follow the Canada Food Guide. It doesn't have the
glamour of some of the more highly publicized diets.
There is a new diagnostic tool being refined that will give the same result
as an angiogram without the invasiveness of that procedure. It's called
Magnetic Resonance Angiography (MRA) and it uses magnets to create
images of the arteries. If the cost of this procedure is reasonable, it could
be used as a snapshot of our artery health. The results might encourage
us to a better life style.

MASSIVE COURT WATCH PROGRAM
Canadians are tired of Court Judges coddling vile criminals with light
sentencing while squashing the public's rights to safety and protection.
.Staunch judicial leniency that lets vile criminals shuffle through revolving
doors to freedom has raised public resentment.
The Abbotsford Victim's Rights Movement took a stand when compliant
judge gave a one day prison term to a seasoned long time cocaine dealer.
The prosperous criminal's record dates back to 1991. Is the Judiciary not
aware of the magnitude of problem caused by drug related traffic
accidents, health care costs and broken families, to name a few.
When Police Chief Barry Daniel's voiced grave concern about the lenient
sentence he received severe reprimand in the local News paper from the
President of the BC Bar Association. " Criticizing Judges Ethically
Wrong" said the Chair.
Public conception has always been that Courts are here to protect the
public. Most times that" done fair and square, but when the judicial starts
slipping downhill it behooves the Judiciary to listen to constructive
criticisms by the likes of highly respected Police Chief Barry Daniel's.
In reaction the Abbotsford V.R.M decided to launch a massive Court
Watch program. Groups of six will attend Court Watching several times a
week to keep record of proceedings. Anyone interested to volunteer please

Heritage Stamp Design Winner
Christine Wiebe the chairperson of the Heritage Fair told us about the Heritage ]
Stamp Competition, which was held recently in Abbotsford.
The children Regional Heritage Fair Community of the MSA Museum received
2Q2 designs from 17 schools who participated in this unique art contest. Students
from grades 2 to 9 were invited to express their understanding of Canada History
by designing a postage stamp with a heritage theme.
The winner from each school was chosen to receive a special prize. The overall
winner's stamp design is being printed on the T-shirt that will be worn by students
participating at the CRB Regional Heritage Fair, May 12th and 13 this year at
Sevenoaks Shopping Centre.
The goal of the CRB Heritage Fair Programme is to offer students the opportunity to
explore many aspects of their Canadian heritage. Over 800 students will participate in
their schools in our region. Then, 120 students will attend 2-day event at Sevenoaks
which includes workshops, group activities and cultural performances-a golden
opportunity to present the results of their research to the public.
Our winner for this year Heritage Stamp Design is: Ashley Dhillon, a grade 5 student
from Bakerview Elementary-her design depicts multicultural "togetherness". Ashley's
design was chosen because it fit so well in the theme for this year's Heritage Fair: "First
Nations, All Nations-Celebrate the Millennium!".
She received an award featuring her design and a certificate to commemorate her
achievement from Mayor Ferguson.

