INTO THE PRICE OF COAL
There is a String to It However—Premier Will

Put
Victoria, Feb. 3.—In the House >\s-
tcrday Dr. McGuire'a resolution regarding the price of coal was pasted unanimously. Thc Premier look the
opportunity of intimating, howewr,
that before the Provinc. Instituted the
inquiry they would put the matter up
to Ottawa once more. If the FeiVral
Government would do nothing then
the Provincial government would aei.
Dr. McGuire in moving the adoption
of his resolution quoted the cost of
mining in other provinces and sialis.
He thought thut $2 per ton was a good
allowance for the cost of mining in
British Columbia. The average wage
of the coal miner :n the province he
thought was about $60. However, thai
wus u matter thut should also tie investigated. Public bodies hud many
time.', prutts ed uguinst the high cost
of coal.
For thu resolution there spoke Carter
Cotton, Watson, Brewster, and Manson
iSkeenu). while Mai son of Comox
spoke against it.
Mr. Hawthornthwuite criticised the
resolution from the socialistic point
of view. Mr. Williams held thnt the
only solution of the difficulty was for
the government to'ti'.ke over und operate
the mines for the people.
Tho Hon. Mr. Bowsor moved the
• fond r. ading of the Bill to consolidate
the railway act of the Province. The
bill provid s for almost two trade in
railways. It provid. s that any live
or mort who are ach agreeable and
reapon iblc lo.- »10,000 worth of stock,
und who pay regular fie:', can get a
rortifieT.K of incorporation from the
registrar of companies. The work of
construction must stun, however, within

- THE COSY CORNER =

This is a little section of the paper, which from day to day will be devoted
to subjects of special interest to women. Any and all of the ladies of Prince Rupert
are invited to contribute to its columns, and to take part in its discussions. Suggestions and criticisms are invited by the editor. The hope is expressed that "The

Brave Women of Russia
In tht face of the dreadful possibilities that may arse through auy movement point:ng towards freedom of
e'ther thought or action in Russia, it
str.kes one as not only rash, but positively dangerous, for—in the first
place—Russian women to jo'n a "Society for thc protection of women's
rights," and worst yet to attend its
meetings Perfsct obscurity se»ms to
be the only safe thing in Russia Yet
there is not only this society, hut in
April an open mict'ng was held in St
Petersburg Tha aim of thc soe'ety
!s to uphold the rights of women with
regard to questions of heritage; |2)
thc right of protest against the sale
(by the husband) of family land, hcus?s
or other possessions th's especially
in the case of the poorer classes;; (.3)
educational rights; i4i professional and
other "labor" rights
Of what effect can such movements
be in Russia? The true spirit of 'ta
pol'ce was exh'b'ted when in last December the first Russian congress to
deal with "The struggle against alcohol," Russia's next greatest curse
after its tryanny, met to discuss *hc
present situation Naturally, the government jpirit of monopoly came up for
discussion The evar present chief of
police would have chosen to forbid
any allusion ,u this, but was overborn;, but the natural result of the
reflections on the government was an
intimat'on that if th.- qujston was
not dropped th congress would be
closed However, a paper on the
growth of alcoholism among the young

The Manufacturers Appeal to Ignorance
One of the most s*gnincant tributes lo the proposed reciprocity treaty is the
fact that so many of the alleged "Chambers of Commerce" are protesting against
it. The chambers of commerce an- for the most part trades unions of manufac
turefa and middlemen who have made big fortunes under the present system of
protection They know that they are doing a large volume of trade at iiiiluted
prices under artificial conditions and thai the consumer pi.ys the bill They know
that if trade were free to develop along natural lints tiny would lose their
artificial markeva, and the cosl ol commodities would shrink They seem to
lack knowledge to'know thai tor artificial markets they may lose, thoy will gain
tho natural markets which are at present withheld from thtm.nnd that the re-ward
for their labor, and profit for their outlay will still remain in an era of lessened
prion   li i» only the transportation companies and ihe monopolists who will sutler}
Selfishness and [gnorana are the twin obstacle! i<> ths world's progress They
belong lo every country It is a curious condition, and one which answers itself,
that while in Canada we have tho corporations, the chambers of commerce, and
the Legislature of British Columbia trying io appeal to the people's ignorance by
crying that lhe treaty means ruin 10 our country, across t he border, the corporations.

WHEN THE ALASKA AERIAL

The Wizard Ediaon Predicts That
Such a Business Will Come to Pass
With Progresi in the Art of Flying.
Thomas A Edison has many interesting predictions for thc future, but tven
such a great wizard as Mr Edison linds
it hard, afttr the wonderful progress
of the last decade, to discover even a
new field for speculation The air has
been conquered, making man master of
all the elements, and it is in the development of aerial transportation that
Mr Ed'son sees thi greatest work of
the near future
"I belteva aerial navigation will become practical," said Mr Edsion, "not

City Pay Day on Fifth of Each
Month
Commencing with the February pay
roll, cheques due on all city pay rolls
will be paid to employees on the fifth
of ouch month beginning March 5th.
The reason for this is that the number
of men on tht pay rolls ;s increasing
so that it is impossible for the city
t reasurer and his slafT to have ths cheques
ready the day after the pay roll is
certified. There are 145 names on the
January pay roll.
Superintendent Mehan of the (irand
! Trunk Pacific and Mr McNichol, the
■ district superintendent, are at present
located up the line, unable to get. down
on account of the snow blockade. They
I went up Saturday taking the rotary
! snow plough with them to clear thc line.
I After their departure, however, the
i storm rather increased than abated
with the result that the work of the
j plough was nullified almost as soon as
done. Both gentlemen were expected
back in Prince Rupert Wednesday to
; take part in the banquet given that
night to Mr. J. B. L. Macdonald of
[ Messrs. Foley, Welch & Stewurt, who
left last night in the Prince George for
