The most important feature of the affair was the action of the American troops, which crossed the border and stopped the fighting, as the result of the killing of one man and the wounding of several others in the town of Douglas, on the Arizona side of the line. The American town was in the danger zone, and was under constant fire for three hours. The incident is likely to have far-reaching effects, as thousands of American troops are massed on the border in readiness for instant action, and the occurrences ery, Marieuil and Venteuil. Women, singing revolutionary songs, are foremost in the work of destruction. When the troops reached Vinay, women lay down in the road and defied the cavalry to ride over them. Officials believe it will take fifty thousand troops to quell the disturbance. APRIL 15, 1911 The Question of Indian Lands The continual agitation of the question of Indian lands in British Columbia, which is in reality no question at all, seems to have reached a climax again in threatened uprisings which have as little grounds in fact as the idea that the natives ever had any more right to the lands of the province than a simple tenure by force of arms. What is really wanted by the over-anxious friends of the Indians is not the land, for the natives now have more land than they will ever use and the best land in the province at that, but the value which has been put on it by the settlement of the country. There is 3,000 acres in the Hazelton reserve and less than forty cultivated. Even at that the women do most of the work. The recent payment of $410,- 000 to the Indians of the Song- hees reserve at Victoria dispels any contention that the natives may be deprived of their reservations without payment. The Songhees purchase is only the first of many. There are dozens of other reserves which the development of the country will require to be purchased in the uext decade. The sort of questionable agitation which nearly made serious trouble near here about eighteen months ago could ha^e accomplished no good. The country received a great deal of advertising through published accounts of fictitious battles, all, however, we are happy to say, in outside papers. But this has served its turn and the district wants no more of it. The refusal of the McBride government to recognize that a question exists is much more in the interests of the Indians and the province than a long-drawn- out court proceedure over something that was settled in fact long ago. money which cannot be returned under the ruling as it now stands, so if the prospective buyer is not satisfied to pay $5 an acre or $10, as the case may be, he is out that expenditure and the use of a sum equal to fifty cents an acre, for a period of months in some cases, while the application is being considered. The government's action in this case smacks of over shrewdness and seems unfair to many people who have entered into the process of acquiring land from the public domain in good faith. The extra dollars which the new ruling would place in the public treasury would not compensate for the precedent which this action would establish if it is allowed to stand. When the news of the ruling applying to lands staked and advertised and on which payments hac already been made first came over the wires, it was thought there must have been a mistake, and now we cannot but think the matter was hasty and ill- considered. In the Herald's opinion the sense of justice of the members of the government will cause a re-consideration of the matter and the eventual allowance of such applications as are before the department, and which would, in the ordinary course of procedure, have been accepted at the prices obtaining at the time the lands were staked. Nelson, of the steamer Beaver, plying between Portland and San Francisco. Moreover, he says, freight will be carried for $6 a ton instead of $28 now charged by the railroads, and he believes the canal will be in operation within two years. Captian Nelson was formerly in command of the steamer City of Parra, and he has been making trips to the canal region for the last ten years. He is considered as familiar with the canal work as any one outside of the government employ. "The Panama canal will bring the greatest development of Pacific coast resources that I know of, "said Captain Nelson. "Two years from now lumber will be shipped from Portland to New York for $5 a thousand. To ship lumber by rail to New York is an impossibility today. The charges are three and four times what the lumber is worth. I was told upon unimpeachable authority that in two years time I can take the Beaver through the canal. I can almost take her now. With the Gatun gates finished and the balance of the dirt and rock out of the Culebra cut the Beaver would go through with ease. Business men should get ready for the big growth that will follow on this coast. "It is the opinion on the canal zone that charges for use of the canal will be $1 a ton, a very reasonable price, as Suez, I am told, charges $5 a ton. President Taft has recommended a charge of $1 in his message. The Panama canal, in my opinion, will make Portland a city of 50,000 quicker than all the railroads that can be built in twenty years. HAZELTON AGENT ALDOUS a ROBERTSON HERALD BLDG The depths of bathos and falsehood to which men and newspapers may be urged by political animus are to be gauged by an hysterical article in the Vancouver World, under the page-wide heading: "Starving Northern Indians Will Rise This Summer!" The article is based upon an interview with Father Bellot, said to be a Roman Catholic missionary at Fort George. If Father Bellot is correctly reported he presents an extreme example of the mischief-makers, fortunately few in number, who have of late endeavored to incite the Indians of the interior to disorder. He has just returned from Ottawa, a fact which may account for the abuse of the McBride government with which his statements are punctuated. It is quite within the bounds of possibility that Indian troubles in this province, as tending to embarrass the provincial government, would not be un- pleasing to its political opponents at Ottawa. These are some of Bellot's statements: "There will be trouble in the north this summer, there will be blood spilt. Our northern Indians are being starved to death. They will rise up against the hand that oppresses them. And I, as a missionary of the holy church, cannot but say that their actions will be justified. That the redmen of the north have been actually oppressed through indiscreet legislation on the part of the present government of British Columbia has been already uncovered. Their fishing rights have been usurped from them, it has been claimed; their lands have been pilfered and their rightful quarry, the wild animals of the mountains, have been