Little surprise will be felt, we opine, that the parliamentary committee appointed to enquire into the Lumsden charges has reported that those wore not sustained. At the very commencement of the enquiry it became evident that there was not the slightest ground for the allegations made in regard to over-classification on the Transcontinental railway. Hy his own -words Engineer Lumsden put to nought to the sensational aspect, which the Opposition attempted to attach to the affair. The retirement of the Conservative members of the committee was in all probability duo to this crumbling away of their case, though they managed to formulate a more plausible reason as an excuse for their backing out. This incident was not however perniittod to interfere with the progress of Ihe enquiry, which was carried through and completed in a most thorough manner. The committee nows reports: "That in our opinion Mr. Lumsden's charge of general disregard of bis instructions has not been sustained, and no evidence has been adduced which in our opinion would justify him in .stating that he had lost confidence in .the portion of the engineering staff referred to by him." The committee also remarks in their report: "It is to be regretted that Mr. Lumsden did not go earlier upon the work Xiiuiself and visit more frequently. Had he done so it is possible that any question arising in regard to classification would have been immediately and satisfactorily adjusted; and where any difference arose your committee is of opinion that it was Mr. Lumsden's duty as chief engineer to have immediately taken steps to have had the difference settled and if any portion of the staff refused to conform to his instructions, to have recommended their dismissal to the board of commissioners." Thus is disposed of one more of the series of baseless allegations of Kraft and corruption which have been brought forward by the opposition during the present parliament. But it is loo much to expect that it will Le the last. MILAN SUMMER VILLAS RANSACKED BY THIEVES Milan, May 1.Twenty summer residences, belonging to wealthy Italians, ^on the shores of Lakes Como aud V'arise have been ransacked by thieves iind many thousand pounds worth of silver, bicycles, clothing and valuable mirrors and paintings stolon. The police got on the track of tho thievi s by noticing an accountant, named Martini, with his companion, named Celli, leaving Milan station almost every afternoon empty-handed and returning the following morning laden with baggage. The police also noticed that an endless succession tot cases had been consigned by the "thieves to the goods department. Twelve hundred pounds worth of plunder has been recovered in a Milan flat and in the local Monte di Pieta. For a show widely heralded as "The ' Big 'Idling of the season," and aboul which so much noise was made by John Cort, dictator of the Northwest Theatrical circuit, "St. Einio," which was produced at tho local Opera house on Saturday night, certainly is no great credit to anyone connected with the production, 'lhe show is jusi an, average presentation, neither first- class nor absolutely poor. It would have been better enjoyed had nol the audience been led to believe something exceptional was to be presented, the advance retaining of a certain number of seats before the local appearance of St. Elmo would he guaranteed being a regular joke on the public, and altogether unwarranted by the book, the play or tlie actors. Having heen misled Into expecting something well above the average In dramatics, the audience was naturally somewhat disappointed to discover only a mediocre dramatization of a story the "heart Interest" of which belongs to a bygone age. There was nothing wrong with the actors, however, the different parts being interpreted with a duo regard to correctness and fidelity to the intentions of Willard Holcomb, the guilty person who dramatized Mrs.; Evans' novel. As St. Elmo Murray, Charles E. Gunn came as near making a hit as is possible in the play. Cast for a clever caustic cynic, he added strength to his lines by a graceful bearing and a subdued reserve in the mock-dramatic situations with which the play is punctuated, the duel scene being the only occasion on which his acting was "stagey." Probably because this was early in the evening. The leading lady, Gerda Nelson, although hovering on the border line between youth and middle youth, still has enough on Father Time to permit her to interpret juvenile roles in first | acts, although she was better suited for the part of Edna Earl, the society woman's protegee, that for that of Edna Earl, the blacksmith's granddaughter. Miss Nelson's acting was convincing and not unduly overdone. In a more appropriated piece she would appear to considerable advantage. As an actress, however, the palm goes to Lois Brownwoll. (Agnes Powell) society girl and schemer. Miss | Brownwell added to a rather attractive face and correct, figure a certain charm of manner that captivated and commanded admiration, her sneers and bitterisms being equal to many delivered by her prototype in real life. St. Elmo's mother, a graceful dame of the middle of the last century, found a celver interpreter in the person of Mrs. Cooper, whose, acting of the part could hardly be improved upon. The remainder of the cast, which included Chris Lyton, as a negro servant, Edgar H. Sinclair, a village blacksmith, Hollow Baldwin, a minister of the gospel of the old school and other lesser lights, went through their lines in a meritorious manner. Apart from the circumstance that the public had been misled into expecting something much better, St. i.Elmo was a presentation worth wit- I nessing, especially for ladies who delight in lachrymose. Paris, May I.A now and, as is claimed, more effective smoki less pow. derder than any yet known, has heen Invented by