Bicbard MfBrlde accorded a bearing yesterday to tbe Board of Directors of Burrard Inlet Tuuuel and Bridge Company, in order tbat the company might discuss witb bim tbeir doilre to secure an increase in tbe ai- sistauce already voted by tbo provincial government for Second Narrows Bridge. There were preient upon behalf of the Company Messrs. K. Mahon (President), James P. Foil, James C. Keith, K. W. MacLcau, Lambert Bond, Mayor McNoiab, Beevo McNaught, Beevc Wcart and Wm. McNeill. Mr. Mabou laid before tbo Premier tbe prcaent poBition of matters .pertaining to tbo bridge project, explaining tbo increased coat of tbo structuro which it was proposod to build witb the reasons therefor. In tbe further discussion which followed it was pointed out that while the Company had borrowing powers to the amount of $760,000, at the sanu) time tbe fact that the bridgo was not to bo a toll bridge would prevent the exercise of tbese powers unless tbe debentures of the .-.iiiij.uiiy were guaranteed by the government or the municipalities. Owing to tbese undesirable conditions many side issues and minor questions bave been giveu undue prom inence and 'be few big fundamental problems wbicb demand prompt solution have been obscured. The greatest of these is undoubtedly the question uf > villaining railroad transportation. To try to build up a city in these days without railroad connection with tbo uutsido world, is as futile an occupation as harking at tbe moon, lu tbe case of North Van couver, the flrat link of tbat railroad connection witb the oulsido world is the Second Narrows bridge. Once tbat link is forged, tho rest is easy, and North Vancouver, if ahe is alivu lo her own interests, will spare no ef fort to forge tbat flrst link promptly. The bridge is goiug to cost more lhan at flrst estimated. There are several reasons for this, First, tbe piers on the nortb side will be very exponsive owing to the difficulty of getting sol id foundations; secondly, the opening span has te be 2110 feet wide; thirdly, tbo approaches oo tbe nortb side arc very long; fourthly, a three track bridge with the oecessarw wagon roads apd sidewalks is considered the aim lute minimum of accommodation nee essary for tbe traffic. Tbis means lhal the cost wili be raised from about oue and a half millions to over two mil lions and it follows tbat to get prompt commencement of construction, tbo governments must increase tbeir subsid ies, and tho- municipalities tbeir sub scriutions for stock. Tbe Dominion and provincial governments bave prae tic-ally agreed to tbis and tbo Vancou ver eity council has also, I think, real ize.l tbe necessity, and contemplate* increasing its original subseripliou of $200,000. Let us look at tbisgs as tbey aro, without tbe baio seen by those who per sistently discount tbe future. At present we are a somewhat inacceas ible suburb of Vancouver. Without a railroad along tbe harbor front, we shall never be anything better. Until tbe Secoad Narrows bridge is com menccd, tbat railroad will not be built. If the construction of the bridge should he postponed real estate values will inevitably shrink. Tbe immediate result of tbat is tbat tbe assessment roll shrinks in value. Tbe borrowing powers of the city would be reduced to a minimum, or disappear, witb tho result that tbere would be no money available for improvements and stagnation would ensue. The prompt construction of tbe bridge ia, therefore, of fundamental Importance to tbe city of Nortb Vancou ver. Beside it, all other questions become insignificant. It ihould be clearly understood tbst lack of funds ii tbo only thing wbicb can possibly delay construction of the bridge. Surveys and estimates bave been made, snd everything elso is in order to commence building esrly next spring. ' Tbo diatrict of Nortb Vancouver bas already subscribed HMMQ to tin Brdge Company and will probably subscribe more. Tbo city of North Vancouver ought to subscribe at least as much aa the district. The only alternative is that the city should guarantee tho interest on a large block of the debenturei which tbe Bridge Company bave power to issue up to ♦760,000.
