London, Oct'. 25,—Scutari has been surrounded by the Montenegrin troops. The place Is being shelled and twenty thousand Turks al Servia, a fortress on the Grecian frontier, must surrender or be slaughtered. The defeat of Ihe Ottoman forces at Kirk Killisseh" has"""been "~most complete. The censorship is most stringent and London papers were without authentic news from the Balkans this morning. It is believed, however, that the allied armies are continuing their victorious advances in all directions. The Servian army, whicli in turn is occupied with Uskup has a most difficult task as irregular troops of the Turkish army have to be contended with. Strict Censorship. The censorshp on both sides Is so strict that it is hard to obtain facts, bul apparently the battle around Adrianople where the Bulgarians with their Servian allies are reported to have 325,000 men and 400 tield guns against 200,000 Turks with 300 guns will be a titanic struggle. The Bulgarians apparently also mean to strike at the railway fr/om Adrianople to Constantinople, which is only twenty-six miles south of Kirk Kililisseh. If they succeed in seizing this road they will cut off Adrianople and the force there surrounding the great fort as the Germans in 1870 surrounded Metz. This will compel the Turks to abandon their strategic retreat at: the risk of a general engagement. If the Bulgarians capture Adrianople, whicli is tlie Turkish Port Arthur, military experts here agree that It will be the beginning of the end for the Ottoman army and empire. LOCAL LADY MAY SERVE WITH GREEKS Miss Fulton of the Hospital Staff Is Ready to Leave for Greece at Once to Give Her Services With the Red Cross Detachment- Greek Party Now Ready to Leave Gallantly Offer Her Transportation. Emulating the spirit that was shown by Lord Byron when he espoused the cause of the creeks and left England to serve with the troops of that country in its attempt to gain its freedom, one of the most popular young ladies of this city has expressed her desire to leave for the scene of hostilities and serve with the Greek army in the field hospitals. This is Mis" Fulton of the nursing staff of the Prince Rupert tieneral Hospital. Miss Fulton has felt that there is a work that she can assist in and expressed a readiness to go to the' war and see service as a Red Cross nurse. The local band of Greeks j who are here winding up their business preparatory to leaving for the front stepped gallantly forward upon learning that she was anxious to go and proffered their services in seeing that she got safely there. They are paying their own way to the homeland, and they tedded the request that, they be allowed to bear the expense of her transportation from here direct to Greece. " Friends of Miss Fulton have been anxious to discourage her in her efforts to leave on this mission. She Is ready and anxious to go, however, and unless there ts some obstacle in the way it is more than probable that she will be a passenger south to take up this line of work. In order to ascertain whether there would be anything to prevent u.e voyage being undertaken a message was sent last evening to the Greek consul at New York seeking the Information. An answer is awaited to this before any further steps will be taken by the local lady. Had the danger of being rejected not arisen she would have been a passengei probably today for the south. Miss Fulton is of a most sunn.' disposition and in many respects i admirably adapted for the won, that, she feels that she is called upon to enter. She has a very cheerful manner and would he able to instil her spirit into the Inmates of the field hospital wherever she was. The local band of Greeks are delighted '.villi the prospect of a nurse going from here. They explain that there is a large number of their countrymen going from Canada and the United Slates who speak English quite well. The presence of English-speaking nurses would therefore offer no objection in the camps as they would be readily understood. They moreover feel proud of the honor that would be theirs in having one of the Canadian ladies accompany them and show her interest in them to the extent of serving with the Red Cross brigade that will take the field. They continued their celebration of the joy at leaving to serve last night, and In that connection the name of the Canadian nurse was on all of their tongues. ALLIES IX ASCENDANT, The news that Is allowed to he let out from the scene of hostilities in the Balkans indicates that the Turks are being out-manoeuvred by the allied forces that aro lined up against them. Judging from the progress of the war so far the allies are working with perfect concert. Each of ihe attacking slates has its own territory' to cover and it is doing it witli splendid co-operation. Unless the Turkish army wakens up soon to the situation it would appear as if the Ottoman empire is doomed as far as Europe is concerned, I'Hi; (ALL Oh' BATTLE. The action of one of tho local nurses in offering her services in the cause of humanity incident to the war is something that calls forth warm commendation. While witli the natives of tho lands that are being torn by the war there Is a slrong desire to get under arms and assist, in maintaining the honor of their country no such motive can 'ie behind Hie expressed determination of one of our own race to participate in the scenes that are being enacted there. Then in addition to the fact that it is a nation foreign to her that is calling there is the fact that the volunteer is a woman who lias no desire to use arms in destroying fellow men. There Is not the love of conflict behind the act stirring her on. On the other hand, there Is the appeal of the injured and those who require aid. To offer to serve among foreigners in such a work as this means on the part of the one that makes the offer a marked devotion to the noble occupation that she follows. While tne spirit of the men of the Greek >ation who are leaving here a' tin i own expense to take up arms for their country cannot fail to arouse the highest admiration from us, there is in the act of this young lady a much nobler self-devotion not alone to one nation or people, but to humanity, for her mission is that of ameliorating the conditions of those who may engage in Hie most appalling of all situations in life. Miss Fulton has snown that she has a Catholic spirit that is worthy of the highest admi. ution. BE VOTERS' LIST. I am instructed by the City Council to publish ' the following notice with regard to voting at the next Municipal election: The persons who will be inserted on the voters' lists are as follows: 1. Owners of real estate. This means any person who has a deed of land registered in the Land Registry Office or an agreement for purchase of land registered in I lie Registry Office. Many persons have land under agreement from the Grand Trunk or Hie Government whose title is not registered in Hie Land Registry Office, and their right to vote is doubtful. Therefore, voters so situated are advised if possible to register either as Householder or Licence holder. 