Price, Five Cents HOUSANDS OF HORSE POWER icstall Falls Has Nearly Two Hundred Foot Head riayor, Aldermen and Engineers on Two Days Trip Through Picturesque Country—Visited Two Water Powers About Fifty Miles Distant. Ecstall Falls situated on Falls River short distance back from where it impties into the large and picturesque Ecstall river, is one of the prettiest spots i the north. It was visited on Saturday Afternoon by representatives of the fcitizens of Prince Rupert who were out looking for a water power sufficient to lupply the town with electric energy for lighting and manufacturing purposes. The party was composed of Mayor fetork, City Engineer W. M. Davis, Assistant Engineer A. W. Agnew, Aid. (P. H. Mobley, Aid. G. R. Naden, Aid. Barrow and C. H. Sawle of the Prince Rupert Optimist. The start was made i few minutes after eight o'clock Saturday morning in Aid. Pattullo's yacht. Ilpon reaching Port Essington a short pop was made to allow the engineer to get a couple of dry batteries for the Engine, and the passengers employed their time in going through one of the plmon canneries and were greatly Interested in the operations. An immense run of sock-eyes is reported and bn Saturday there were three big scow waiting at the wharf while a feumber of fishing boats with full cargoes were passed later on. Leaving Port Essington about noon puncheon was served on board ship. Each man had his basket and also a good sized appetite. It was a thoroughly pnjoyable meal as were several other neals served on board later on. The Iparty proceeded up the Skeena to the •mouth of the Ecsrall, a river which Iproved a surprise to everyone. It is very jwide with a good depth of water and ■flowing between ranges of mountain I that are picturesque in the extreme. [The stream has a very heavy tide but I even when the tide is at low ebb there is a good channel for the average tug or launch, and only once was the boat stuck in the sand and then it was for only a few minutes. Several miles up the Ecstall another stream flows into it, known as Falls River. It is about a quarter of a mile up this stream that the first glimpse of the Ecstall falls is secured. It was to see those that the Prince Rupert aldermen went out, and immediately they were emphatic in their expressions of the beauty of the falls and the surroundings. Ecstall falls are the waters of large mountain-streams which come tumbling down the rocks and boulders from a distance of 195 feet above. Elated with the view below nothing would do but to climb to the top to see the river above and to look down on the falls. A. W. Agnew, who is interested in this water power, and represents Mr. Matthews, acted as guide. He is an old warhorse in the bush and on the hills and set a pace that would kill an ordinary man. The climb up was an interesting and exciting one for the tender foots as all kinds of difficulties had to be overcome, including frequent patches of devils club. No mishaps occurred and the whole party reched the top in safety. Here the scenery is even more beautiful and entrancing and was worth the trip if nothing else was seen. Big Horse Power Last winter A. W. Agnew and others took measures of the falls, river and lakes, the latter being a couple of miles farther up stream. At that time Mr. Agnew said that there was only about half the water there was on Saturday and the falls were not at full flood by any means. From the measurements taken they calculated that 12,000 horse power could be developed. If their calculations were correct and that amount of power could be brought into the city the aldermen would not hesitate long in getting a report. The good ship laid her course for the head of the bay and having explored that returned for a trip up Seal Cove as far as the rapids. Then she headed for Metlakatla, and the excursionists had a fine view of the city with the whole of its available docking occupied by steamers. The weather was delightful at Metlakatla, and the trippers, had a lovely time picking flowers and berries. Quite a number took tea at the native Sherry's, Old George being thrown into conniption fit of exultion by such a sudden access of wealth. A new course was then laid for Zinardi Rapids, the excursionists being overjoyed to notice how rapidlythe structure was approaching completion as this means (excursions by rail before the summer is over. Prince Rupert Subsidy Dry Docks are in season. A well-known British firm will probably build one in Montreal, Quebec wants a dock on the Levis side. Sault Ste. Marie has secured a subsidy for its dock. North Vancouver has been subsidized with the same object in view. The Grand Trunk Pacific will have one one at Prince Rupert St. John will also secure a dock, and Collingwood is already a proud possessor. The bait is Canadian prosperity and its future. The tasty sauce is the Government subsidy.—Monetary Times. DR. CRIPPEN IS SHADOWED MOVEMENTS ON STEAMER SAR- DINA CLOSELY WATCHED Tracked by French Detectives From Spanish Boundary to Harve.— Mile. Levene Dressed in Mail Attire —Will Be Arrested at Montreal. (Special to the Optimist) London, July 25.