probably 15 to 30 gallons of water.

Machinery and Employment
Mr. R. S. McLaughin, president of General Motors
of Canada, writes in the Montresl Gazette of a pressing
Industrial problem, namely the employment of idle hands.
The development of machinery haa tended to replace
hsnd labor so rapidly "that it begins to be clear that
the procedure can be carried too far." So, says Mr. Mc
Laughlin, "we in General Motors in Canada are trying
to use more hand labor in our present operationa than
we have used for ths same, volume of output a year or
two ago. Thia ia justified not by the resulting cost but
by the beneficial effect weJseHew it haa on the wider
economic situation. It does not take a mathematician to
aee the benefit of such a policy lf it were applied wherever possible by all manufacturers in Canada."
Those who are worrying themselves into early
graves in contemplating present employment conditions
are overlooking aome significant factors in the altuation. Three yeara ago there waa, roughly speaking, employment for everyone in the world. There was some unemployment in Great Britain, due to special conditions.
There was some in Germany. There was practically
none elsewhere. Are we to assume that in the last
three yeara conditions have changed so materially that
the prospect of generally satisfactory employment conditions will never come again? Or that we must overturn the entire economic system in order to bring back
that condition? •
There is a point at which the replacement of men
by machinery ceases to be economic. The world has
been taught that lesson not once but several times, but
never waa it so thoroughly drilled home aa in the past
three years. Mr. McLaughlin's frank statement ia an
indication that among the important industrial leaders
of tha Dominion, at least, the lesson is being heeded.
The employment of machinery and power should
lag behind, and never exceed, the ability of a market to
absorb the product of industry. In the mad industrial
spree, 1922-29, based to a considerable degree on the
invention of Instalment buying, machinery was whipped
up to a tremendous pitch. When it began to cause industrial unemployment the market for its porducts collapsed like a house of cards. Greed for profits, and unwillingness to share fairly with labor, were the undtr.
lying factors.
The market which absorbed more than a million
motor cara in a very few years—one for every second
family in the Dominion—might bave been growing yet
if- the industrial leaders of the Dominion had unitedly
undertaken wise employment and profit-sharing measures. Instead we have to begin now to build up from
a standing start. But we can start, and wa can rebuild
sanely and strongly.
The measures taken by the great industrial concern
Mr. McLaughlin represents can be commended to employers throughout the country. If in future they keep
machinery in ita proper place as a handmaiden, not a
maater, and make their primary concern the welfare of
their employes, there will be a speedy and permanent
improvement in economic conditions in Canada.
The spectacle of millions of men and women throughout the world, eager anu ready to work and unable to
find jobs, is a reproach to the industrial and business
leaders everywhere. Mr. McLaughlin's thought deserves
their attention.

Newspaper Censorship
The mayor of Richmond, Va., not long ago decided
that the Richmond newspapers had been criticizing him
altogether too freely. So he announced that he would
"sever relations" with them until they grew more friendly, and as a result obstacles were placed in the way of reporters who tried to get news about the operations of the
Richmond city government.
Nothing could have happened to put the duties of
the press in a clearer light.
lt is one of the functions of a newspaper to criticize. If it is to keep faith with its readers, it must always be on the alert about the actions of public officials;
for the general public has no other way to learn what
its servants are doing. A mayor .or chief of police who
tries to stop the press from its pursuit of legitimate news
is condemning himself. In a row of this kind, it is fairly safe to assume that the official concerned is trying
to conceal something that should not, in the public inter,
eat, be hidden.

hours, before adjournment was taken

Each officer got through his direct
testimony expeditiously, but Klnloch
ln cross-examining Insisted on quizzing tbem on political and economic

Ontario, religious beliefs, and other
distant matters, over the protest
of C. B. Oarland, who wu prosecuting, and this protracted the testl-
