As yet no official report ot the investigation has reached Nelsou. The Cascade Record gives the following particulars of tbe affair: Wednesday afternoon T. J. Gorman brought word into town that the frozen body of an unknown man was lying on the west side of the wagon road about six miles from town, just this side of Baker Creek. Thursday morning Provincial Constable l),��rrn,ugh, accompanied by \V. H. Cooper and Frank Asprey, went to the scene and brought in the remains of the unfortuate man. Dr, Stanley Smith, of Grand Forks, the coroner, was notified and oame dowu yestordny to hold an inquest. A jury was impanelled and began its work of investigation about 1 :30 o'clock Tlie jury consisted of A. Cameron foreman; and R. T. Evans, C.Palmer, N. Robinson, D. D. Fergusou and W. J. Ron's. Evidence was ruken from nine different persons tho sessiou last ing till 7 o'olock, when tlie jury was dismissed by tbe coroner till 1 o'olock Monday to permit of a postmortem examination. Constable D. J. Darrnugh then gave evidence as to the tiding oi the body its position, appearance and condition and later produced the effects found in the dead nirn's clothes. The boi y was found about PI feet from tho roadside down a slight hill and was neiirly covered with snow. It had evidently been there a month or more. The shoes were off nnd tlie socks nearly off, but the gloves were on. On the right side of his head there was a deep out, running from behind the ear to his eye. There wns another deep cut on the left side under tho chin. Antonio Scarpelli, a contractor, testified that when notified by Mr. Darraugh, he at once set inquiries afoot among the Italians in Cascade, to identify the dead man. Scarpelli did not himself recongizc tho body, but found two men who said they did. lie said that he had learned that tlie victim, Donate Ons-ato, had said he was going back to Italy at once, which meant that lie had considerable money about liim. Frank Devon, barkeeper of the Rom ��� unn hotol,Cascade, testified that late in December Cassalo had been in the hotel, and had left about 4 o'clock one afternoon for tbe camp, aftor getting a small time chock cashed by Eastman & O'Brien. He stated tbat lie had known Cassntu over three years. Cassato had been working with his partner, whoso first name was Tony, for Carminia Maglio, who hud station work from .1. O. McLean & Co. Managua, Nicaragua, Feh. 27.���The Government troops, under General Rouling from Grey town, attacked aud capture the bluff in front of Minefields, i Ieneral Reyes, the Insurgent loader, fled for protection to the British consulate at Bluefiolds. Ho will surrender without father resistance, thus closing the revolution. Thomson and McKillop were rib-sent, The finance committee reported recommending the payment of several accounts and delinhij. the duties of the city solicitor as follows : ��� The city solicitor shall prepare all hy Iuwb to be hereafter passed and shall certify on each by-law that it is correct and legal in form. He shall attend all meetings of Council aud oommittees of Council when notified to do so. He shall advise the Counoil, ooromittees of Counoil, the Mayor, oliairnian of committees uud oity offloers ou matters referred to them or belonging to their department where the solicitors advice is considered desirable. He shall attend at the courts in support of proceediugs under the by-laws where the attendance of the city solicitor is considered necessary. "In actions brought by or against the oity, the solioitor in the event of judgment being against the city, shall be only entitled to charge aotual disbursement; in all cases where the city is successful he is to be entitled to his taxed costs against the opposite party if coats are allowed by the oourt. He shall attend in support of tho city's assessment or any appeal against the assessment. He Bhall draw all contracts, deeds or agreements between the city and other persons. He shall investigate aud report on the title of any property proposed to be purchased by the city aud prepare all nocossary documents in connection therewith He shall prepare any suggested amend ments to the Municipal Clauses or other Provincial Aots, reoomihende I to be mado by the council. " The report of the coinmillee wns adopted in its entirety. City Engineer McCulloch presented a report of his inspection of the Kelson Opera House to the effect that tlie building was perfectly sufe but that to insure absolute protection he hud recommended the placing of posts under the gallery, which had been done by tho management. He had also recommended that two doors be placed at tho stage end ot the gallery to he used in case of lire. Tho report was received aud filed. W. P. Dicksou, the electrical expert engaged to report upon tho condition of the oity electric light plant, presented his report. Ho fouud the capacity of tho plant to bo 8600, 18 candle power incandescent lumps. Ho recommended that two nltiriuiting current dynamos for llioandenscent lightB and a 2fi aro light dynamo be added to tho plant and that a new dam be built above the plant to be 10 feel higher than the present dam. The old dam, he said, was liable to go out at any time. Tho street mains, he said wero too small and offered to much resistance to the current. The dynamos had been used above their oapi'o - ity und the iiisulalion wus badly worn. Tho present OapOOlty of the plant was not sufficient to care for the lamps now in nso. Tlie plant, he thought, in order tO be made efficient would need the expenditure upon if of sbool *i-i,oo(), but before anything was done with the present, plant he thought it advisable thut the council should see what terms could be made for the supply Ot power from an outside point. Aid. Fletohor thought that tlie report should be referred to u special Committee who should present a sup- pleinoutnry report to the council stilting iu detail just what* would be needed to place the plant in gooil condition, and upon motion this was decided upon and Aid. Third���We "agree with the health officer that the question of scavenger work is n very serious one, nnd that the present method of conducting this business is a serious menace to the welfare of the town We would therefore suggest that the council lake up ihe question of the city doing its own s -avenger work which we think inn be carried outto the general benefit of the city. Those portions of the report referring to the extension of the water and sewer mains, we have uot mentioned, as this is a question that iho coun-il has already in view, ns soini as weather permits operations, The three paragraphs of report dealt wilh, are matters that should be dealt with at an early date. Upon motion the report was taken up section by section and adopted. A letter was read from the Hon. J. Fred Hume stating that the amendments in the Wator Clauses Act asked for by the city had been made and the oity clerk was instructed to write Mr. Hume thanking him for his attention to the matter. J.