MLA ANNUAL REPORT
Dennis Streifel, MLA for Mission-Kent
FISHERIES
As I say goodbye to the Fisheries Ministry, I welcome the
opportunity to spend more time in my riding as I did in the
four years before I was appointed to Cabinet in 1996. It is
important to me that the fisheries ministry stay alive, and I am
happy to report that this is the case and the good work will
continue under Minister Corky Evans.
On January 6,20001 accompanied Rick Hansen, Chair of the Fraser River Sturgeon Conservation
Society, on a sturgeon tagging outing. The tagging program was begun after many sturgeon
were found dead in 1994. The Conservation Society received $20,000 in February of this
year from the provincial government to help with the ongoing sturgeon preservation project
People in Mission-Kent are concerned about salmon habitat
enhancement. Many community groups, schools and local
governments have benefited from grants from the Fisheries
Ministry and Fisheries Renewal BC for habitat restoration,
urban stream and salmonid renewal projects. The goal is to
have a sustainable, diverse fishery that will employ people
today and in the future.
In February of 1999 the District of
Mission received $40,000 to complete a
watercourse mapping project to assist
with land use planning. A total of
$82,537 was allocated for fisheries-
related projects in the Central Fraser
Valley.
In April I joined 100 students from Stave
Falls Elementary to stock Rolley Lake
with 1500 rainbow trout. Rolley Lake is
one of 1100 lakes and streams to be
stocked with 10-million trout, char and
kokanee each year.
In September, ten Agassiz youth
completed work on a project to improve
fish habitat in the Maria Slough
watershed through the Environmental
Youth Team (E-Team), a Youth Options BC program directed
at youth aged 16 to 24. The program offers work experience
and training in stream ecology, public relations, first aid,
computers, environmental awareness, fisheries enhancement
and career planning. Six E-Team members finished work in
October on a watershed stewardship project with the
Lakahahmen First Nation.
EDUCATION
BC continued to invest in education, which resulted in school
districts getting a per student funding increase in March of
1999. This meant an increase in funding for School District
#75 despite lower enrollment in Mission that would have
otherwise resulted in a reduction in funding.
A number of portables in the riding were dispensed with after
additions were made to Mission Central- and Cherry Hill
elementary schools. A major addition was made to Kanaka
Creek Elementary in neighbouring Maple Ridge, and I was
pleased to attend the opening of the long-awaited Whonnock
Elementary in my own neighbourhood.
In post-secondary education, tuition fees were frozen for the
fourth straight year, and Youth Options BC program of
earning tuition credits for volunteer work gave young people
another avenue to access post-secondary education. The BC
government continued to call on the federal
government to restore over $1 billion that it
has cut from post-secondary funding
Canada-wide since 1995.
COMMUNITY/HERITAGE
I consider it a privilege to attend community
and social events when my schedule permits.
Annual events such as the opening of
Heritage Park, Canada Day, Remembrance
Day, and Candlelight Parade are highlights
for me and my wife Linda. Functions of the
Old Age Pensioners' Organization,
McConnell Creek Farmers' Institute,
Mission Archives and Mission Folk Music
Festival showcase the diversity of our
community and the volunteer spirit that
drives these groups.
I remind everyone to attend the British
Columbia Book Tour which visits Mission at
10 a.m. on March 29 at the Norma Kenney
House in Heritage Park. The book will travel
to more than 200 communities across BC to
give British Columbians an opportunity to
mark the new millenium by adding their
signature to this historic text.
I got my Mark Kenney pennant signed by the 'true western
gentleman' himself, on the occasion of Mart's 90th birthday,
celebrated March 5,2000 by hundreds of well-wishers at
Norma Kenney House in Heritage Park.

Columbia. Communities along the
Fraser River received an influx of
provincial assistance to upgrade dikes
last spring during the flood threat.
Trouble spots in Silverdale, Dewdney,
Nicomen Island and Kilby areas were
fixed, sandbags were stockpiled, and
riprap rock was prepared for emergency
use. Over the past three years, BC spent
more than $7 million to assist local
governments with flood protection
work. It paid off, as the river crested
just below main dike levels, breaching
the dike in just a few low spots.
Other provincial government
contributions to local infrastructure
included nearly $1 million to the
District of Mission towards a sewer
project for Cedar Valley, $18,750 to the
Fraser Valley Regional District for
community planning, and $132,500 to
FVRD to improve the Deroche water
system.
. I was pleased to present a $600 cheque to Satwinder Bains,
instructor for the Gum Nanak Mission Punjabi School for textbooks
and resource materials, under the Heritage Language Program on
February 22,2000
INFRASTRUCTURE
Much has been accomplished in the past year with regard to
infrastructure improvements in Mission-Kent. The highlight
for me was being able to secure funding for an engineering
—„ study of the eastern leg of the bypass to
divert Lougheed Highway traffic
away from Mission's downtown core.
I arranged for Highways Minister
Harry Lali to meet with the Mission
Downtown Business Association,
who requested my help to address the
problem of dangerously increasing
traffic on First Ave. The result was
approval of $50,000 to study this
option.
The Ministry of Transportation and
Highways invested $5.3 million
towards several restoration projects in
Mission-Kent last year, from the
Mission interchange, to widening of
the Lougheed Highway from 240"1 St.
to the Albion Slide, to upgrade work
on the Harrison River Bridge and Highway 7 at Mount
Woodside.
Legislative amendments to the Motor Carrier Act removed
restrictions that hindered log and gravel haulers. BC's
haulers now compete on a level playing field with their out-
of-province counterparts. This is just one example of
legislative change and red tape reduction that is helping to
expand the economy, support the private sector and make it

SOCIAL SERVICES
Child care continues to be a priority for this government, and I
was pleased to present cheques totalling over $200,000 to the
Chehalis Indian Band and Sto:lo Nation for new daycare
facilities. Upgrades were made to other day care facilities in
the area:   $4,000
for Happy Days
Children's Centre
which is pperated
through   Mission
Community
Services,   and
$5,000 to Silver-
hill Daycare Society for emergency
repairs.
The Fraser Valley
received close to
$800,000 for job
and   training
opportunities
under   the   BC
Benefits   Youth
Program.    Youth
Community Action and Student Summer Works make it
possible for young people to earn the money they need to
support themselves during their studies.
HEALTH
Concern about health care and the future role of Mission
Memorial Hospital has been the biggest single issue in the
riding in recent months. While the hospital will remain open
and core services maintained, there is still much debate about
services, staffing and changes brought about by
regionalization. I have spoken with front line workers, the
Health Board, concerned groups, and individuals in the
community. I have taken the concerns of Mission residents to
the Minister of Health, and I will continue raising these
concerns with the new minister."
Bright spots on the health front in the past year include a
major capital upgrade to nursing stations which is currently
underway at Mission Memorial Hospital, and an increase of
$7 million over the previous year for the Fraser Valley Health
Region, bringing the operating budget to Sl 83.2 million. In
December the Region also received an extra half million
dollars to ease the pressure in emergency wards.

