Denison Closes His * Argument. DEFENCE AND BUSINESS TARIFF Parliamentary Committee Regard Combine a Real Danger. London, June 19.—Colonel Denison closed his series of addresses in the United Kingdom on a tariff for imperial defence by a speech before the London chamber of cohl- merce, in which he announced that he represented the British Empire league in Canada, and had accomplished his purpose. This had been to raise the question of a British tariff for defence and business. The subject had been discussed in parliament, and had been taken up by the preis throughout the kingdom. The Dominion ministers would be in England next week, and the responsibility for carrying the question into the imperial conference or dropping it altogether would be theirs, not his. In shipping circles the formation of a house of commons committee with the object of looking after urgent shipping questions in parliament is regarded as a movement of a distinctly satisfactory character. It iB significant, however,that all the members of this new committee look tipon the North; Atlantic combine in the light of a real danger to the British shipping industry. He is now in Helena and will come from there to Butte, where he will deliver an address or two. He is organizing the Pacifio northwest for the Socialist labor party, as decided on at the recent convention in Denver. From Butte Mr. Debs will go to the coast cities and to British Columbia to organize the party aud will then return to Butte. A number of organizers will take the field in the interest of the new •Socialist labor party. Debs will personally direct the work of organization in Montana and other northwestern states. Tbe policy of the American labor union, successor to the American labor union will differ from the policy of the American Federation of Labor in that the latter confines itself to trade unionist solely,' while the new American Labor union will advocate political action as well. It is expected that the organizers will find eastern labor organization, very ready to join the the new organization, although it started in the west. Big Four. UNIONS WIN A VICTORY Taff Vale Decision is No Longer Law. ATTEMPT MADE TO KILL THE BILL Effect on Actions Now Pending - The Municipal Act Also Passes-The School Levy. A contract for fifty feet of work is being let by James Lawlor on the Big Four, Victoria, June 19.—(Special.)— The Trades Union Bill passed today its final reading. Mclnnis tried to kill it by moving Houston's amendment forcing all unions to register at Ottawa, thus taking the unions out of the provincial jurisdiction. The amendment was defeated, however, by a majority of three. The Trades Union Bill as passed will have the effect of stopping all actions such as that brougbt by the Centre Star and War Eagle against the unions in the future. The present bill, will not, however, have any effect upon cases now pending. These will have to be adjudicated upon according to the law as understood at the time of the bringing of actions in question. Had Curtis' rotroepootive clause been allowed as well as the remainder of his bill which is now the law the actions would have to be dropped. As it is the bill simply brings the law in British Columbia to just where it was understood to be between 1873 and 1901,when the Taff Valedeoisionwasrendered. The Taff Vale decision has been practically abrogated by the new act. Any action brought in the interim will still lie in point of law, but as to point of damages it is unlikely, considering the circumstances, that anything substantial could be obtained on appeal, unless on the theory that this being the last opportunity let the unions now suffer properly! The Municipal Bill passed its final reading last night. Curtis' proposal to double the rate of levy for schools was in committee voted down, although the government had previously promised similar provisions, Victoria, June 18.—The Dunsmuir government is without a newspaper organ again. The Colonist, which in part is owned by the premier, came out in. opposition to tbe government again today. This may be due to the recent order of the court which haB left the management of the paper in the hands of the receiver, pending the meeting of lhe shareholders to elect a new board of directors in accordance with the agreement which waB entered into at the time the shareholders at present opposing the premier put their money into the newspaper. ThiB agreement stipulates that they Bhall elect the majority of the directors, a matter whioh was ignored at the.last meeting, with the result that the courts were called upon to restrain to restrain the directors so appointed from acting. The Colonist this morning contains a bitter arraignment of tbe government, the point of its attack being directed to Colonel Prior, the minister of mines. The Vancouver-Midway railway bill was passed finally this after noon, after the government had accepted an amendment whioh they resisted two evenings ago, namely that compelling the road to build the mountain section before it could lift any of the subsidy. Tbis is designed to prevent the C. P. R. from building only to Princeton and out to Spences' Bridge, lifting the subsidy for the same and not build the coast section at all. A DOCTRINE OF LAISSEZ FAIRE The Clara Mathes company was seen to advantage in "South Africa" last night at the opera house. M. W. Marsh was excellent as the English uude "with that tired feeling." His portrayal came so near the mark as to suggest tbat the part came natural to him. Sergeant O'Rafferty (Bert Van Cleve) was also a clever piece of acting. Miss Clara Mathes