forbidden them. Under these circumstances arises the question: 'Wherewithal shall they be fed?' "One hundred years ago," said Father Bellot, "the Indians of the coast and mountains were happy despite their uncultivated condition. The Skeena and other rivers teemed with salmon and the land abounded in game. They had meat and drink; but the coming of the white man and the conquest of civilization spoiled the Indian's happiness. Conditions became more troublesome for them as the years advanced, and then came an unwise government. Restrictions were placed on the hunting and the men of the wilds were practically forbidden to touch the salmon in the rivers upon which their fathers for centuries had fattened. Their weirs were torn out of the small streams lest the fishes be not available for the canneries of the rich white man at the mouths of the rivers. The Indians were driven from their homes and when there remained no new hunting grounds���for the old ones were needed for the pleasures of the rich���the red- men, in th^ very land of then- forefathers, starved to death. "But they will not endure the cruelties of a Victoria czar for many moons. There will be a rising of the tribes." For the two years the habit of storing away ammunition has been practiced by the northern tribes. There is trouble in the wind and when it comes, McBride will be the man to blame. "As for my people at Fort George," said the priest, "the Oenes and the Babine men, they are not suffering as are the Kispiox and the other tribes. My people are oppressed, though, and as I am a priest, if the British Columbia government placed any heavier burden on their shoulders, I should encourage our Indians to fight for their lives and their liberty. The Indians are being driven from their birthrights and are given nothing in return, and all," the missionary avows, "because of the crude and impolitic methods of the 'jjreat white chief at Victoria." "There were millions expended on the suppression of the Riel Rebellion," the priest pointed out. "There is no need for an uprising of these simple, oppressed people in British Columbia; but it will come because the McBride government does not consider that an Indian makes a better friend than foe." Now for the truth, which may best be arrived at by a comparison of the condition of the Indians before the advent of white men and at the present time. In his primitive condition, the Indian lived upon salmon, which was his staple food, eked out by the flesh of animals and birds, berries, roots and herbs. Not a foot of land was cultivated by any tribe. Inter-tribal wars decimated the clans, and their hunting grounds were held or captured by force. With the coming of the whites began a great change in the condition of the aborigines, Finding a ready market for the furs which heretofore had been of little value, they had the means of procuring many articles and commodities which were to them much - to - be - desired luxuries. Comfortable clothing, blankets, firearms and "white man's" food wrought a change in the Indian mode of life, although the Si- washes were not, and are not now, debarred from gaining their livelihood in the old primitive fashion. It is hardly necessary to call attention to the fallacy of Bellot's statement that the Provincial government has usurped the salmon fishing rights of the Indians. As is known to everyone but the reverend Father, his friends at Ottawa have exclusive jurisdiction over the salmon. As a matter of fact, there is no evidence to show that seasons of scarcity arc more frequent on the salmon rivers than in bygone days, and even if such be the case, the Indian method of catching fish by damming the rivers during the entire season may be held to account, in great measure, for the decrease of the salmon. The wild animals have not been forbidden the Indians. They art- still allowed to kill whatever animals they require for food, and the whites have not penetrated into their great hunting grounds and slaughtered the game. It will not be disputed by any well-informed and unprejudiced person that ninety per cent of the fish, game and fur of the northern interior are taken by the Indians, and while their methods are not such as tend to conserve these resources, the Provincial government imposes no restrictions which prevent them living on the produce of their hunting grounds. The charge most frequently made by men of Bellot's kidney, and the one which the Siwashes themselves have been taught to echo, is that the whites have taken the lands of the Indians. What are the facts? Before the advent of the white men the Indians used no land, save that upon which their rude villages and houses stood, though as hunting grounds they claimed the entire country. Before settlers came into the district reserves were allotted to the various tribes, the most favored spots in the country being chosen by the Indians themselves. These reserves were at the time thought to be sufficient for all purposes. The tribes, decimated years ago by contagious diseases, are less than half as numerous as when the reserves were allotted, so that each Indian has twice the amount of ground originally awarded. These reserves have been respected, and none have been taken by whites except with the consent of the holders and after liberal compensation. Four-fifths of the land reserved for the Indians is not used for any purpose. Their claim to additional land is not based on right or necessity. The settlers of the Bulkley valley have not been dishonest in their dealings with the Indians. No case is known where Indians have been ousted from lands rightfully theirs. Indians who ! wish to farm have ample land, 1 but a majority prefer to live ���otherwise. The natives of the Skeena and Bulkley districts are, 1 generally speaking, comparatively prosperous. They have 1 good houses, good clothing, good food, and are not debarred from any of the necessities or comforts of life, with the exception of I liquor, which hardly comes under i either head. In canoeing, freight- ; ing with pack animals or wagons, , woodcutting, fishing and other j pursuits, the Indians are easily J able to earn money sufficient for 1 their wants. As compared with j white men they receive the same j or greater compensation, and there are few indeed who have | not a reserve of cash, while they jown hundreds of horses and I cattle. Truly, as Father Bellot admits, ! there is no need for an uprising, 'and in the improbable event that such should occur the responsibility will rest, not on Richard McBride, but upon Bellot and 'other irresponsibles of the same stripe. We have no fear of an Indian war. Dissatisfaction, fomented by such hysterical articles as that quoted, there certainly is, but the Indians of the Skeena are not accumulating arms and ammunition to use against the whites.
