OTTAWA, May 2 (CP)*—A definite proposition
outlining thc conditions under which the Dominion government will go to the assistance ot British Columbia
was laid before Premier T. D. Pattullo of'Oat province
today In a letter from Prime Minister R. B. Bennett.•
No details of the proposition were rtsde public
officially but the assumption Is that ths assistance
from the federal treasury, In tht form of a loan, will
be granted only if the province cuts its expenditures to
a schedule considered reasonable by the treasury officials.
In all likelihood the Dominion government wffl, if
tht loan is granted, require the privilege of placing one
of its own treasury officials in a position to supervise
provincial expenditures for a tlmt at least. From what
could be learned when the British Columbia delegation
came here more than a week ago, such a condition
would be unacceptable.
Premier Pattullo would not comment on the situation tonight. He said he would have further discus-

FEDERAL LIBERALS IN BAD AGAIN
By fate or by choice, the federal liberal party always seems to line up adversely to the interests of
British Columbia agriculture.
The long years of Ottawa Liberal hostility to the
dumping duty for the protection of the British Columbia fruit districts from slaughter prices of Washington
apples on the prairie are deeply engraved in the memories of our fruit growers.
Now, with a great piece of constructive legislation, the federal marketing measure, .before parliament,
m measure which the agriculture of every part of the
Dominion has called for, Mackenzie King is fighting
it tooth and nail, on the ground that it is a great departure from established practice and destructive of
liberty.
Officially tha Liberal opposition is against this
legislation, though here and there some prominent
Liberals have bolted on the matter, the number including Mr. Motherwell, former minister of agriculture,
and apparently Ian Mackenzie. The prairie, with its
wheat pool training, naturally has sympathy for the
principle of market control, even though wheat ii not
to come under this particular legislation. Soma Liberals
sitting for agricultural constituencies are finding it
policy to leave their leader on this matter.
Debates indicate that leading C.C.F. members,
and Independents generally, are supporting the measure. 	
Of course from a practical standpoint, it does not
matter much what an opposition does, when the government of the day has a strong majority—the principal product in such a case being ammunition for the
next election. The Bennett government will have no
real trouble in enacting this popular legislation.
But Mackenzie King, to the best of his ability, is
opposing in the name of liberty this endeavor to assist
the agriculture of Canada, including" very especially
that of British Columbia.
Though the Liberal government of British Columbia, and several other provincial governments of various political stripes, have welcomed the Bennett government's market legislation, and in some cases, as
in British Columbia, taken steps to cooperate, the federal Liberal party, by choice—or perhaps by fate—is
in its usual position of opposing something constructive for the benefit of, among others, the agriculture
of this province.
WHY WE RAISE ENGINEERS
Name the major industry of a district, and you
name the line in which many of your young people '
will specialize.
The output of Kootenay youths who become mining engineers is large. They grow up to mining, the
lure of tiie hidden metals calls, and the spell of outdoor life is upon them. ■>
So also the school-boy chemist and potential
metallurgist has before.his eyes the great plants of
the Consolidated Mining ft Smelting Company of Canada at Trail TJie boy who can "tough it out" while following the path of science sees an open door inviting him.
It is only logical that Kootenay youth of college
caliber and ambition should definitely trend toward
mining and its related industries. •
This district should also be a recognized producer
of hydraulic and electrical engineers. We boast one of
the great Canadian power rivers. Our boys in the
high schools have seen the West Kootenay Power ft
light company's plants grow from a capacity of 86,000
h.p. to the present 227,000 h.p., during their own years
of intelligence—with still another plant to be erected
on the Kootenay river before long, not to speak of
the giant of the future on the Pend d'Oreille. They
have seen the harness put on the river's back. The
romance of controlling and using water to make it
"do things" is a prominent fact in Kootenay life.
Nor should this district fail to turn out its full
share of construction engineers—the physical side appealing to many young fellows. Changing the face of
Nature to make it better serve man's purposes is a
sort of slow magic, and " "lis dogged as does it."
The engineering schools will always do well from
the Kootenay.