2. Any person holding a trade licence may vote, but before doing so, he must, in October, make a declaration showing his right to vote in Form 1. These forms can be obtained :n ihe Ciiy Clerk's office. The declaration must he filed with the City Clerk within forty-eight- hours after It is made. 8. Any householder can vote. A householder means a person who has resided In Prince Rupert from the hit of January, 1912, and who occupies a dwelling, tenement, hotel or hoarding house, or any portion of a dwelling house, tenement, hotel or boarding house. He must also pay all rates, taxes or assessments which aro not chargeable on land, and whicli rates, taxes and assessments so paid amount to not less than $2.00. Water rates and dog licences do not count. Practically Hie only tax that can be paid is the road tax, $2.00, and any person who being a householder as above described has already paid his road tax must also make a declaration before he can be placed on the Voters' List. Some of the Mining Ventures That Are Being Worked in the Direction of Manson Creek, A season of groat activity In the Omineca river district is reported by Billy Steele, the popular mining recorder al Manson Creek, who arrived here on Tuesday, says the Omineca Miner. Ii was the first period of active prospecting for quartz, and a large number of claims was placed on record by fortunate prospectors. Mr. Steele and the other milling men who have come down for the winter are united in the belief that Hie districl, heretofore noted only i'or its rich placer areas, will in the near future prove one of the great silver-lead mining fields of the province. In Hie placer line merely preparatory work has been done during the summer, the unprecedented scarcity of water prevented mining on a profitable scale. The large outfits which are developing placer leases on the various creeks, however, have accomplished a great deal of work. » The Royal Standard Investment. Company acquired additional leases, giving it a large area of hydraulic ground. Manager A. E. Berry proved himself a man of exceptional ability in equipping the property. He put in a penstock and a long line of pipe, besides digging a new ditch line, ensuring a plentiful water supply for the future. The Lost Creek Jo'ld Mining Co., of which W. J. Bowen is tlie chief owner, purchased the noted Stoele- Mullan property, on whicli a great deal of money has been spent during the season by Superintendent Morris. A good plant has been installed and plenty of water conserved, so that the company is ready to operate on a large scale next season. Good pay was found on bedrock, as well as an unexepectedly rich four-foot streak eight feet above bedrock. The .Manson Creek company (Huderle & Otterson) prospected its leases thoroughly. demonstrating that its ground is as good as the Slate creek gravels. Lack of water prevented much actual mining, but everything is in condition for a big season In 1913. John Huderle and Marry Walker tested their leases at .Manson town. The ground prospected well. Among the prospectors who located valuable quartz claims during tlie season were Dr. Stanwood, Stanley Green, u. li. Steele, George Gaffney, s. N. Long. S, .1. Willlon, John Huderle, Marry Walker, G. W, Otterson, Ed Sullivan and George Elliott. On Blackjack mountain, opposite Manson, Sullivan and Elliot! are working on a silver-lead vein, capped by rock carrying high gold values. Experienced miners predict the discovery of tellurides. Very rich tellurium ore lias boon found in float. During tlie winter Ed. Sullivan will tunnel on his Dry Mill placer leases, in ivildare gulcu. On the board of directors there are twenty-one French mem bers, one Egyptian member, and ten English members, who constitute what is called the London commit tee. The manager and secretary, together with the president and even the manager of the London office, are all French. The capital of .the company, authorized and issued, is 200,000,000 francs, in 400,000 shares, of which 378,231 shares of 500 francs each, fully paid, were in issue at December 15, 1911, 21,769 having been redeemed. These shares are redeemable at par within 99 years from 1869 by annual drawings on December 15. They are In one sense ,-i mortgage, because they are entitled to five per cent. Interest and dividends up to 71 per cent, of the surplus profits. The redeemed shares are replaced by certificates which relinquish the five per cent, Interest, in 1S75 the British government, at the instance of Mr. Disraeli, purchased the holdings of Iho Khedive of Egypt, who wns in urgent need of money at the time, and was practically an independent ruler, in spite of the nominal suzerainty of the Sultan of Turkey. There are 176,202 of these shares and these may be all redeemed between now and 190S by annual drawings, although they will retain their right to the dividends but not lo the five per cent, interest. This amount does not constitute a majority of the capitalization, to say nothing of the 100,000 shares of capital stock. Underlying obligations take the form of bonds or shares. Of the latter there are 372,531 of 85 francs each, redeemable up to November, 1922; 99,994 of five per cent, bonds of 500 francs each, redeemable on or before July 1, 19IS, by annual drawings; 62,944 first series 3s now outstanding, redeemable annually up to 1935; 232,592 second series 3s, redeemable by annual drawings up to August, 1963; while an authorized issue of 150,- 000,000 francs of the third series of 3 s is now in course of issue and is redeemable at par in 53 years, the company reserving the right of expediting the redemption. It is understood to have this right in all (he issues with the exception of the original shares. So far as any rebate of the tolls is concerned, neither the British government nor the French governmenl, which, incidentally, is not a stockholder although a majority of the shares is owned in France, rebate the tolls, or have the right to do so, says the Wall Street Journal.
