on Canada

agreements.
The tendency of thought at this

•gainst tariffs and for more free trade
between nations.
If postwar policy should frown on
protective tariffs such as thoie which
under the Ottawa agreements benefitted all parts of the British Empire
what measures should-Canada take in
order to assure Itself of a fair share of
world trade T .
r. Much aggressive selling, wide'promotion of Canadian goods and Insistence upon maintenance of high standards of quality in our products are
three obvious answers, but they do not
Cover all angles of the problem. Other
countries can adopt similar measures
and they might' have advantages
which we could not overcome, such as
lower cost of production.
Quotas are probably the solution.
British Columbia fisheries benefitted
for yean from quotas which gave it a
find share of the.French market for
canned salmon. We shipped some classes of lumber to the United States under
quota.
If the quota principle ln international tride should be established as
part of the post-victory settlements
then Canada's interests could be protected, without recourse to the employment of tariff barriers. Quotas are
based upon two-way trade. We would
offer Canadian, markets in reasonable
proportion to the markets offered to
its, but the quota plan does not call for
even-Steven deals. It could be beneficial to aome countries to accept much
greater values in goods from as than
thjy would expect to ship in return.
France might have iuch need for our
salmon that it would not necessarily
insist upon us accepting an equal value
In wine and perfume in return. Hence
quotas need not have an adverse effect
upon our Canadian balance of trade. It
would be a matter of productive ability
on the one hand and consumer needa
on the other.
- Canada'i interests could be preserved 'under the quota plan of international trade—but we would need to
be well represented in the treaty
chambers.

march together. We do not do so undir

Stalin prefers to run hii own ihow, and

to give him all the material aid and the

we do all we ean to bring about cloier

the war, or every major change that
develops.
Looking to peace settlements, then
are also basic differences between the
position of Russia and that of the Western democracies. Neither the British
Empire nor the United States wishes
to gain on* square yard of territory-
They fight only to destroy the Nails
who would have destroyed them. Russia's position li that under the Hitler-
Stalin pact of 1938, Russia was to occupy Eastern Poland. It hu not relinquished that claim. It has since declared that It proposes to hold the territory
of the Baltic republics and Bessarabia.'
We, and China, are at war with
Japan. Russia is not. Nor do we show
any desire to upset Russo-Japanese relations.
There are other differences in status, In policy and in postwar alms, hut
there are none that need give us any
especial cause for concern at this time.
Rusiia is attacking our foe. We are attacking Russia's foe, All the United
Nations, the British Empire, the United States, Ruula and China, and their
Allies, gain from every Ruuian, from
every Anglo-American, from every
Chineie victory. It is no time to quibble
over methods or ideas.
