Rtwlttok., B. c System A special meeting of the city council was held on Monday night, with full alilei'inaiiic hoard, lo transact general business, Communications were received from Lawrence McRae, private secretary to the .premier, wherein he Htated that the letter received regarding the danger of children crossing the Columbia bridge on their way to school and the necessity of borne communication with tho west side, would receive full consideration. The mutter originated by a letter from T, McMahon complaining that the provincial police had attacked him for not Sending his children to school, his plea being that the bridge was not safe to walk on now. His letter to the council was referred to the School Hoard, who sent it to the premier. Communication filed, From T. F. Sinclair re sewerage contract, stating that he was willing to leave the contract for the sewers, if let to him, in abeyance, until the bonds were sold.—Laid on the table. From C. J. Pagan, provincial health otlicer, asking for a report of the city health department to turn in to the government at the opening of the legislature. The report of Dr. Curtis, city medical health officer, for nine months was read and showed a favorable resume of the state of the city: Diphtheria 1 case; cerehro spinal meningitis 1; measles 5; small pox 1; milk good; vaccination, 168 pupils vaccinated, 104 unvaccin- ated. The report shows five cases of cesspool nuisances and urges that sewers be installed in case a bad epidemic should occur. A copy of this report will be sent to Dr. Fagan. The by-laws for raising money by debentures for the city jail and for paying the Molsons Bank overdraft were reconsidered and finally passed with the unanimous consent of the council, and were signed and sealed. The question of supplying a flat rate for 10 lights in the new residence of F. FraEer on the outskirts of the city's eastern limits was brought up again, the council agreeing that they could not establish a precedent in giving a flat rate to a dwelling nouse, although they recognized that Mr. Froser had given them a right of way through his land for the city pole line. It was agreed that the council should give him a consideration in meter rates, which would benefit both parties, the details being referred to the Fire, Water and Light Committee to report. A resolution was passed fixing the day for nominatins for Mayor, Aldermen and School Trustees for the coming municipal elections on Monday, January 13, from noon till 2 p.m., the voting to take place on Thursday, January 16th, from 9 a.m. till 7 p.m., C.J. Atnan being appointed returning officer. The matter of the sewerage contract was referred to, the Mayor pointing out Mr. Sinclair was willing to leave the contract in abeyance until the bonds were sold and would help in selling them. It was too late to go hack now and unfair to the contractor The council wero elected to do business while in office and they had every right to let the contract. They must act squarely. The council discussed the feeling of the city which was strong against the council letting the contract at the eleventh hour, The Mayor said sewers were necessary and if an epidemic broke out it would be more expensive that the coBt of a sewerage plant. Aid. Howson said that he wished that the public would meet the council and discuss the question with them. W. W. Lefeaux, who was present as a ratepayer said that the people were against the letting of the contract now for the whole system, since so much extra debt would be incurred. He advocated sewers in certain parts of the city, but not where not needed for which people would have to pay. He asked if it .'.'as advisable to expend su;li a large sum of money and incur more debt. Mayor Brown said it would cost the individual citizen more in taxes to put in sewers in certain sections ST.
