No definite action was taken. Medical Health Ofhier Dr. Campbell wrote, with relerniie lo the danger ol allowing the overflow from septic tanks to empty into open drains, and suggesting several expedients for rectifying the dilliuiitv; referred to the health committee Engineer Hanes requesied the council to adjust the assessinint lor the new sidewalk 011 ;ml street; also that council authorize the procuring of specification forms for local improve ments; referred to lhe board of works. Bylaw No. hs, repealing bylaw No. JJ, granting ,1 franchise to lhe North Vancouver Light, Heat & Gas Power Coinputiv, was repealed, and another In law passed altering thc name of the company. The resolution of the council, with reference to street grades, (passed Nov. llth, 1907, was re scinded. The lire and light committee was authorized lo l.l) a two inch pipe to the Horticultural building, lo permit the installation oi two hydrants. Aid. Schultz submitted a resolution, Uiat hencelortli, regular council meetings be held on the first and third Mondays ol each month, 111* remaining Monday evenings being reserves lor committee work. The resolution carried. Aid. Schultz reported having attended an interview between the board of trade and Goe. II. Cowan, M.P., in which the matter of a harbor commission was discussed, and thai Mr. Cowan liad expressed a wish for the cooperation of all municipalities concerned in furthering the project. On motion of Aid.Scbultz the lollowing resolution was passed, "Thai in lhe opinion ol this council, the shipping, industrial and other interests ol lhe port of Vancouver would be mosl advantageously served bj the dominion government,at the present session, introducing legislation providing ior the appointment of a harbor commission, rated with powers anu duties similar to those ol the Montreal board oi hai'bor commissioners, and that copies ot this resolution be forwarded to the Hon. the premier of Canada, Hon. R. L. Horden, to the minister oi marine and fisheries, Hon. William Templeman, Geo. II. Cowan, M.P., and Ralph Smith, MP. The matter ol employing a eoiiiinission ol engineers, to make a report with relerence to permanent grades on the streets of the citv, was considered, anil on motion it was resolved that the matter of grades be left entirely in the hands of City Engineer Haues. SEWAGE SYSTEM The report of City Engineei Hanes to the city council, re a sewerage system, submitted on Monday evening, reads as lollows: "According to instructions, 1 lwve been considering the sewage problem for the past two months and the best method ol constructing the system. I have figured out a svstein which will be the best to meet the city's requirements lor the prct.cn t and the future; that is, a sanitary and storm water sys tein, working independent ol each other, but with overflow from the sanitary sewers to the storm water sewers to give relief,if by any reason they should become overloaded. The slorm water sewers would Ite about three leet below the iurlace and run straight down hill on Mahon, Chesterfield, Lonsdale, St. George, St. Andrew's, St. David's, Ridgway, etc., and discharge into thc Inlet. The sanitary sewers would have un outlet 011 Forbes ,ite . which outlet would be turned out to a point beyond low tub and discharge in deep watei The Forbes avu. outlet would be 18 inihes nt diameter, with lite per cent grade above 3rd street. The Forbes ave, 111,1111 would be 15 inches in diaiiietn, and the course would lollow Forbes nve. to 14th street, thence east along 14th street to Chesterfield, thence north on Chiistcrlield to 17th street, Ilii-iui- east on 17th street to Lonsdale, llienii- nortli on Lonsdale to the city limits. This iviuild provide outlet for eight inch laterals on all streets from 4U1 street to 24th street and easterly ns Iai II Ridgw.iv. Ad 3rd street has a uniform grade liuin Malum lo St. David's, a fifteen mill crod suni would provide outlet for the district north of 3rd street between St. Andrew's and Rttlg w.iv and Sutherland ave., and northerly to 14th street. The Esplanade, ist anil 2nd slteels, uniilil li.ite lo inch outlets inlo Forbes .ive. Thus, al tlic corner ol Forbes and 3rd street, practically all the sewage ol the city would be united into one main. This point is 75 feet above the Inlet, and at some luture date, the sewage could be carried beyond the Narrows, if so desired. As petitions are in my ollice lor improvements on 1st street, 2nd street, 3rd streei and Forbes ave., and as the reports will probably be completed and submitted to the council in two or three weeks, I would recommend tliat before the above mentioned improvements are completed, thc sewers on those portions to be permanently improved should be constructed. The cost of the sewers ls estimated as follows: Forbes ave. outlet, $2000; Forbes ave. sewer, from Esplanade to 14U street, $6500; 2nd street sewer from Forbes to St. George's, J5500; 3rd street sewer, irom Forbes to St. David's, $12,000; 3rd street sewer Irom St. David's to Sutherland, $4000; ist street sewer irom Forbes to St. Andrew's, $6500; estimated cost ol sewers on streets to be improved this year, {36,500. If the Forbes ave. main is extended northward from 14th to corner of Lonsdale and 21st street, it would cost about Uie sum ol $9,500. This would give main sewers, so that any street between the Esplanade and 24th street and from Forbes tusterl to Sutherland, could have sewers at any time. The storm sewers would cost as lollows: Lonsdale ave.Irom Inlet to 13th street, 18 inch crock, $9500; Chesterfield ave., from Inlet to 13th street, 15m. crock, $6500; Mahon ave., from Inlet to 13th street, 15m. crock, $6000; St. George's ave., from Inlet to 13th street, 15m. crock, $8000; St, Andrew's ave., from Inlet to 13th street, 15m. crock, $2000. 