He said he believed the duty of the House of Lords was to arrest the progress of a measure when it believed it had not been sufficiently considered, or was not in accordance with the wishes of the people. The Government had a mandate from the people for the present measure, however; so that the only course open to the House of Lords was to pass the bill, although the House regarded it as conferring excessive privileges on trade unions, which were dangerous to the community, and likely to embitter industrial life. One of the topics which will most likely be brought up at the electors' meetings to be held at the end of this week will be the proposal to rebuild the Lulu island bridge during the coming year. This question has been discussed several times this year, but owing to the present dangerous condition, il appears to be time that steps should be taken to provide for Ihe rebuilding of the bridge. The old structure has been patched up and repaired so many times that it is hard to see where the original timbers are to be found, and yet in 'Spite of all this attention, it is in a rocky condition, and people who are in the habit of using it daily are agitating for the construction of a substantial structure. Some months ago, a project to build a thoroughly modern all steel bridge was discussed, but the estimated cost of such an undertaking appears to have put a damper on the enthusiasm of the promoters of the project, and not hing has been beard of il for some time past The general impression is I that the new bridge will be construct- I ed on the same lines as the present structure, with certain mechanical im- I pi'ovements.
