After an absence of nearly seven huurs the jury in the train robbery case at s quarter to one Thursday morning intormed Mr. Justice Irving it could not ngree on a verdict and the jury was discharged. A new trial was ordered to commence at ten o'clock that morning. The jury came into court nt ten to ask some questions and again retired. About an hour later the jury again tiled in anil lurther questions asked. The crowd waited iill shortly before 1 a. m. His lordBbip who had been intormed of the disagreement addressed the jury, "I understand, geutlenien, you cannot agree on a verdict?" "No, my lord," replied the foreman. The river and lake abound with useless lish as squaw-fish and suckers, which it is claimed the bass would clean out, and which would atlurd excellent feed for them. So, hewn out of granite, chiselled, polished and inscribed at the C. I'. R. :|unrries, was shaped ll monument which shall endure as lung us the mountains. The laying of the monument has just been completed, It is a beautiful yet mnssive piece ol work. The stone selected is the big-grained granite of the Cascade Ranga, polished nd hewn to the size and sbi],e ,-i l1 o „rave, on which it is laid horizontally, set on a basement of the liner grained granite, of which the C. P, R corner stones are cut. On the east end of the monument is graven tlie following inscription:— " Douglas Hector,of Wollii gton.N / . Hied August 15th, 1903, Aged 26 Years." He reported increases in the customs, post cilice and railways, with a net increase nil round ol $512,950, and while this was not so big an increase ns in several rccei t years, it is only, as he aptly termed, thc indication ol a slight breathing spell, before the coiintty goes forward to yet more iiipid expansion in thc immediate future. THE NETT SUlU'I.l'S lor the yenr is $7,803,0110 making tbe aggregate surpluses lor the nine years nl the present, administration ol $111,- 300,100, and for this present year the minister figures on tlie neut little surplus ul $12,500,000. The mass ol figures which ie inseparable from a budget speech may not always convey much to the average reader, but there are a few that may be quoted with advantage. These are figures that would seem to justify the minister's contention that the increased expenditure bus had something to do with the great progress of the country, und that it has only been keeping pace with the marvellous expansion of the country's resources. Of course all who follow at nil closely the discussion of public affairs know that a favorite charge is that the government has sought to cover up excessive expenditure. Thc per capita debt,—aud that is the only fair comparison possible,—bus been reduced Irom $50.07 in 1895 to $47.30 iu 1905, an actual reduction of $3.22 per head of the estimated population, These are only a few points in the budget speech that strike one as particularly noteworthy. It would pay every Canadian, who is interested in the condition of his country to procure the speech in lull and study every word ol it; it is i-xhilerating reading. The speech ol Mr. Foster, Opposition financial critic, wns an objection to the growing expenditure, and a lugubrious picture ot what is going to happen "some day" when certain liabilities mature and the country will have to lind the menus to retire them. The minister ol the interior hns introduced an important measure in the House, lor the better carrying uut of the work ot thc IMMIGRATION DEPARTMENT. The present law was framed many yeurs ago, and the conditions today have far outgrown its provisions. Tlie new measure hiutjjeen very carefully drawn up and covers every phase ol a somewhat complicated proposition. It gives the officers ol the department greatly extended powers, and will serve to protect Canada Irom the incursion of all undesirable immigrants, und even provides for the deportation of those who, within a ye.tr of their arrival, prove undesirable. It moreover seeks to give adequate protction to the immigrant against the cupidity or worse, of agents either on board or ashore. Altogether it should prove a useful and beneficial measure. Some impatience is being shown ut the slow progress ol the INSURANCE COMMISSION, . and the government is lieing urged to accelerate its movements. Incidentally, an important matter came up the other afternoon, when in the course of a debute on the iron and steel bounties, the suggestion was made that thc present duty of 53c. per ton on bituminous coal should bo taken off. There is no duty on hard coal now, and there seems no good and sufficient reason why the industries ot Ontario particularly should be taxed in this way when the mines of Nova Scotia and tho lar west do not attempt lo supply tho central Canadian market to any appreciable extent.
