The week lias certainly proved an Interesting and exciting one in Rosshthd camp. For days the strike had dragged on with little real interest to brighten np matters. The grossly exaggerated Colistro incident quickly passed off and until definite news was received from London of the crushing defeat of the Whitaker Wright element on the Le Koi directorate there was but little promise of any real progress. Bernard Macdonald's paper the morning Miner and Bernard Macdonald himself are both busy attacking a position never seriously taken by anyone. The real situation is reasonably clear. Mr. Frecheville, the English mining engineer, whose election to the Le Kni directorate instead of Whitaker Wright was requested by the syndicate organized in London some weeks ago and headed by Robinson, the South African mining man, beyond all question has been successfully elected. Mr. Whitaker Wright's enforced retirement will probably be admitted even by Mr. Bernard Macdonald. It will not be denied also that Mr. Frecheville and one other director, selected by Mr. Frecheville,will sail for New York, enroute for Rossland on Wednes- nay Sept 4th. The World does not imagine that anyone will con- tradlpt the assertion that the two gentlemen referred to will meet Henry Ural nober 011 their arrival out here and lhat with bis assistance a thorough investigation will be made of the condition of the Le Roi group of mines, of the labor situation and generally of mine pianagementof Bernard Macdonald. The men—union and non-union —employed in tlie Le Roi group of mines, as engineers and pumpmen, and around tbe works since tbe strike commenced, all quit work and came out this morning. By an arrangement with the union these men remained on shift to protect the mines while shut down and as soon as Al Geiser attempted to open up and start work, the men at once quit and only scab hands are now employed. A MANAGER ON THE RAMPAGE The Man with a Wad and the Man with a Wager—A Street Incident This Morning The vindictive spirit manifested by Mr. Bernard Macdonald towards those who are endeavouring lo restore harmony in "the Rossland camp would be humoi'ous. were il not so far reaching in its effects, and the spectacle of the manager of a great institution parading the streets nourishing a $2500 cheque, offering lo gamble upon a cable, is somewhat novel, certainly very degrading, if not to him, to tho gentlemen lie represents. The British investor is long suffering and forgiving, but the World scarcely thinks such action on the pari of the custodian of his share values will lie appreciated eilher at home or abroad. The vials of wrath emptied on Mr. Mackintosh through the columns of a newspaper owned by the Le Roi company, is an outrag • upon a citizen who is not only respected, but who has at all times endeavoured to act fairly between, man and man. It is hut natural that he, having purchased the Le Roi for the British public, should desire to see the business of the mine properly conducted and the shareholders rewarded for their confidence in his judgment, and every honest man in Rossland should sympathize with the motives doubtless inspiring his actions. Mr. Bernard Macdonald is a public character; be represents large vested interests; he to some extent can make or mar the mining reputation of British Columbia, and it reflects little credil to find him jeopardizing the interests of others for the purpose of venting prtvate spleen. What is the gravamen of the offence of which Mr. Macdonald complains? Simply this; that those who believe in fair play, those wlio condemn the action1 of striking below the bell, those who believe that labor as well as capital has i's rights, have endeavour-; od to check him In his mud career of vanity and violence. An extraordinary genoral meeting of the shareholders of i he Lo Roi Mining and Smelting company took place in London on Thursday last. Immediately thereafter Mr, Maodonald hoisted a flag over tho Le Roi works, fullowing Ihis by next morning publishing a cable "New board of directors fully endorse your policy wiili regard lo | strike. LeRoi Mining Company Limited." Telegrams and cables Were received from London aud elsewhere staling disliiiclly lhal tlie new board of directors had not met, and Iherefore could nol endorse Bernard Macdonald's policy. It was slated that a commilte had been appointed to visit Rossland, with full power to deal with the whole subject in dispute, The gentlemen who sent these messages were those who caused the resignation of Whitaker Wright and Mr. Rucgg, consequent upon their being, to some extent iu sympathy i with Bernard Macdonald's policy, and lie knows if anyone, what the significance of the upheaval on the 29th meant and means. If the new directors approve of his "policy with regaid to the strike" why did he immediately thereafter allow Mr. Geiser to offer the very terms to miners that had been rejected by him and that virtually caused all the trouble. He either treats the new dinctors with contempt, or he acknowledges the utter failure of his vendetta proceedings, If there had been a meeting of the new directors and tbey bad endorsed his policy with regard to the strike, bow does lie account for (lie absence of name of eilher director or ollicial being attached to the cable. Even the registered name of the company is not properly set forth in lhe cable. In fact, the logic is against, him and neither a $2500 nor a $.1200 cheque, waved with frantic effect on Columbia avenue, or any place of public resort, will prevent men of common sense drawing their own conclusions. An angry