—No new move appears to have been made in the Crippen case. The police are firm in their opinion that the couple on board the Sardinia are those wanted, and they will be arrested at Montreal. The French police tracked the couple from San Sebastian, or, the Spanish frontier direct to Harve. There Mile. Levene is said to have donned male attire, the very suit that the doctor is known to have purchased in London, and in this garb she went on board with him. Before boarding the vessel they stayed at the Hotel Frascati. Wireless messages from the Sardinia say the couple are being kept under close surveillance but do not know they are watched. Regents Canal was dragged on Satur- say in the hope of finding the feet, hands, head and portions of the torso, which have not been found, and which were cut from the mangled portions of the body found in the quick lime bath under the cement floor of the celler in the Crippen home. The detectives have a new theory today regarding the disposition of the body. They believe that the larger bones were dissolved in Sulphuric acid. In the celler with the body a coat- hand- herchief, and bits of clothing were found. The police are endeavoring to have the coat indentified and they are asking close friends of Crippen if they can identify the coat as the property of the missing man. Even should they be able to prove that the coat was his, the detectives admit that they would not have a much stronger case against Crippen than they now have, because it is not unlikely that a coat found in the celler of his own home should belong to the doctor. STRIKE WAS SETTLED Pacific Stevedoring Co Put the Extra Ten Cents Up. the The strike of the stevedores employed by the Pacific Stevedoring Co., of Prince Rupert, was settled by the company paying the advance of 10c per hour. The men suddenly quit work Friday morning and asked for 50c an hour instead of 40c an hour. They remained idle until this morning when Capt. Mosher, who is in charge of the company's interests notified the men that the 50c would be paid. Work was resumed at 7 o'clock. TWO MILLION FIRE IN CHICAGO Cause of Conflagration Was the Intense Heat. Number of Deaths from Sunstroke In Chicago, Philadelphia and New York and Hundreds of Cases of Prostration. Sleepers Crowd Parks. (Special to the Optimist) Chicago, July 25.—The heat wave is blamed for the great fire yesterday which swept through the northeast portion of the city and did damage estimated at two million dollars. Hundreds of families were rendered homeless and many more hundreds temporarily thrown out of employment. The Northwest Malting company's plant, the largest in the world, was totally destroyed, as was also the Oregon Brewery company's buildings and plant. The fire is directly traced to an explosion of grain dust, owing to the high temperature. The ambulances were kept busy yesterday and the number of prostra tion cases carried to the hospitals was unusually large. Only three deaths were reported. Philadelphia, July 25.—Another heat wave swept over the central states yesterday and in this city its effects were very marked. Religious services were scarcely attended, although the edifices formed a cool retreat from the sweltering heat of the streets. All the excursions were densely crowded but in the poorer districts there was great suffering. Five deaths were recorded during the day, and there were many prostrations. It was but little cooler after the sun went down. The parks were crowded with sleepers and thousands slept in the streets. New York, July 25.—It cooled off a little yesterday early in the afternoon but ar four o'clock the thermometer said ninety degrees in the shade. It was a day of intense suffering. Forty cases of prostration were recorded at the hospitals and one death from sunstroke. CHANGES AT THE DOCK Grand Trunk Making a More Convenient Passenger Office Extensive changes are going on at the Grand Trunk Pacific dock. Mr. Mc- Master's office at the corner is to be made into a large passenger office at the other side of the gangway, he and his clerks will be accommodated in new and commodious quarters now being built for them. Business has grown so that the bonded warehouse is too small and workmen are now extending this into the general warehouse. Soon the latter will be too small and necessitate the erection of a new building at the southern end. CHANGE OF SCHEDULE Grand Trunk Pacific Boats To Land Earlier in Day According to the new schedule just received the Grand Trunk Pacific boats are due here at 11:30 in the morning instead of 1 p.m. the present time. On her next trip up the Prince Rupert will not go to Stewart, but will lay over at this port for the making of some necessary repairs. She will leave for the south at her usual time. SIR WILFRID'S TRIP Twenty State Rooms Reserved For Party on Prince George The Prince George will run on a special schedule to bring Sir Wilfrid Laurier and his party to Prince Rupert. She will leave Seattle on August 18th and her only intermediate stop will be at Victoria, where the premier and his party will embark. Twenty staterooms have been reserved for the visitors. Fined $5.00 Each C. O. Rowe was fined Saturday afternoon $5.00 and costs for an assault upon John Brownly. Rowe then laid a similar charge against Brownly and Brownly was fined $5,00 and costs. These contributions to the city's exchequer were the direct results of a scrap the men had in the Helgerson block. A movement is on foot at Merritt to secure a federal building for the housing of the various government services in that town. PRINCE GEORGE IN HOME