Surrender of Federal Army at Juarez Following Fierce Battle in Streets El Paso, Texas, May 10:-What was perhaps the fiercest battle of the revolution was fought today at Juarez, across the Rio Grande, but without results. Tonight both federals and insurrectos are resting on their arms and ready to resume fighting at daybreak. It is estimated that the dead on both sides will number 75 and the wounded 100. All day long the battle raged with the Insurrectos swarming through the streets of Juarez and meeting the fire of the Federals with equally heavy volleys of rifle fire. The rebels control the town tonight and actually more territory but the position of the Federal forces is extremely well fortified. Juarez looks as if swept by a hurricane. Streets are filled with debris, plaster, glass and pieces of wood, while electric wires dangle from jagged poles. Juarez, Mexico, May 11:-This little bullet-riddled city tonight is the provisional capital of Mexico and Francisco I. Madero, provisional president, and staff have taken complete possession after I winning one of the bloodiest battles of the revolution. P. O'Con- nor, who sees in the constantly swelling navies and the huge cost of their construction and upkeep a compelling reason. Our; own part of the Empire is even more interested than England because we live closer and have more intimate trade relationship with the republic to the south. The eminent Irishman says: "I have not seen the case agaist the staggering size of the naval estimates put anywhere more convincingly and more succinctly than in the following passage in a leading article in the Manchester Guardian: Seventy-two millions in a year of profound peace- three times the interest on the national debt, equal to the revenue from customs and excise with half a dozen small taxes thrown in, and twice the yield of the income and property taxes���not to regret, not to apologize would be to lack both sense and feeling. This was partly the case of the Liberals who rose in revolt against these gigantic estimates, j Their case was strengthened by the mistake with regard to the purpose of the German government which had to be avowed. It had to be avowed that there was no acceleration of the German naval program, though the German government had resolved on building far more powerful vessels than any they had yet constructed, and this was held to be a justification of the building of so many more Dreadnoughts. It is useless to discuss that argument now, for at this moment what we have to deal with is the situation that actually exists. The two governments, the British and the German, have entered on this competition in Dreadnoughts: they will pursue their program to the end, when England will have thirty-one Dreadnoughts to Germany's twenty. Is this to bo t hi- end ? How can it be made t he eiid ? What hope have we that it will be the end? These are questions which are raised by the very remarkable and momentous speech of Sir Edward Grey. I do not stop to discuss either the manner or the mere House of Commons and immediate purpose of that speech. It is sufficient to say that it was a model of an official utterance; perhaps the more so, because it was, at points, halting and even awkward in delivery. As to the immediate and House of Commons purpose, the speech turned the flank of the Radical revolt in a most dexterous way, and even made things difficult for the opposition. Rut those are minor issues in comparison with that part of the speech which dealt with the whole question of armaments and peace from the international point of view. There was one very startling point in the speech, a point of which probably we shall hear a great deal in the future especially from Germany. Looking out for what signs of hope there were to be found in the world for a cessation of this disastrous competition in armaments. Sir Edward Grey first chose "internal revolution" as one of these possibilities. "Internal revolution." I have little doubt that Sir Edward Grey meant the phrase to be of international application; not to apply to any country in particular. But assuredly with our knowledge of the already strong revolt in Germany against... heavy taxation-made heavier by |^= the success of the landlord or " Junker class in throwing most of j the burden on the shoulders of the working classes--that observation might well be interpreted by the German government as meant for Germany alone. And this interpretation will undoubt- edly be confirmed by the other fact-that in the next Reichstag, there will probably be one hun-j dred to one hundred and twenty Socialist deputies. I shall not be surprised if the military and bureaucratic authority which rules Germany still���and that is what makes the situation between England and Germany so dangerous��� i were driven to fury by what they l consider a direct bid and even I incitement to the Socialists by an English foreign minister. However, let me pass even that momentous point to come to what was really the gigantic fact that comes out in such bold relief from the speech of the foreign secre-j tai'y. Sir Edward Grey quoted that epoch-making passage ina; speech by President Taft, in which he laid down the doctrine that arbitration might not apply' to those questions of national honor which divide nations���a point which has been carefully, ! rigorously, uncompromisingly excluded from arbitration up to the present. If arbitration were to be extended to that point, why then war would have come to an end. What did Sir Edward Grey mean by quoting that phrase of President Taft, and quoting it with such emphasis? He did not say so in so many words, but he evidently meant that he was ready to accept an alliance with the United States. And what was more remarkable were the terms on which he was willing to make such an alliance. It was to be an alliance offensive and defensive. On the one hand the two powers were to pledge themselves that under no circumstances