The annual statement made in the Imperial Houes of Commons by Mr. Morley, Secretary for India, was in the nature of a summary of the retails of stock-taking of the condition of public affairs In India, as well as an Indication of the policy intended to be pursued in fat ure. Some people are inclined to say that Great Britain's government of India has been a dead failure; Mr. Mori-.'.,' emphatlcal- lj denied that; he did not deny that India wns poor; he knew that the system of governmenl was costly, and he expected that it was extravagant, but, he said, "could we not say the same of Great Britain itself." As a nun ler of fact, many of those whom he addressed were there for the purpose of saying just such things iu relation to the affairs of the old country. The figures which he had to I.i;. before them concerning India were encouraging. For some years there had been a surplus of revenue over expenditure, resulting partly from the facl that the country generally was more prosperous. This surplus had been used in making a partial reduction of the sail tax. which was regarded as a very oppressive tax In India, and this remission had evident ly been felt as a great relief by the poorer people, and had resulted in an Increase of ten per cent, in con- sumption. There was also a general rise in consumption of the necessaries of life, as well as in the standard or living, which of course showed an increased purchasing power, and was a certain indication of prosperity. Referring to the public works undertaken by the government, he said that the principal ones were the building of railways and canals, and the conservation of the forests. The net revenue from these three things had nearly doubled in the past five years, and was now five millions ($25,000,000). The railway mileage at present was ;i0/il) miles, and it was increasing at the rate of 1,000 miles a year. Quoting figures Irom other countries Mr. .Morley showed that this was a large mileage, all things considered. In 1003 two hundred and fifty million passengers and fifty-six million tons of goods had been carried. He said it would doubtless make iho mouths of travellers and merchants in the old country water to know that the average charge for passengers was less than half a ceni per mile, and the average charge for goods, one cent per ton. He might have added that it would make the mouths of people in other places besides the old country water, especially when they Knew that at these rates the system had returned a handsome net revenue after paying interesl on its cost and other charges. The people who insist that Government ownership of railways and other public utilities must necessarily be a failure, should be careful to avoid any reference to India in their arguments, Referring to the revenue derived from forests Mr. Morley spoke of the enthusiastic spirit in which those who were concerned in the work of fina-i conservation in India spoke of the splendid asset whicli these forests were, and would continue to e, to ' bi . ountry. Referring to the controversy which I' id been raging lately as to whether imports or exports were the true test of national prosperity Mr. Morley said it did not matter a pin which one chose in talking about India, as iio'h i xports ami imports bad been rising with considerable rapidity in recent years. He pointed out tha' India rv is a large country, and In such a country, occupying a vast continent, and peopled by different races, one could find of course poor districts and rich districts, and both optimists and pessi mists could find in India material out of which they could make r?ool cases: but a general view of the while country and circumstances showed that India was advancing. There were many people who though', and he felt inclined to sympathize with their view to a certain extent, that it might have been better if 'rlia had retained its old fashions in marufac ture and other tilings, [or a longer time; but the fact was that western ideas, and western learnin ; and western methods were obtaining a foothold there: times wer- changed and the details of our sys'-mi of gjveru- tnenl in India must ch mge with tho times. If the market for her foodstuffs and raw material was not ample in volume and favorable in circumstances how could she bear the weighl of her obligations? In 1905-6 her exports amounted to ln5 millions and her imports to tilt millions. Of the exports the United Kingdom took only 25 per cent., and the chief cus- tomers for the remaining three- fourths were the states of Europe, the Far East, and the countries bordering 01 a- Indian ocean. Royalty at the rate of ten cents per ton of 2000 pounds shall be collected on the gross output. QUARTZ���Persons of eighteen years and over and joint stock companies holding free miners' certificates may obtain entry for a mining location. A free miner's certincate is granted for one or more years, not exceeding five, upon payment in advance of $7.50 per annum for an individual, and from $50 to $100 per annum for a company, according to capital. A free miner, Having discovered mineral in place, may locate a claim 1500x1500 feet by marking out the same with two legal posts, bearing location notices, one at e.ach eud of the line of the lode, or vein. Petroleum- All unappropiated Dominion Lands in Manitoba, the Northwest Territories and within the Yukon Territory, are open to prospecting for petroleum, and the minister may reserve for an individual or company having machinery on the land to be prospected, an area of 1920 acres for such period as he may decide, the length of which shall not exceed three times the breadth.
