THE SESSION.
The session which opens at Ottawa
to lay will probably be long���certainly
long in proportion to the amount of
business which will be dune���and certainly, also, of a somewhat stormy
character. We believe that the op-
jwsition (and it will be the opposition
of course which will be responsible
for the "rows" ami for the waste i I
time involve el) makes a rather large
mistake iu thus wasting time; but it
is a mistake which has become the
fashion. There was a time when that
sort of thing was of considerable effect: but that time, if it is not already past, is at least rapidly passing.
Press and public have become tired
of printing and reading long speeches,
and the) have also begin to show a
good deal of Impatience over the Interruption and delay in the busin ss
of the country which arises from the
practise of "talking to tho galleries.'
Ii may be taken for grmt<-d. however,
that our Conservative friends will tal';
to the galleries at great length anel
with much reiteration, 'luring the
next few months. In ihe meantime
a good deal of the business of the
country, both government business
aud private business, will suffer from
the delay. The great mistake' of the
opposition lies in supposing that the
whole blame for ihis delay can be
saddled on to the government. No
doubt some people may think���ami
more will say���lhat it is the government's fault; but the mass of the el-
ectors know thai it is entirely the
fault of the opposition, and many of
them add to that the additional condemnation that the opposition have n'i
policy of their own. but re ly upon a
mere windy criticism of their opponents. People are becoming alive to
tbe fact that, it pays to conduct legislation and administration in a business-like way���ten ye. ars of business
administration have had lhat effect���
and th" more the gentlemen of the
opposition exhibit themselves as mere
talking machines, the worse it will be
for their standing in public estimation.
$100,000   for   Airships.

today   that  the   Imperial   government
will tab-  for a  supplementary creu-.t
of $100,000 i->:  the construction of a
new airship   which    Count   Vou  Zeppelin has built in the gr. atest has.e;
in  order to have it ready    to  begin
experimenting  in   the  flrst  favorable
weather next summer.    This amount
is in  addition   to the   $401,000 coi-|
lected in  tin- budget of the Interior
department    Payment  of  the latter;
sum   will   dejiend    upon   results    attained   with  the  new  airship.      It  Is
Intended to, in part, remunerate Von
Zeppelin  for the expenditure of his;
private  fortune  on    ftirshlp    expe.i-j
merits.

friendly; whether the conclusion be
sound or not is a point���the point-

Westminster have -decided to make ai
clean sweep of the rostrated district.!
The  policy is  all   right.    Its  success
will depend upon the way it is carried,
out.    When a street is deep in mud
and slush, the attempt to clean it by
sweeping all this mud into the ��?w?rrs
may be a -nieces* lf the sewers are
large enough to carry it away, but Ifl
the   conduit  is  tco  restricted  it  will
get choked and  the mud will "back
up."    This illustrates  what  has  happened  in every  instance    where  the
clean sweep has been appli. d to restricted districts:    Enlightened public
opinion    is  a  unit,  in     favor of  the,
policy of Xew Westminster, but a satisfactory method of   applying it In*1