PORT NEW STEAMER HOURS AHEAD OF HER SCHEDULE Captain Robertson Says She is a Crackerjack For Speed and in Every Way—Captain Nicholson and Mr. Hinton Bring Their Families. The new Grand Trunk Pacific steamer Prince George, sister ship to the Prince Rupert, came in ahead of time on her maiden voyage yesterday. She arrived at 10:30, which was two and a half hours ahead of her schedule time. Captain and Mrs. Nicholson were on board and also W. P. Hinton, general passenger agent of the company with headquarters at Winnipeg and his wife and child. David M. Hays returned from Vancouver and brought with him a large party from Victoria, including Mr. and Mrs. O. C. Bass and Mr. and Mrs. T. D. Veitch, Miss Bass and C. C. Michenes. Both the Nicholson and Hinton parties went over to the islands on the Prince Albert today. Mr. Hinton and his family, after their return from the islands will stay in Prince Rupert until Thursday and leave on the Prince Rupert, and on the same day Captain Nicholson will take another trip to the islands. Captain George Robertson, in command of the Prince George, says that the new steamer is certainly a cracker- jack. He says she is one of the best boats he has ever been on, and was in excellent shape after being overhauled at Esqui- malt after her long voyage around the Horn. It was a great disappointment that the Prince George did not bring mail. All Captain Nicholson could say in this regard was that the matter was still in the hands of the government. H. F. Gadsby a Visitor H. F. Gadsby, editor of Collier's Weekly and Canada's cleverest new- paper writer is in the city for a few days. H. F. is looking over the west with his critical eye and incidentally partaking of its good things, and when Colliers produces the kernel of his experiences the country will read something worth while. READ The Optimist MINERALS ALONG THE RAILWAY LINE Great Natural Wealth of Vast Country Lying Between Prince Rupert and Edmonton Described Officially by Grand Trunk Pacific An authoiitative account of the mineral wealth of the vast wilderness in the "Last West" now being opened by the construed .m oi the Grand Trunk Pacific, west from Edmonton to Piince Rupert, has now Deen issued from G. T. P. headquarters. This account states that going west from Edmonton along the new line frcm Edmonton the first true coals are found in the Pembina Brazeau and Big Hoin fields. Heie bituminous coal of a high grade has been discovered, and boring shows that come of the seams are thick. Several large properties are being developed. The Kanasaki Coal company, the German Development company, and the Canadian Northern Railway company—a line that will also strike for the Yellow- head—have all done prospecting work hereabouts, and conditions are good for the working of the seams. After these fields, the next valuable seams are in the Yellowhead pass and adjacent igro'und. Here bituminous coals of thirty and forty feet in thickness are found, and owing to the mountainous country they pitch considerably. The Grand Trunk Pacific and the O'Brien interests of Cobalt fame are getting busy in this district in addition to several concerns. This vicinity is a repetition of the Crow's Nest pass. Along the Fraser river and its tributary rivers some high grade coals are in evidence, especially on the Bear river, where seams of good showing have been located. On the Telkwa river the Kiti- mat Development syndicate, the Transcontinental Exploration syndicate and the Cassiar Coal company have coal properties. The Telkwa coal is an anthracite quality, five or six feet thick, and lies in fairly undisturbed ground. In this region coal also outcrops at Driftwood creek, Moricetown, on the Zymoter or Copper rivers, on the Gold- stream river and also several other creeks and rivers. Placer gold mining is active over the most of this country, quartz mining receiving little attention so far. The Guggenheim Exploration company have properties in the Cariboo. At Hazelton a good galena vein has been struck. Past the Hazelton district many discoveries of ore and placer gold have been made in the Skeena country. Gypsum deposits are also located. Iron, zinc, platinum (with placer gold and silver) and some building stone are found in this region. To the north, oil is struck. In the Prince Rupert country a group of Canadian and American capitalists control an area of about 5,000 acres that contain gold, silver, lead and copper. Important camps are expected here soon. The whole of the country north of a line drawn from Hazelton to Lesser Slave lake is practically unprospected, but has every appearance of being rich in minerals. A fifty-foot seam of coal outcrops as far north as the Mackenzie river. A huge natural gas and oil belt exists north of Lesser Slave lake. Hitherto operations have been practically prohibited owing to the isolation of the country and the heavy cost of taking in material. Everything has to be packed in over long and heavy trail roads. An exploration or prospecting trip was an ardous undertaking and meant months in a wilderness. Progress was slow and difficult. The advent of the Grand Trunk Pacific rail- way,however, will revolutionize all this. It invades the heart of the rough country, and begins an era of real development for the Canadian north-west, effecting the transformation of a wild, uncultivated region into a rich, productive territory. A transcontinental railway implies tributary lines, and several western branch roads are already proposed to tap the surrounding country of the new system. Truly the map of the far "northern wilderness" is assuming strange patterns. OTHER END OF BIG DISTRICT MR. Victoria, July 22.