Tho lettergram from Mr. H. H. Hlj- vens read as follows: "Arbitrators ' award too high, as buildiug will be re- I moved as early as possible. I-saw Hir Thomas Sbaughnossoy ro rmite map. He has placed it in Iho hands of Mr. Marpolc.'' Alderman Dick strongly contended ; that the government should stand by Ibe award of tho arbitrators. Thc government, he declared, bad. request cd that tho mailer be submitted to arbitration. They had appointed their arbitrator in rogular order and tbe decision of tbe arbitrators was unanimous. Therefore, as a matter of ' , I'U'. policy, tbe government sbo.vld f accept tho result of the process which Ihey themselves bad cboseu by accept- ting Iho award. He submitted comparative prives wbicb had lately been paid for city property in similar Iocs- , tions lo the eity hall site, to show that ' ' tbo valuation of tho arbitrators was really well within the present prices which arc being actually paid for pro perty by private individuals. Alderman Foreman was of opiuion that thc matter should lie approached in a broad spirit. It should be remembered that tlio property was lo be j used for public purposes and iu any event therefore, the public would still havo the use and benefit of tb* pro perty. He considered thai Ihis should be allowed due weight and tbat the council should be prepared lo take ' a liberal view of Ibe situation. Alderman Irwin directed attention to tho fact that while the award of Ihe arbitrators was perfectly clear as lo tbo prico of lbc lots, it was certainly somewhat indefinite with respect lo the valuo of the buildings and gave I ground for tho position taken by tbe government . On motion of Alderman Irwin, seconded by Aid. Dick, Mayor McNoisb was appointed a committeo of ono to take up witb tbe arbitrators Ibe matter of a reconsideration of their do cision as to tbo value of tbo building*.