Clinton arrives in India on State visit
US President Bill Clinton arrived in Delhi, on the first State visit in 22 years, on

PASTA SALAD
Ingredients
1 packet butterfly pasta
or.other shapes
15 black olives
1 pkt cherry tomatoes
1/2 cucumber in pieces
1/2 tin sweet corn
Finely cut fresh green herbs
Dressing: 200 ml olive oil
100 ml red vinegar, 50 ml water
2 tbsp mustard, salt, pepper .
1-2 crushed garlic cloves
Finely cut green herb
PARSI RICE ROYAL
Ingredients
1 cup rice
1/2 Ib minced meat
1/2 cup (cut length wise)
frenchbeans
1/2 cup carrots
1 big capsicum
1 tbsp ginger-garlic paste
1 - 2 green chillies
salt according to taste
A few corrinder leaves
1/2 cup tomato puree
1/2 tbsp flour
1 tbsp butter or
margarine
*egg
2 onions finely chopped
and browned
1/2 cup cheese (grated)
oil for frying

Method:
Cook pasta according to
instructions. Rinse in cold water.
Add a couple of teaspoons of oil
and mix well. Allow to cool. Beat together all
ingredients for dressing and adjust seasoning.
Pour dressing over salad just before serving
and toss it all lightly.   jppfj
Garnish with olives, tomatoes
and fresh green herbs.
The salad may be prepared
well in advance
and kept in the fridge.
Method:
Wash the minced meat. Mix with ginger
garlic paste, chillies, salt, coriander,
onions and egg. Make meat balls
and deep fiy until golden brown.
Remove and set aside.
Boil rice and keep aside
Boil french beans and carrots for about five
minutes. Fry flour in butter till brown.
Add tomato puree and a little water to this and
cook till gravy thickens.
To this gravy add the boiled vegetables and cut
capsicum. In an oven-proof dish, spread a portion
at the bottom.
Add the gravy with vegetables to this and top it
with meat balls.
Sprinkle the cheese over it. Continue making the
layers till all the ingredients are used.
Put the dish in a moderate oven and bake for
ten minutes before serving.

Securing Your Future

Interview any mother or father about parenthood
and I am sure at some point in the conversation,
with little prompting, they will say that they
would do anything to protect their children from
harm. However, even the most well meaning
Mums and Dads are not always infallible when it
comes to fulfilling this basic instinct.
For instance, last week in the parking lot of a local
mall I witnessed a mother chastise her young son in
no uncertain terms for not looking both ways as he
crossed the road to where their car was parked. As I
watched her put the child into the car, it was a
horrifying feeling to see that she didn't even attempt
to fasten the harness on his car seat. As she drove
the car towards the highway, her son jumped up and down in the back
seat!   The boy was now in the greatest danger of his young life.   Car
crashes are the number one killer of our youth and it's our duty as parents
to minimize the risk.
The mother may or may not have known she washreaking the law. Worse
than that, she was obviously unaware that should be involved in even a
minor crash her child would probably suffer significant injury, as his tiny
body slams against the seat or windshield at the same speed as the car is
traveling.
Studies show that using a child restraint system correctly can reduce
the risk of serious injury or death in a crash by up to 80 per cent. In
order to provide the best protection for their children parents must
make sure of three things. Firstly, the child restraint they use is the
right type of car seat for their child (infant, convertible or booster).
Secondly, they have it correctly installed in their vehicle. And lastly,
they have properly secured the child into the restraint.
There are so many great devices available for providing a safer
environment for your children as they grow through the early years.
ICBC has an information brochure called 'Buying a Better Child
Restraint' to help parents make the right choice.
Remember, never let your children ride in the front seat of a vehicle
that is equipped with a passenger side air bag. In the event of a
collision it could kill them. Last year in the United States a father was
charged criminally following the death ofhis son for allowing the
child to sit in the front seat of the family vehicle that was equipped
with an air bag. It is your responsibility to keep your kids safe.~
Our children deserve the best chance possible for a safe and healthy
childhood and it's up to us not to take the easy route arid give into pleas
and cries of a young one that is not thrilled with the concept of being
restrained. It may mean the difference between life and death.