man (oo often loses his head, and our humble advice to Mr. Bernard Macdonald is to prepare io meet the investigating committee that will reach here in the near future. Geiser, of Oregon,a Baker City banker and now posing as a labor contractor, has been induced by Manager Macdonald of the Le Roi company to come in here and ifiake a contract to work tbe Le Roi mine and the other allied properties. Why? Is it because Bernard Macdonald feels himself incompetent to manage the valuable properties ' entrusted to his sole care? What does Mr. Geiser know or pretend to know about mining that the richest group of mines in this province should suddenly be banded over to him "to do the best he can with?" The visiting directors of the Le Roi company who are coming out to Rossland and who sail from London on the 4th of September may very well be left in conjunction with Henry Bratnober, to deal with Mr. Geiser; but there is another matter in connection with the gentleman which demands immediate attention. The whole scheme of the Oregon man is to advertise for, and througli various means collect men of all sorts at Northport. Once at the Le Roi smelter the men are either given a few days work to lend color to the move and then turned loose on Rossland, just fourteen miles north of the line, or they are held over at Northport and allowed to drift in here by batches. The scheme is a perfectly plain one made up for the express purpose of evading the explicit terms of the alien labor act. While tbe evasion or atlempted evasion of the law is clear, tbe difficulty of proving an infraction of the act can be easily understood. It is important therefore that if a clear case in a single instance can be proved the utmost effort should be made to catch tbe offender. We have no room in this country for the alien labor law breaker. The attention of tlie provincial attorney-general has been called to the existing state of affairs here, and he has been requested to appoint counsel to represent the Crown in the matter and to take whatever other steps may be necessary to enforce the law of the land. The Hon. D. M. Eberts, however, does not see bis way to act. He says in effect that it is not his business to enforce tbe alien labor law. We are not aware of any law, provincial or otherwise, which prevents Mr. Eberts from doing bis clear duty. Remembering the peculiar rapidity witli wdiicb Mr. Eberts responded to the polite request of the Le Roi company two weeks ago to come here and put down the dreadful street riot and mob violence which existed in the pages of the morning paper, it is quite impossible to understand bis extraordinary inactivity and point blank refusal to act under tbe present circumstances. Unless the attorney-general desires to bring tbe administration of the law in British Columbia into well merited contempt, he must take an entirely different stand to that he has now adopted. Otherwise his action will make it possible for people to say truthfully that the government has two kinds of justice, always on tap. One at the disposal of rich corporations,to be had for the asking, and the other to be conveniently forgotten and waived aside when applied for by a mere workingman. The law has already been most harshly dealt out to workingmen in this city, largely through tl.e action of the attorney-general in the first instance, and unless he is willing to thoroughly come forward now and do his clear duty, it should be remembered against him and his colleagues for all lime. NOTES AND COMMENTS. It would be a bad day for Rossland merchants if this camp was to become a "scab" town. A bad day for merchants, business men and the community generally, and this may account for Mr. Geiser's decided unpopularity here. Referring to the Whitaker Wright disclosures by Receiver Barnes, the London B. C. Review says'- It is quite obvious tbat the only legitimate profits made by the B. A. C. were from mining undertakings initiated and carried through by Hon. C. 11. Mackintosh. Mr. Frecheville and his co-director who sail for New York en route to Rossland on Wednesday next and who, in company with Henry Bratnober will investigate all matters in connection witli tbe Le Roi graup of mines should be supplied with all copies of the Macdonald morning paper since May 15th—the date of the transfer from Heinze. The papers will be found to contain a heap of information that will be of use now—if not when published. There will be a test of the effectiveness of the alien labor act and of the sincerity of the law department of'the province in enforcing it. The test will be made at Rossland. The mananagenient of the tha Le Roi mine have entered into a contract with an alien, named Geiser, of Oregon, to work that mine. It is well known that he cannot obtain men in Canada to work for him, and he can only obtain them in tlie United States. Few men will come from that country of their own free will to work in a mine in British Colum- pia at which there is a labor difficulty. But men can be found who will come on contract. It is alleged such men arc already arriving at Rossland and are being | smuggled into the mine. The attempt will be as futile as was a like attempt eighteen months ago when men were imported into Nelson and Slocan districts to work in mines whose managers refused to pay tbe standard rate of wages prevailing in the country. There should be no room in British Columbia for alien law breakers, and it is to be hoped that those at Rossland will be given a dose of British Columbia justice that they will remember as long as they live. —Nelson Tribune.