M. Gulchard, a photographer, at Lons le Saulnier, the shooting cliih which has been making some interesting experiments with it on the Monteil ground. The targol consisted of a block of very hard wood nearly ,;i inches In thickness. The president of the club began by sending a Lehel bullet Into the target, which showed a penetration of close on 25 inches, and then he employed a cartridge invented by M. Guichard, which, with the exception of the powder, is identical with the Lebel, the pentration in this case being upwards of 29 1-- inches. All this was witnessed by a number of officers, who were much impressed by the result, and those club experiments are shortly to be followed hy official trials. M. Guichard has already received a quantity of offers, but he declares that lie is determined not to reveal his secret to any foreign government, Tlie inventor is Ou years of age, and is a native of Sallienard, in the department of Ain. THE . Smith Co. LIMITED MOVEMENT IN SURREY A BIG SALE OF TELEPHONE GIRLS STRONG ON MATRIMONY Pittsburg, May l.The matrimonial bee finds its way into the heads and hearts of 16 per cent of the 1200 or more telephone operators employed by the two companies operating in and about Pittsburg. Statistics furnished by those in authority a few days ago substantiate this claim, and this is one of the reasons telephone companies aro obliged to keep their training schools busy from day to day. Most of the girls are taken into the employment of the telephone companies between the ages of 18 and -3, although some are as young as 15, while others are past _:>. The company realizes that this is a young woman's most advantageous age from a matrimonial standpoint, although some have continued ln the service 14 years or more before braving the storms of matrimony. The greatest drain on the service occurs in the months of June or December, or just at the close of Lent, when many of the girls leave the service. Last week In Vancouver there was a heavy demand foi certain sections in Surrey. Tho buying for some unknown reason was mo?tl. round sections 24 and 2a, township 2. In three offices this peculiarity was noticed, but no reason could be ascribed. There has, however, boon rumors in New Westminster for some days that a Seatt': syndicate is buying in that direction, but as their movements have boon kept quiet for obvious reasons it is difficult to know what Is moving theie. Elliott, who is an ex- cowpuncher, says he can't stand the .-simple life of the fire department, and that the only thing that could hold him hero would be a fire each day. Elliott intends to stroll down to Portland before starting on his East- ern walk, slating that, pedestrianism is easier through the central section of the country that over the more mountainous region to the north, lie expects to cover forty-five miles a day in liis walk of 3,149 miles to the Empire State, the shortest distance one may travel by foot. Hc is not making the trip on a wager, nor will he attempt to earn a grub istalte as he advances over the country. He will be fairly well ballasted with coin, although In the cattle-raising districts lie may pick up a few dollars .breaking horses to the saddle. CONCRETE SHIPS NOW USED ON RIVER MAIN Berlin, May 1."To sink like a stone" is a phrase that has lost its meaning to a great extent, for ships 'built or stono are now a reality. The process of construction is the invention of Signer Gabelllnl, an Italian, and a vessel of the type is already working successfully on the Ilivvr Main at Frankfort. Several more are In course of construction in Germany and Italy. Artificial stone or reinforced concrete is used in building those ships. The . reat advantage of the system is that they are free from barnacles, and It Is more durable than steel or wood. The weight of a stone vessel is one- third more than that of an ordinary ship, but the cost of construction Is less by twenty-five per cent. INFANT MORTALITY. Greater Number of Births, as Well as Deaths, Among Poor. An investigation just made by the i New York milk committee with a view [ to getting definite Information as to the effects on infant mortality of social ' and economic conditions has resulted ' in some interesting disclosures. Three ! sections of the city were selected for study, varying much in size owing to different densities of population, but each containing about 7,500 poisons, in the first, inhabited largely hy the rich, only thirty-seven Children were born in a year; ln the second,, where the circumstances of the people were what is called comfortable, tbe births numbered 160, while in the third, where poverty prevailed, -i'6-l : tables were born. But during two summer weeks, one I of them the hottest of the year, not: one of the thirty-seven or of the 100 ; died, while among the 434 there were | sixteen deaths. The figures are not - largo enough to warrant any final con- elusions as to percentages, but doubt-! less i hey are lairly characteristic, of l the three classes. The Immunity of the babies in the two more fortunate i classes during this hot fortnight only happened to he comple.3, and that peculiarity would not be likely to be repeated. That the one grouij did as well as' the other is explained by the investiga- tors as due lo equally efficient care | in both, in the one case, however,! largely the care of highly trained! nurses, and iu the second to that or mothers with leisure and Intelligence, I Among the very poor each of the much more numerous babies bad a decidedly | smaller chance of life, but many more than enough of them survived to outnumber the otber groups. Probably at the attainment of adult age the difference will not be nearly as large, for the excess of mortality will remain ! where it began.New York Times. kOME choice buys in Sapperton on exceptionally good terms, nothing better on the market.