—The spirit of optimism is nowhere in British Columbia better exemplified than in the Comox district—all parts of it, according to the testimony of Mr. M. Man- son, member of that constituency in the legislature, who has recently completed a tour of his large and important district. No section of the province, Mr. Manson observes, stands to benefit in larger proportion nor more rapidly, through the practical and broad activities of Messrs. Mackenzie and Mann then Comox; no district is busier at the present time, or more hopeful and confident of the future. The development of the extensive timber holdings throughout Comox district, the opening of new and promising mines, the settlement of the various important agricultural sections, and last but not least the prospective establishment of theprovincial national park at and about Buttle lake—all contribute to a general and growing prosperity for the people of Comox. At present a railway is building to the heart of the company's holdings, which begins on the south side of Comox Harbor and traverses the settlement and the town of Courtney. The builders are now working in Courtney itself. About eight or nine miles from Courtney the company plans the establishment of a town, with car shops electric light, water service etc., the site of this new and important camp being at the end of the, Creech road. Another concern whose operations mean very much to Comox district, its business and its future is that whose pulp wood enterprises on the Powell River is now taking definite form. This company has four or five hundred men at work, and aims to increase this force to perhaps nine hundred in the near future. Ij. looks to be an industry of the greatest importance in the growth of British Columbia." Mr. Manson's present missicn to the capital was more directly to secure additional government aid towards providing facilities of ingress and egress for the colonists who recently have taken up farmsteads at Cache Creek, at the extreme northern end of the district. At the time of the members visit, the little community included thirteen men, nine women and five children, with additions to the number of the settlers constantly expected. Cache Creek is at present isolated most disadvantageous^, the only means of access being by water from Shushertie Bay. From this point it ib necessary to take canoe, rowboat or launch for fifteen miles around Cape Commerell, making the landing near the mouth of Cache Creek virtually from the open sea. Naturally this can only be done with good weather, and favoring tides, and much inconvenience has been caused the settlers in consequence. On one occasion last year a young settler and his wife were obliged to remain an entire month at Shushartie before opportunity presented for them to get through to their home. As considerable land can be made available in the Cache Creek neighborhood—sufficient, in Mr. Manson's opinion, to provide for a couple of hundred settlers—he has induced the government to supplement the existing grant for a trail by $8500, making $5000 in all available; and this trail is now being proceeded with simultaneously from both ends—one gang working from Shushartie and the other from Cache Creek, to meet presumably about the Nahwitte River, which will eventually have to be bridged when the temporary trail is converted into a permanent wagon road. The trail will be about fifteen miles in length, and will be completed by autumn so that pack horses may be used over it. Last year the Cache Creek settlers were so completely isolated that ten weeks on one occasion elapsed between mails. The new road will ere long be extended from Shushartie to Hardy Bay, which must eventually be an important trunk terminus. Monday, July 25 DARK DAYS AHEAD The problem of securing electric power for the city which the aldermen and City Engineer are now working on is a big project whioh will take months to work out and months more to complete. About the only certainty connected with it at the present time is the knowledge that it will be a big investment. In the meantime industries in the city requiring power will work along with gasoline and the citizens will continue to buy lamps and coal oil. Next winter will find the city as dark and as dangereous as was last winter unless in the meantime temporary gasoline street lights are installed. The proposition to put in a steam plant for electric power has been apparently abandoned as too costly a luxury and certainly the proposed prices to private consumers was an exhorbitant and impossible rate. Just why a 16 c.p. light (as the uninitiated know it) should cost $1.60 per month is a mystery to most people and the citizens admit they would not use it at that price. It does seem unreasonable that Prince Rupert should be unable to get light at prices somewhere near the cost of it elsewhere in Canada, and at points further away from coal fields than this place. If the city council cannot figure out a cheaper price Prince Rupert is going to be dark for a long time to come. There