Conservative Conventions At a meeting of the executive of tho Prov in cial Conservative Association, hold at Van couver, the province was divided into five divisions for organlzal ion purposes. The Koote- nay-Boundary division is made up of the following provincial olection districts: Revelstoke, Columbia, Fornie, Cranbrook, Ymir, Kaslo, Slocan, Grand Forks, Greenwood, the City of Rossland and the City of Nelson. At the same meeting the following resolutions were adopted: 1. That conventions for nominating candi dates for members of the legislative assembly bo made up of dolegatcs chosen as follows: (a) In city electoral districts, one delegate for every fifty and fraction of fifty votes polled at tho provincial election held in 1900. and if the citv is divided into wards, thc proportion of delegates for each ward shall be based on the vote polled in each ward at tho last municipal election. (b> In other electoral dist rirls, one delegate for every fifty or fraction of filly votes polled at the provincial election held iu MOO, lhe delegates to be apportioned to poll lug places, eras near thereto as will be fair I o t he voters ol the different neighborhoods. 2. The election of delegates ahall bo at public meetings, hold at a designated cent ral place in each polling division, or in each ward in city electoral districts, if tho city is divided into wards. At such public meetings only those who pledge themselves to vote for Iho candidate or candidates selected at tho nominating convention shall be entitled to a vote for delegates 'A. Two weeks notice shall be given of Ihe public meetings at which delegates are to be elected, and nominating conventions shall be held in city electoral districts two days aft the day on which delegates are elected, and other electoral districts seven days after. All notices of the date of public meet ings for tho election of delegates to nominating conventions, the apportionment of delegates, and the placo and date of nominating conventions in tho several electoral districts shall be prepared by the member of tho executive of the division in which the electoral districts are situate, and issued over tho names of the president and secretary of the Provincial Conservative Association A meeting of the provincial executive will be held at Vancouver within a mouth, and the date for holding district nominating conventions will then be fixed. C, AUG. 6, 1903. A LABOR CONVENTION Call Is Issued for Brockville, Ont., on September 22 Next. The following call has been issued for the Brockville Trade and Labor convention. To the officers and members of Trade and Labor Councils, Na- tiunal Trade Unions, International Local Trades UnionB and Federal Labor Unions in the Dominion of Canada, greeting: Fellow Labor Unionists and Brothers—The nineteenth annual session of the Dominion Trades and Labor Congress will convene in Victoria Hall, King street*, in the City of Brockville, Provinoe of of Ontario, on Tuesday, September 22,1903, at 10 o'clock, a. m., and all Trade aud Labor Councils and Federal Labor Unions (chartered by the Congress,) National Trade UnionB and International Local Trade and Labor UnionB in the Dominion of Canada are invited to send representatives. The basis of representation shall be as follows: International Local Trade Unions and Federal Unions shall be allowed one delegate for eaoh one hundred members or under, and one for eaoh additional one hundred or majority fraction thereof; Trade and Labor Councils and National Trade Uuions, three delegates eaoh. Two or more trade unions, whose aggregate membership does not exceed one hundred and fifty, may unite to send delegate, No pruxy representative will be allowed, and all delegates must be members of the body they represent (except in the case of bodies composed ot delegates from looal organizations), at least six months prior to and at the time of eleotion, but nothing in this olause shall be construed to prevent unions from combining to send one representative who .is a member ol suoh unions; also provided that nothing in this olause shall prevent organizations being represented not six months organized. . All delegates will be required to produce eleotion papers (blank ' forms of whioh are herewith forwarded), signed by the presiding officer and seoretary of the organization the represent and bearing the seal of the same, where such exists. Where two or more organizations have united to send a delegate, the credential must bear the signatures of the presiding officer and secretary of suoh organizations, and seals of the same where suoh exist. Notioe of eleotion of delegates, together with their names and addresses and the number of members in the organization they represent, must be forwarded to the Secretary of the Congress on or before Mon' day September 14,1903. Railway certificates are proour able from any railway ticket agent and will entitle the holder to a return fare cf one-third the regular rate, provided fifty delegates hold oertifioates, or fare and two-thirdb if under fifty. Certificates must be signed by the Seoretary of the Congress at Brockville, Ont. The headquarters of the delegates attending the Convention will be at the St. Lawrence Hall, where a special rate of $1.50 per day has been arranged for by the for Brockville trade and Labor Counoil. The Viotoria, Vanoouver & Eastern and the Canadian Pacific railways are starting immediate construction for the Similkameen, whioh will make this town a railroad centre and divisional point, and when these competing lines are completed through to the Paoifio coast they will become the main through lines, being the shortest route from the interior to tbe coast. A large sawmill is running steadily on the west addition, the only available timber for miles around. The main street is 90 feet wide, being all cleared and ready for building purposes. All railways, roads, telegraph and telephone lines will have to come through tbis townsite. which is looated in the centre of the whole Similkameen valley and will beoome the largest distributing point and mining centre in British Columbia.
