Buildings Sway as Water Rushes Through Overflow-
ing Flame Carrying Carpenter and Star Creeks;
Other Slocan Points Offer Aid to Citizens
Sandon, mining center in the Slocan country, faces destruction from the high waters of Carpenter and Star creeks
which are rushing uncontrolled through the business section of the town. Reports to The Nelson Daily News before
midnight indicated that many of the business buildings
would be undermined and wrecked if the waters continue
t? rise. At 10 p.m. the waters in the madly rushing creek
were rising steadily. Buildings are reported to be swaying as
they are built on trestle work beside the fume through which
the two creeks flow. People in Sandon residing along the
creek course moved from their premises early Thursday morn-
, ing and took to the hills carrying with them many valuables.

WHY MORGAN WAS TAX FREE
Many people have expressed bewilderment over the
fact that Mr. Morgan and hia equally wealthy partners
while rolling in ready cash and maintaining expensive
establishments, paid no income in the United States in
1981 and 1982. They are further bewildered by the fact
that this involved no evasion, no trickery. It is simply
the fault of their income tax law, says tbe London Free
Press. Under the United States law, there is, in the case
of individuals, taxation of capital gains for income tax
purposes. That is to say, profits secured through the
purchase and sale of securities must be returned ss income. -However, the law cuts both ways; there is also
allowance for capital loses.
In Canada and the same is true of England—we do
not tax capital gains nor allow capital losses in the case
of private individuals. Possibly in days of prosperity

Moreover, allowance for capital gains and losses

Zara Agha, having passed through his second childhood, has now launched himself into another spell of
hot and impetuous youth?

downward slide with lncressed momentum. The market opened firm
and held above the Wednesday cloee
for a ahort ttme ln the forenoon but
suddenly slipped to low levels and
a general rally Just before the noon
cloee failed  to salvage lost  values.
In tbe afternoon, the elide wae
continuous as stocks were unloaded
generally. The golds suffered severe
setbacks with tbe higher-priced
stocks dropping sharply. Bralorne
fell 1*00 below yesterday's close to
6.10 while Pioneer waa down 3.76
at 13-35. Reno, Bridge Blver Exploration and Cariboo were among
the most active Issues and all feu
to low levels, cariboo closed 40
down at 3.60, Reno 16 at 319 Meridian eight to 64' and Wayilde 7^
to 41.
The oils suffered proportionately
with Royalite leading the downwanl
trend wtth a loss of 1.00 at 1330.
Sterling Pacific and Miyland each
lost five while C. and E. Corporation dropped a'i and Rome one.

London reporta of temporary stabilisation of the pound and dollar,
the United Statee dollar bounded
upward on Montreal foreign exchanges today.
The American dollar's adranoe,
however, gave the rest of the foreign
currencies an Irregular tone. British,
Scindinavian and some of the European countries, notably Oermany,
Pranoe, Italy and Holland were
lower.
United States funds opened at
Htt P*r oent premium and gradually mounted to 13 per oent where
they cloaed with a gain of l.i ptr
oent. The pound sterling lost 4
1-10 cents at M.WH. its low of
the dsy. The French Irene eased .07
of a cent at 5.28 oenti.

between the United Kingdom, France
and United States upon de facto
itabiusation of the pound and the
dollar at 4.06 to 4.07, caused a sharp
drop In quotations for British currencies and a corresponding rise ln
the jaJue of the American dollar.
The Canadian dollar closed at
UH cente against 98% yesterday.
The premium on United States funds
rose to 13 psr bent. The pound
closed a cent abort the day's low
at 14.03, down seven oenta from
yesterday's cloalng figures. Tbs
pound opened weak and Its high for
ths session  was 84*08.