Dear Editor, the Patrika
The economic recovery in BC is well underway, as another 15,000 jobs were
created in February, the highest number of jobs created by any province in Canada!
This is the fourth month in a row that the unemployment rate has dropped, and it
now stands at 7.0 per cent the lowest since August 1981. The number of new jobs
in British Columbia's has increased by 341,000 in the last decade, and in 1999 over
42,000 new jobs were created, an increase of 2.2 per cent over 1998, our plan is
working.
More people have flooded into the labour market; indicating confidence in the
economy has risen. New jobs are concentrated in the full-time sector and spilt
between both goods and services and women and men. The unemployment rate
for BC youth has dropped dramatically in the last two years from 19% in January
1998 to 12% in January 2000.
The economic recovery has also been fueled by the largest single year financial
rebound of the forest sector. A turnaround of 1.6 billion in forestry revenue from
last year can be attributed to positive government policies such as: reducing red
type, strategic investments, lowering operating costs, as well as rising lumber prices.
Through government intervention and repayable loans, 300 jobs were preserved at

The film and television industry employs 35,000 people, and a record $ 1.07 billion
was spent on feature film and television production in British Columbia in 1999; a
32-per-cent increase over the previous year. Industry experts have predicted continued growth at 10 per cent a year well into the next decade. In 1990,50 productions worth $ 188 million were shot in British Columbia.
Tourism Revenues are expected to surpass the $9-billion mark this year and almost 113,000 people are directly employed on this sector in the province, not including self-employed workers, many of whom work in outdoor recreation and
ecotourism.
The province will continue to implement policies that reduce unemployment and
grow our economy. We will also make strategic investments in high performing
sectors such as tourism, film and hi-tech to strengthen our economy through diversification.
We can all enjoy the good news as forecasters are optimistic about the world
economy, and the outlook for commodity prices is positive. The B.C. Economic
Forecast Council, an expert group of economic forecasters, predicts growth to
pick up in B.C. to 2.2 per cent in 2000 and 2.5 per cent in 2001!

WHY WE NEED A PUBLIC INQUIRY INTO THE FAST FERRIES
The government's half-a-billion fast ferry fiasco is an alarming example of
NDP waste and misplaced priorities. The government pushed through the
project without any proper analysis of what it would cost, and without so
much as a business plan. As a result, taxpayers are now on the hook for $463
million money that should have gone to hospitals or schools. And every day
these money-losing ships remain in the water, the financial losses grow.
This waste and mismanagement never should have happened. If the NDP
want to make sure it doesn't happen again, they have to start by determining
exactly how and why this project was allowed to proceed in the first place.
British Columbians have a right to know. f&M
Ujjal Dosanjh said as much himself, when he was campaigning for the NDP
leadership. On January 26, the day after government members used their
majority to shut down a review of the fast ferry project by the Legislature's
all-parry Public Accounts Committee, Mr. Dosanjh stated: 'It is my view that
the public has a right to know and it's important that their rights be protected
in the most transparent way possible.'
But just one month after saying the public has a right to know how the fast
ferry fiasco occurred, Mr. Dosanjh is now breaking his commitment by
refusing to launch a public inquiry into the project. That's simply not
acceptable. Mr. Dosanjh clearly has no interest in getting to the bottom of this
matter, and is trying to sweep the whole issue under the carpet, just like Glen
Clark and Dan Miller tried to do.
The only way the public will get the answers they deserve is through a full,
public inquiry, where all the people responsible for this project are required to
testify under oath. For example, we know from the Auditor General's report
that the NDP Cabinet approved capital spending for this project, despite clear
warnings and concerns from Treasury Board staff about the project's financial
viability. The question is, why?
We also know the Auditor General found no evidence that anyone on
Treasury Board, including Mr. Dosanjh and his Deputy Premier Joy
MacPhail, or former Ferries Minister Dan Miller, ever bothered to act on staff
concerns about cost overruns, or make inquiries once the construction delays
became apparent. Why not?
The government's closure of the Public Accounts Committee's fast ferry
hearings confirmed that the NDP have no interest in answering British
Columbians' questions voluntarily. If Mr. Dosanjh really meant what he said
about the public right to know, he would.require himself and his Cabinet
colleagues to testify under oath before a full, public inquiry, to explain how
and why it was possible for them to allow this project to proceed.
Equally important, we need a full public inquiry so that government can learn
from this mistake, to make sure it never happens again. A public inquiry
would identify the changes that government needs to make, and enable it to
seek recommendations for how capital projects should be administered. We
know that it's better for major capital decisions on projects like the fast ferries
and SkyTrain to be made in public, not behind closed doors, and the Official
Opposition is committed to ensuring that happens.
By denying British Columbians the answers he
promised, Mr. Dosanjh is undermining public trust
and signaling that he is no different from his
predecessors.
