an increase of ten cents per ounce
after three months, an additional
Un cent* after six months, rising
finally to seventy-five oents per
ounce In regular monthly advances.
Silver, at recent market Quotations,

WOULD AFFECT B. C.
Wtth a normal silver output between 10,000,000 and 11,000,000
ounces, British Columbia mining Interests would be much Interested ln
the proposals, lf tbey were enacted
M legislation by tbe United States
Congress. The prloe of forty cents
aa ounce would mean immediate
revival of tbe Britiah Columbia silver
Industry, if this level could be established and maintained on the
ppen market, It was said. In addition, mlnea which have silver as a
byproduct, would be brought Into
more profitable operation.
Harrr B. Thomson, well-known
business ipan of the city, reoelved

stabilization of silver, while not
claimed for the measure. Is no doubt
aa aim of the proposed bill. No
one country oould achieve this, lt Is
pointed out, but sny plan to purchase additional quantities of sliver
on this continent would bave considerable effect on production els-
where.
B. C. INTERESTED
Any action by the United States
to endeavor to stabilize silver at
forty oents an ounce, through mone-
tlzatlon, would have immediate effect on stiver mines of the province,
which produced 10,470,000 ounoes of
silver ln 1927, and 7,200,000 ounoes
last year, lt was stated by offlclala
of tbe British Columbia Mines Department.
If the effort were successful, and
forty cents becme the ruling price
for sliver, lt would mean an lmmeit-
ite pick-up ln tbe value of silver
mined In the province to the extent
of between $1,000,000 and 11,750,000
a year on current output, with
every prospect that production would
return to higher levels, with a correspondingly greater return.
At forty oents most of the British
Columbia propertlea could be put
ln operation on a profitable basla,
due to recent and widespread economies, lt was stated.
PRODUCTION DOWN
The actual production from British Columbia silver properties and
byproduct mines ln 1927 was 10,470-
000 ounces; ln 1928 It waa 10,027,000
ounoes; in 1929 It was 9.913,000
ounoes; ln 1931 lt waa 7,521.000
ounoes, and In 1932, 7,200,000 ounces.
The valuea varied greatly, ln a
downward trend. Forty-cent silver
would be regarded as a godsend by
most of the British Columbia
properties if It becomes an accomplished fact.
British Columbia authorities were
greatly Interested ln word of tbe
bill said to have been prepared for
the United States Congress, though
reserved In their opinion as to the
feasibility of the plan. If the ailver market Is sustained by the purchase of 40,000,000 ounces monthly
lt would have an undoubted effect
on the mines bf this province, irrespective of whether or not the lead
waa followed by other countries.

Vnftdr to Deportment of Mines
Attention is -directed to the latest attempt to influence ths British Columbia government adversely ln
regard te the group of resident mining engineers of the
department ef mines. This is now sn annual affair
pulled off just ln advance of the legislative session. The
items referred to sre: a letter signed "Lode Prospector"
which appeared in Western Canada Mining News of
Jan. 24, and an item In tiie Province of Feb. 12. Both
items, in remarkably similar terms, refer to alleged condemnation of Cariboo lode-gold prospects by Department of Mines engineers. This, malicious propaganda
hss been ably disposed of snd flatly contradicted by J.
D. Galloway, provincial mineralogist, in a detailed and
convincing letter appearing in the Western Canada Mining News of Feb. 10 and by an editorial in tiie B. C.
Miner, Feb. 1088 issue, under the caption of "An unjustifiable attack." An exceedingly well Informed editorial
entitled "We Need Our Mineral Engineers," tn the Penticton Herald of Feb. 16, summarized the situation.
The matter might now be forgotten except for the
somewhat sinister resemblance between, the latest
propaganda and the unfair attacks on the technical personnel of the department of mines which took place at
the same politically psychological time last year. That
attempt apparently largely influenced some of our legislators, judging by the 40 per cent cut made in 1982
department of mines estimates (largely falling on some
ef the technical personnel). This ls specifically dealt
with in an editorial contained in the October 1982 issue
of the B. C. Miner. Drastic economies are necessary
and universally being practised but they should be made
uniformly and distributed fairly throughout the easen.
tial services. The ax must fall on expenditures but let
there ba ne discrimination against the department of
Through tbe medium of the publications of the
British Columbia department of mlnea, the services of
tba resident engineers in disseminating information
through correspondence snd interviews, the search for
gold mines is being stimulated and employment is being
created, perhape the most valuable service which csn be
performed during the present time of stress.
The anonymous attempts msde to complete the
wreck of department of mines estimates, initiated with
some success in 1082, are worthy of attention by all interested in legitimate mining enterprise which affords
locally at least a partial solution for unemployment and
lack of business activity.
Oovernment Figures Wrong
The Rossland school board points out that the
Department of Education report on Rossland school
expenditures for tiie year 1981 was incorrect The report says that ths Rossland school district paid out
$82,491.25, aad that the amount paid by the government towards salaries of teachers was 88,821.10, making a total of J41.821.85. Actually, ths total expenditure of the Rosalind school bosrd, including ths gov.
eminent grant of $8,821.10, was $82,491.25.
It appears that, while in the esse of the other cities in the province, the government report shows the
school district expenditures by the district and the government grant separately, which means that the two
figures have to be added together to arrive at the
total, in the case of Rossland, the amount of $8,821.10
was accounted for twice.
The per pupil cost in Rossland for the year 1081,
instead of being $72.85 was actually only $56.00, which
is $82.28 less than the per pupil cost in Nelson for that
year.
Comparative costs of high, junior high and elementary schools published Friday, were department costs,
ss shown on the annual statement, and did not include
interest and sinking fund and other items which are not
subdivided as between the different schools.

Tbe law pat Moran, manager of
pennant-winning teama ln Philadelphia and Cincinnati In 1915 and
1919, than would be no modern
combination battery eigne.
Strange enough, Moran flnt originated the eigne for a rival club,
the Boston Brave* ln 1914 ln the
World aerlea agalnat tbe Athletics.
Moran knew the Athletics wen
stealing the old-fashioned finger
algna from aecond baae, the base-
runner tipping off the batter.
To overcome this, Pat originated
the "odd and even" finger signs.
The catcher gan three signs instead of one. The pitcher simply
added up the number of fingers
shown If the total wae even, he
threw a fast bail; lf lt was odd he
threw t curve. Then bave been
variations of this system alnce, but
Monn was the Inventor of the key
to all tbeeystems .
