St. Petersburg, Sept. 21.���St. Petersburg is in the grasp of Asiatic cholera, which already exceeds in severity and numbers the visitation of 1893. The disease is increasing daily at an alarming rate.. The aldermanic council today voted $250,000 to enlarge the hospital space, to purchase and distri|ute disinfectants, the supply it which ln St. Petersburg is well nigh exhausted, and to expedite the interment of bodies, which has been notoriously slow. The dead houses iare overcrowded and many corpses lie unbuTled. Gen. Dracheffsky on Saturday prohibited the sale of liquor throughout the city of St. Petersburg until September 22. Today public schools were transformed Into hospital wards. X number of the grammar schools were closed and four thousand students sent to their homes. The department of war has opened stores to supply immediate needs, and army field kitchens have been dispatched to the poorer quarters to dispense free food. -Manila, Sept. 21.���Fifty-wight new eases of cholera and nineteen deaths are reported for the twenty-four hours ending at 8 o'clock this morning. The infected areas in the city and suburbs are spreading somewhat, but the health authorities are still confident that they will be able to speedily gain control of the situation. Gov. Gen. Smith has summoned a special meeting of the members of the Philippine commission to discuss the plague situation and to lay plans for an extension of the campaign now being waged again?t the disease. Federal troops are at present guarding the sources of the city's water I supply to prevent the throwing of any infected matter into the water, and lt is probable that the force thus engaged wlll be largely reinforced. The army transport Sheridan, which has been detained at the harbor quarantine station at Marlveles for several days, owing to the discovery of two cas.es of cholera aboard, has been completely fumigated and given a clean bill of health. The Sheridan will sail today for Nagasaki, Japan, on its way to San Francisco. BIG FIRE LAYS WASTE SECTION OF CHELSEA Blaze Supposed to Be of Incendiary Origin���Victims Being Cared For by People ef Boston, Chelsea, Mass., Sept. 21.���The whole section of Chelsea thai escaped t^e conflagration ot last winter, was burning this morning. Aid was summoned from Boston, Walden a_ud Everett and U was at first feared that the rest of the town would be destroyed before the flames could be checked. The police believe the fire was of incendiary origin, so quickly did lt start. The flames were first noticed in the block bounded by Sixth and Vales streets, Everett avenue and the Boston and Maine railroad tracks. The whole block was soon afire and by Si o'clock sixteen houses and a large box factory and showcase works were destroyed. There was the wildest confusion at the box factory. Loudon, Sept. 22.���The members of the Scotch farming commission are sending home admirable accounts of their tour ln Canada. Undoubtedly their official report will be Interesting reading to Canadian agriculturalists. They apparently found much to admire in Canada. P. b. Craig declares Quebec farmers to be the most conservative and most Interesting, but the worst farmers in tbe Dominion; while regarding Ontario farmers he observes that a Buchan man would cut more thistles and show less dash. There ls plenty of room in Ontario for men with capital, though land is not cheap. Mr. Oreig refers to the quantity ol land wasted in New Brunswick and Quebec for want of sheep, because each man must keep a useless dog. The objects of the agricultural colleges receive the warmest appreciation. RUNAWAY ACCIDENT CAUSES LADY SERIOUS INJURIES A resident of the Port Moody road, Mrs. Urookfield, was driving along Front street yesterday morning when the horse took freight at a yard engine engaged in switching operations and ran aw.ay. Sept. 22.���The steamer Maude returned to Esquimau yestei- day from the wreck of the steamer Themis, bringing anchors and chains recovered from the wreck, which lies in about the same position on the rocks near Scarlett point where she struck two years ago.
