Telephone Situation
Is Serious
Operating under Government regulations, we are now drastically curtailing
the installation of telephones. It is hardly necessary to go into details as to why the
Government finds this restriction necessary. It is a story that is daily becoming more
familiar to the Canadian people as they move steadily toward the "total war" which
is necessary if we are to win.
- By limiting the growth of out telephone system, we use less of the materials that
are urgently needed for the war effort. By not asking the factories to make thingi for
non-essential telephone service, we allow the workers and machines to spend more
time in making things for war.
Naturally, a company which has built up its system until the ratio of telephones
to population is the highest in any province of Canada regrets exceedingly that after
advertising for years the advantages of the telephone it must refuse service to huh-
dreds of people who desire it; but this is just one more sacrifice that must be made
on the road to victory.
We have only a limited number of telephones left, and the shipments from the
factory have almost ceased. We must conserve this supply of telephones to take
care of essential services during whatever number of years the war lasts. The time
may not be far distant when we will have to take out some non-essential telephones
now in service. Extension telephones would probably be the first to be removed,
Our supply of wire and other materials is limited, and must be used for essential
telephone seryice. Switchboards and automatic equipment ah also 'Becoming a
problem. Telephones have been rapidly increasing in number; people have been
telephoning more often; and conversations have become longer. All of these factors
have created an increasingly large amount of telephone traffic, but it is now very
difficult to make additions to switchboards and automatic equipment in order to
handle this load. In several cases the buildings themselves are reaching the limit
of their capacity, and we are not permitted to embark on any construction made
necessary by non-essential telephoning.
What all of this means is that we must very largely get along with what we
have for the duration of the war. In order that essential telephones may be served
we must refuse service to a great many people; and we must go further than this
and ask the public to use their telephones less and to make their conversations shorter.
In its Order No. 119 regulating telephone service, the Wartime Prices and Trade
Board declares that "steel, copper, brass, rubber, zinc, nickel, tin and many of the
other materials necessary to provide and maintain telephone seryice have, due to
the exigencies of war, become so scarce as to require the rigid conservation of all
existing stocks of such materials."
The order compels our Company to conserve our plant, equipment and facilities, and says that we are to provide service in the following order of priority:
1. Essential requirements of the armed services, producers of munitions and
supplies' of war and defence projects of governmental and other services and agencies related to the war programme or to the defence of Canada.
2. Requirements essential for the welfare of civil life in the community and
the protection of public health and safety.
3. Other essential commercial and industrial requirements.
4. Other requirements.
Obviously the task of allocating the available facilities with a view to serving
those most requiring telephone service is a difficult and unpleasant one. We can
only say that we will endeavor to carry it out to the Best of our ability.
We appreciate immensely the understanding way in which the people generally have accepted the new regulations in regard to telephone service, and we urge
everyone who is contemplating any telephone move or installation to make inquiries about these regulations before making definite plans, in order to avoid later dis-
. appointment.

Lack of Advance Publicity
for Kootenay-Boundary
Blackout
Wednesday night's "surprise"
black-out was no surprise at the Coast.
Ib Vincouver it was adequately pub-
licized, except for the exact time, for
many days in advance and came atter
the people in the Coast areas nid been
preparing for real eraergenejr blackouts for some months.
i It wss only a real surprise in Kootenay where advance publicity was almost entirely absent. In fact the A.R.P.
•uthorities in Kootenay and Boundary
'received a "Secret Message No. 1" and
were specifically instructed that neither Press nor radio was to be notified
t|ll Wednesday morning which was
obviously far too late for effectively
informing the public of a black-out
which was to take place- sometime Wednesday night.
Fortunately some part of the district was partially informed through
Mayor Stibbs of Nelson. Using more
common sense than was displayed by
the authorities at the Coast who ordered the Kootenay-Boundary black-out,
lite Tuesday night the Mayor gave the
Daily News the story for publication
Wednesday morning. But the effect of
this story, which naturally dealt only
with the city area under the Mayor's
jurisdiction, was confused by a Vaneouver dispatch stating that the blackout only affected the British Columbia
area West of the Cascades. A.R.P.
authorities located in Vancouver
should study the geography of this
province.
The management of the experiment
by the Coast A.R.P. authorities may
have been all right as far as the Coast
area was concerned but it was all
wrong to attempt to apply the same
plan to Kootenay and Boundary without adequate preparation, on all too
short notice and under entirely different conditions.
In truth, it should not have been
designated a "precautionary" black-
out, which was intended as a prelude
to probable "imminent danger" conditions. It should have been called a
"test" black-out and carried out only
after adequate publicity instead of the
"Secret Message No. 1" style of procedure which approached an almost
comic denial of the realities.
