The new company has secured con-1 tracts amounting lo over $100,000,- 000 for railway and canal construction work In China. The contracts already signed call for the completion of 500 miles of work on Ihe Grand Canal, and 1,500 miles of railway lines. It is expected that no,000 men will be employed on the work. The laborers will mostly be coolies. N'o vtry heavy'machinery will be needed on the canal work and for the railway construction new machinery Is being secured. It will probably take four months or so to complete the preliminary arrangements before much actual work on the canal and road can be commenced. Mr. Llnthi- cum, who was at Vancouver to see the party off, will probably follow them to China in a few weeks' time. F. L. J SPECIAL MUSICAL J PROGRAMME ************************** Bowserism is lying, moral and physical cowardice, poltroonery and other unlovely attributes of a person devoid of manliness. Now, tor many years, as most people In British Columbia know, I was a fairly sturdy and consistent opponent of the author of Bowserism. But I am free to 6ay that I never in all those years found symptoms of cowardice, moral, physical or otherwise in Premier Bowser. On the other hand his opponents have generally found him ready to meet them more than half way in a fight. He has never run away from a fight that I am aware of. .Moreover, I never knew Mr. Bowser when he would not meet his bitterest opponent with a smile and a handshake. Further than that, I have frequently found him disconcertingly frank. He has a fashion of laying his oards on the table face up, with a candor that flabbergasts his opponents. He will tell you just what he Intends to do and how he intends to do it, knowing full well that you are going to do your level best to defeat him in his efforts, which ls not the i way of a coward. Unpopular Duties. In his capacity at Attorney-General he has had to do many unpleasant things, things he knew would tend to make him unpopular. As the first lieutenant of Premier McBrlde, it seemed to be an understood thing that If the Government had to take a stand that would prove unpopular, Mr. Bowser was the one chosen to bear that unpleasant part. To such an extent was this carried that for a long time it looked as if the Attorney-General might be blazing a trail to his own political grave. It ls not to be supposed he did not know what all this must mean for him. Yet he never appeared to shirk any unpleasant duty that was laid upon him. All this goes to show, of course —If It needed proving—that Mr. Bowser Is not a coward, nor a poltroon, and that Bowserism cannot referendum act, but, following the precedent of the Manitoba Legislature, passed one at once. He further supplemented this by drastically re- knowing that he would find arrayed during the hours for selling liquor against him not only the liquor in-j during the war. On this point Mr. Brewster has never committed himself. And if the referendum carries the prohibition law, drafted and approved by the prohibitionists, will e-o Into effect July 1, 11317. Mosl of them, be it said ■ their credit, have made a virtue of ii cessity and have achieved very considerabh savings in expenditure without abandoning any of the essential civic cctivities or losing in efficiency. On tlie contrary, in many departments more real public service Is being rendered today, at less, cost, than was obtained in the days of extravagant spending. The last yearly accounting of this city's administration is still sufficiently fresh in the citizens,' mind to make unnecessary the repetition of the savings effected in comparison with, say, the year, 1013. Further west, where the tendency to open- handedness was even more strongly marked than in "Winnipeg, economies have also been effected which are more noticeable by contrast. The cities of Edmonton and Saskatoor. have re :rtly struck half-yearly balances and both show very creditable results. The gravity of the situation in which Ihe former city found itse'f at the end of 1914 and the strenuous measures of curtailment practised during 1011", producing a saving of over half a million dollars, are familiar to Winnipeg readers. The continuation of the process dining the first half of the current year has again resulted in reductions of expenditure totalling over$100,000; this, it Is anticipated, will grow into the neighborhood of a quarter of a million by the end of the year. Thus close upon $7330,000 will have been saved in two years. ' BREWSTER'S WRIT. II. C. Brewster is claiming that the chief purpose of his wril is to stop expenditures on the Pacific Great Eastern Railway. But the P. C.