were a number, however, who thought the crack Montreal team would make a better showing and backed their opinion financially. But the New Westminster boys were the favorites by long odds and early in the game it was seen they were too strong in every way for their opponents. Mr. Agnew told about a jbath he and some other G. T. P. surveyors took in the tank in the winter [when the snow was falling very fast and there was no roof on the shack at (that time. The hot springs are held in reserve by the Provincial Government and some day they will be largely patronized by the citizens of Prince Rupert and northern British Columbia. Wolfe Creek Falls Saturday night was spent at Port Essington and early Sunday morning the party left for Inverness where they took to the ties and followed the G. T. P. tracks for several miles until Official Guide Agnew started the party "P over the townsite of Port Edward. The formation of this townsite is very similar to Prince Rupert, but it has never heen cleared and the underbrush and decayed trees made travelling very i difficult. It is a good mile or more to ! Wolfe Creek and after the aldermen had looked at the rapids below the falls they started to climb to the top. The Wolfe Creek falls are very much smaller, although none the less picturesque. There is a drop of 180 feet more or less, but jhe volume of water is much less. It is estimated that about 700 horse power could be developed here, and this in junction with the Ecstall Falls would make a total of 12,700 horse power. A snort rest was taken at the top of 'he falls and tnen the "seekers after Power" returned to the boat and had dinner and started for Prince Rupert, arriving here about two o'clock. It was the intention at first to visit the water power at Georgetown but the party were too tired and as Mr. Agnew could not go up and act as guide it was decided to take that trip at another time. McLennan. pubJunl Captain and Most of Crew Went Down With Vessel After She Struck Rock.—Fifty Army Officers Hunted For by Warship Rescuers. (Special to the Optimist) Nagasaki, July 25.—The Tatseuru Maru struck a rock off Chianto island on Saturday night and in a very short time went down. The captain and most of the crew went down with the ship but all the passengers were got off in the boats. They had not time, however, to put in a supply of provisions and had no appliances for sailing, so they could only drift. Two of the boats safely landed on Chianto island but the others, which carry one hundred and five passengers and fifty army officers have not been heard from. Warships have their boats and launches out searching for the missing, but there is so heavy a fog on that their efforts are unavailing. W. Cunningham, the British consul at Osaka, was among those saved. PERSONAL Dr. Ellison leaves today to spend a month with his relatives in Vancouver. The many friends of Mrs. (Dr.) Tremayne will regret to learn that she has been very seriously ill for several days, and has had a nurse in constant attendance. Miss Eva Ray from England is a guest of Mrs. W. Williams, Borden street. Miss Ray is a graduate of the Liverpool Training School and was a teacher for some years in Wellington College. She may start a class in Physical culture, dancing and domestic science at Prince Rupert. The drinking of irrigation water has caused several cases of typhoid near Kelowna. The government has 230 men working on road improvements in the Skeena district. An aerie of the Order of Eagles has been instituted at Cumberland. T Police Court Gus Johnson, a Swede, was taken in charge by the police on Sunday. It is believed that Johnson is insane and not safe to be at large. His case will be taken up today. G. T. London, July 21.—Financiers of Europe as well as of America are today awaiting the first move in an expected contest between the Standard Oil Company and a powerful syndicate of British and American capitalists, backed by $20,000,000. It is said the syndicate will be represented in America by Samuel Uter- meyer, The British members, it is said, already have put up $5,000,000 in cash with which to begin operations. Plans of the syndicate are yet only tentative, but it is announced that the $5,000,000 is now on hand waiting to be uSe'd to secure options on every oil producing tract in Oklahoma. The Standard will be attacked in other territories, it is said, and no expense spared to break its grip on the oil trade of the world. Porcher Island Roads. Road Superintendent Jennings and William Manson, M. P., have returned from a trip to Porcher Island where they were inspecting the road work between Jap. Inlet and Refuge Bay. They found the work progressing satisfactorily and made arrangements for the continuation of the road from Refuge Bay to Useless Creek and into the interior of the island. London, July 21.