would they ever go to war. That will be an enormous step in advance. But something even more serious was to accompany this alliance, namely, that if a third country were to threaten war, the two allies would be united to prevent it. And this momentous pronouncement was accompanied by the equally momentous declaration that the armies and navies would still exist, they would exist as police, that is to say, as agencies in the hands of the governments to deal with those who wanted to break the peace. Cabin Burned An alarm of fire brought the townspeople out about 11 o'clock on Monday evening. A log cabin at the rear of the B. C. Brokerage Co.'s offices, occupied by the Chinese help at the Ingineca hotel, was in full blaze, and for a time it seemed that several frame buildings might go before the fire could be checked. Both 'the chemical carts were hurried ! to the scene, together with a number of the small extinguishers p from hotels and stores. The chemical mixture reduced the blaze to a point where an active bucket brigade bringing water from the river was able to put the finishing tenches on the fire, \ but not until the cabin was nearly all consumed. An adjoining cabin less than a foot distant was saved, except for the damage done in tearing off the roof. The chemical engines proved their worth, as without them it is altogether likely the blaze would have been much more serious. New Fusiness Establishment I. Anger, of Seattle, has come to Hazelton to open a tailor shop. On May 20 he expects to be ready for business at his stand two doors south from the government telegraph offices. The "Erie" and "Rietfontein" Mineral Claims incorporated into Omineca Mines, Limited, are known to the mining men of this district as prospects of exceptional merits. They are prospects which men of judgment and successful mining experience confidently maintain represent more intrinsic merit and more possible avenues of large and quick returns than any property of equal development in British Columbia. Several thousand dollars have already been spent in opening up the properties and at every step the claims have more than fulfilled the most sanguine expectations. Sixty-nine assays taken show values ranging from $79 to $670 and the following taken by L. L. DeVoin are accepted by Mr. Kinman, erst-while owner of the properties, as being about the average :- No. 1���(argentite) silver 772 oz; lead 13.4 per cent. Gross value per ton $427.60. Within a short time work will be continued and a large force of men employed. The properties are located on Four Mile mountain overlooking the railroad and on account of the location they can be opened up and ore shipped at less expense than any other properties now being worked. With energetic development under expert and practical management and a conservative business administration the properties will soon be established on a permanent shipping basis. The following extract from the Omineca Herald of September 10,1910, will give some idea of the properties. "Surface stripping has been carried on continuously and ore is now uncovered for a length of 275 feet with the ledge exposed for another 200 feet by a series of open cuts across the vein. At one point in the main trench a steel tape showed solid ore ten feet five inches in width with the same solid ore passing under the earth on the foot wall side. The narrowest showing in the 275 feet is three feet wide and the removal of the capping which is three or four feet deep shows ore underneath of unknown width." As they are only four miles from town you, who would invest, can go and see for yourselves what you are buying. PROPOSED CPNTEST TO Bt*: HELD THIS YEAR Gold Medal Offered by Challoner & Mitchell, of Victoria, to Encourage Tourists To the first driver of an automobile reaching Hazelton this year Challoner & Mitchell, the well-known jewellers of Victoria, will present a handsome gold medal, says the Prince Rupert Journal. The contest will be conducted under the auspices of the Pacific Highway association. Last year a party of Los Angeles automobilists were told it was impossible to tour in the direction of the Hazelton country. It is to correct such impressions and to attract automobile owners to a country where the scenery is magnificent and the roads as good as any iu British Columbia that the contest was arranged. The run will be governed by the following rules: 1. Journey to start at entrant's option from any one of the following cities: Bellingham, Blaine, Seattle, Tacoma, Vancouver, Victoria. 2. No ferry to be permitted of more than one mile in distance, except that with competitors starting from Victoria, the ferry journey between Vancouver island and the mainland will be permitted. 3. Travelling on railway cars or on any railway right of way not permitted, excepting at those direct crossings where route crosses railway right of ways. 4. Medal is to be awarded to either driver or owner of car, according to which registers with Pacific Highway association for that purpose at start of tour. 5. Any car and any person shall be eligible to compete. 6. Route must be a continuous one, from the point of starting to Hazelton, with the ferry exceptions outlined under clause2, and, excepting at ferries, must be made entirely under the car's own power. 7. A careful log of the route traveled to be kept, and a series of at least six dozen kodak or other photos to be taken along the route. A copy of this log and two prints of each photo to be turned over to Pacific Highway association at end of tour; same to be in every way the property of the Pacific Highway association thereafter. 8. Competitors for this medal to start whenever they please, and to take their own time. 9. The contest to be in no sense either a speed or reliability trial. 10. All other conditions of this attempt to reach Hazelton to be under direction of and at discretion of Frank M. Fretwell, Seattle, secretary of the Pacific Eighway association.