1 would recommend that the Lonsdale avenue storm sewer should be built along with thc others, to be constructed this summer, and thereby avoid 1 further trouble with the storm water which washes down tin said street. EL Co., and it would require their present track on Lonsdale ave, to be extended northerly on Lonsdale OlK-hall mile, nnd about Ron feel westerly on St. James slreet. Two strong and important delegations waited upon the district council, at their regular session, on Friday evening last, one representing the Lynn Valley ratepayers' association, and the other the Capilano land & improvement association. The Lynn valley association made request through tlieir secretary, Percy King, for the following items of information: I, The amount of money spent in wards one and two respectively, since the incorporation of the city, for the construction of roads; 2, the amount spent during the same period for the construction ol bridges; j, the assessment value ol property in the respective wards; 4, the a- mount of taxes due from each ward for the year 1900. The clerk was instructed to provide the information requested. Thc Lynn valley association likewise submitted for the consideration of the council, three resolutions, which had been passed at their last meeting, as lollows: 1, That the council arrange to confer with the Hastings Shingle Manufacturing Co', with respect to the improvement of the Hume crossings on public highways. The clerk was instructed to arrange a conference; 2, that Dovenourt roatl Ik- opened to Campbell ave. as per resolution of last year's council; board of works lo have the worn done according to specifications; 3, that a sidewalk bc laid on church road, (10111 the pipe line road to the institute liall; board oi works to construct walk, same lo be charged up later to local improvement. The several resolutions gavii rise to considerable discussion upon the part ol members ol the council and the de- It-;,ition, chief among the latter being Percy King, John M Duval and F. Underwood. The matters upon which lhc Capilano land and improvement association approached the council were as lollows: 1, Thc immediate construction iby the district of a temporary wharf at Hollyburn; 2, the construction ol a roadway from the said wharl lo Keith road; 3, that the council approach the provincial government and request thelll to proceed at once to make good their promise made with relerence to building roads at the time last auction sale of provincial lands; 4, that the council proceed at once with the construction of a road along the eastern boundary ol D.L is I. from Keith road to the northern boundary ol D.L. 7H3, and also Mar's road from the waterfront north through DL. 555 and 815; s, that in onler to provide sulliciiiit funds to open up the district by means of mads lor the encouragement ol incoming population, the council .submit a bylaw to raise $200,- 000, on thc general credit of tin- district, Ior the purpose. The communication of the Capilano association was supported ably by Charles Nelson, president, A. E. Liddle, secretary, and .1. A. Clark, G. A. Mi Ram, John Lawson and J. Paton. The proposition to borrow $200,000 (or the construction ol roads, wa.s also strongly supported by the incni- U*rs of thc Lynn v.illcv ratepayers' association. In closing the discussion, the reeve stated that he had lore- seen lor sometime pHst that thc policy hitherto followed, ol opening up a road only when .1 settler gave assurance that he was about to build, could not long answer the requirements of the district at large. The linanccs ol the district wen- in excellent condition and could readily bear a loan for improvement purposes. The matter ol tramline extension to Lynn valley was broached by the representatives of lhat association, with the suggestion that the council assume the clearing ol the right-of- way. Council was prepared to give due consideration to details concerning this project, when some definite proposition was received Irom the tram company, but at llu- present time it was considered that action would be premature. The difficulty oi crossing tlic flume was mentioned, and it was thought I that the council and the Hastings Shingle Mill Co. could adjust this matter satisfactorily. A. G. Perry, manager B. C. El. Ry. Co., wrote council, with regard to the advisability of arranging Ior inspection of wiring belore electric light is installed in buildings, to conform with the underwriters' code. The clerk will prepare a bylaw. T. S. Nye consulted council, with reference to shifting the roadway on 0,ueen street, Irom the side to thus centre, of the road allowance, a distance ol sixteen led, in order that he might boulevard in trout ot his property. Geo. Wagg pointed out that- this would interfere with his plan of subdivision, which council had agreed to accept, as il had been ratified by the registrar. Smith, owners ol the south one-half ol block 24, D.L. 2026, called attention to the lact that steps should be taken to secure from the owner ol the opposite block, a 33 foot road allowance, as the writers had already granted the same, and a 33 loot road is not at all ad equate.