— In a letter to the press of the Empire the Imperial Maritime League makes public the objects of its appeal to the British parliament to sanction a loan of $600,000,000 for national defence. The appeal is signed by 158 flag officers and general officers of His Majesty's navy and army. The printed appeal deals exhaustively with the binding needs of maintaining British naval supremecy and of rendering the British Empire efficient for war. This movement has been initiated and will be pursued by the Imperial Maritime League, founded in 1908 to secure the maintenance of British sea power, with these objects: Of assuring the safety of the entire empire and of its sea-borne trade; of unifying the question of national and imperial defence, by procuring the joint consideration of its needs, by sea, by land and by air; of removing the provision of the financial means of such defence from the vexed domain of the party politics of Great Britain into the serener atmosphere of knowledge and of responsibility. In taking this momentous step the league declares it has correctly gauged public sentiment, and that this is already apparent from the powerful editorial support accorded it by some of the principal organs of British public opinion. During the two and a half years of' the league's existence, the absolute correctness of its diagnosis of the bearing of naval policy has been demonstrated by events, and Admiral Lord Charles Beresford has publicly testified that "As a matter of fact, it was the Maritime League that first saw the dangers we were drifting into, and brought them before the public." July 11th was the fourteenth anniversary of the day when Mr. Wildrid Laurier was sworn in as Prince Minister of the Dominion. The fourteen years during which he has been the head of the Government of Canada are years that stand out preeminently in Canadian history as years of progress in prosperity, in nation-building and in unification of the Canadian people. They are the years that have seen the development of Western Canada, which is the central fact, the keystone in the arch of Canadian development. Very different is the Western Canada which Sir Wilfrid will see on his present tour from the Western Canada which he traversed in 1894 as leader of the Opposition in the Dominion Parliament. The contrast is one which he can justly regard as giving him ground for legitimate pride in the results of the policies of development set in operation under his guidance; circumstances have helped in the working out of those policies but the guiding principle in the carrying out of the development policies of the Government of Sir Wilfrid Laurier has been "to take occasion by the hand," to seige upon the circumstances and turn them to Canada's advantage. The fertility of Western Canada was in 1894 what it is now; but it was not until after Sir Wilfrid Laurier became Prime Minister that the developments began which have drawn the whole world's attention to this country. The record of Sir Wilfrid Laurier's achievements in the interests of Canada and the Empire, achievements of far sighted statesmanship and patriotic services, is a long one. He has devoted all his splendid powers to the work of advancing Canada's greatness of strengthening its internal coherence, of welding it more and more solidly into the Imperial unity. The first master-stroke of his Government was the establishment of the tariff preference on British goods entering Canada, a departure which gave a new lead in Imperial development; and a couple of years later, when the outbreak of the war in South Africa brought on a critical period in the history of the Empire, Sir Wilfrid gave convincing proof of his being an Imperial statesman, in whom Canadian patriotism and allegiance to the British flag are indissoluble. It is not necessary to refer here to the many policies inaugurated by his Government which have promoted such immense success the progress and prosperity of Western Canada and of the whole Dominion. Their results speak for them. His fellow-Canadians hope that for many years to come he will continue to serve his country. If British Columbia profits by its new Companies Act to the tiune of a few thousand dollars, it will, on the other hand lose prestige and acquire an unenviable reputation for provincialism. In brief, the new law provides that every company, other than companies originating in the Province, seeking to do business in British Columbia must be either registered or licensed by the Provincial Government. The license fees may be commuted for affixed sum of $250 in the case of companies having an established business outside of British Columbia in which at least half of their capital is invested. The penalities for doing business without license or registration is $50 per day for a company and $20 per day for an agent. Debts due to companies not licensed or registered are not collectable under the law of British Columbia. Apparently a bank with a Dominion charter is prevented by the new law from collecting upon commercial paper without becoming licensed or registered under the Act. The Monetary Times' Vancouver staff correspondent states that M. Bowser," the Attorney-General of British Columbia, will employ a special officer to see that the Act is enforced. The Provincial Government will not wait long for a culprit. A final appeal to give this legislation further consideration will be made by those affected to Premier McBride. Failing action by him, a test case will be carried through to the highest court. Counsel will be engaged both in the East and in the West, and if the offending enactment can passibly be declared ultra vires, no pains will be spared to have that done. We cannot see yet the purposes served or objects attained by this questionable legislation. Canada extends over forty degrees of latitude— equal from Rome to the North Pole.