played well, but oan be seen to greater advantage in parts which call for a greater display of her undoubtedly great histrionic powers. Mias Van Cleve was good as the Colonel's wife, although a more vivacious part would probably have suited her better. The company will produce tonight Will Shakepeare's masterpiece, Romeo and Juliet, of which a Washington contemporary speaks as follows: In "Romeo and Juliet" as in "Neil Gwynne" tbe company not only wear the correct costumes of the period but have also the manners of the time. The Florentine minuet was gracefully danced and the duels were spirited and skillful in execution. The costumes wero beautiful. Juliet is one of the most difficult of Shakespeare's heroines to portray, yet Clara Mathes waB at all times equal to the demands of the complex character, the winsome ingenuousness of the earlier scenes was as cleverly portrayed as the intense passion and pathos of the thrilling potion scene. It is not too much to say that Clara MatheB' Juliet is sucb a one as Modjeska might have given when at her zenith. Mr. Seven-Oakes' Romeo wae thoroughly artistic and pleasing and well merited the applause received. Mr. Van Cleve caused laughter ai Peter and Old Montague and the other characters all were played with earnestness and skill. How the Declaration Has Been Taken by Citizens of Rossland. The mayor's proclamation of the future policy of the municipality in regard to its finances, published officially by our morning contemporary has given rise to considerable comment. It is pointed out that it is in the first place a declaration of the time honored old doctrine of laissez faire. Things will right at sometime or another and in the meantime the city must muddle through in the best way possible, at least while the present administration is in power. One extraordinary thing calls for comment and that the rate is now declared not to exceed 22 mills. At the citizen's -neeting it was proven with perfervid eloquence, at least to the satisfaction of the ring orators, that the city could not be carried on under a revenue represented by 26 mills, which, as these orators proposed to appropriate the water revenue and pay its sinking fund out of general expense fund really amounted to 32 mills. Something evidently requires a smooth talker to explain it away and Goodeve is absent. The proposal to do away with the water debentures except so far as use is intended to be made of them is also open to objection. The proper thing to be done,in the estimation of the vast majority of the the townsfolk,is to devote them to the purpose voted, to acquire the light. However as a reservoir has to be built in the interests of the safety of the city the money may well be spent in this direction especially as it will cost the city nothing as interest is being paid on the sum just the Bame as if it has already been expended. No cut will be made in salaries. These are naturally sacred. The whole thing may be Bummed into one sentence which will be the verdict of the city when its inhabitants have the the opportunity of recording it—the council ie making a neat job of its own coffin. Before weadmit|with resignation, says the Victoria Colonist, that Great Britain's day as a sea power is over, and that we have nothing left to do, save to watch our own decline, and the maritime activities of the United States, we may consider the comparative cost of building, equipping and maintaining naval vessels in Great Britain and the United States, respectively. The New York, an American ve - sel of 820 ) ions displacement, and 17,401 indicated horse power, cost $4,346,642.39 to build; the Bedford, a British vessel of 9800 tons displacement and 22,000 indicated horse power, cost $3,327,027.84 to build. The Illinois,^! 11,525 tons displacement and 10,000 indicated horse power, coBt $5,844,184.10; whereaB the Vengeance, of 12,950 tons displacement and 13,500 indicated horse power, cost $4,244,155.- 52 to build. And so on, all the way down the line. A United States tonnageamount- ing to 192,574 tons, with indicated horse power of 274,735, has cost $89,857,070.10; while a British tonnage of 206,500 tons, with indicated horse power of 301,500 has cost $70,075,532.44. That is to say, Great Britain can build war ships 30 per cent more cheaply than the United States can build them, and the same authority, Rear Admiral George W. Melville, of the United States navy, who has collected these statistic^, admits that Great Britain, having built the ships, can keep them in commission at 30 per cent lesB cost than the United States. If this applies to naval construction and maintenance, it certainly applies to the construction and maintenance of a merchant marine alBO. So long as these conditions prevail, we need hardly be alarmed at any danger of losing control of the sea through the competition of American money. Hardly or less importance to the people of these districts is the proposed subsidy to the Columbia Western which, forfeited through ils acquirement by the C. P. E,, is tiow sought to be transferred to the latter up to date land grabber and public spoiler. There is no moral or legal ground on which this corporation can claim tl.e:e lands. There iB nothing more sinister in the whole of the career of of Joseph Martin than tbe support he isaccorditigjthisvery deal which he has so persistently and logically opposed ior Beveral years past. Tuere can be but one solution to to thiB problem, tbat of the reason of the present attitude of this dan gerous politician and wire puller, and that is he is afler the fruits of office. But his boasted shrewd netid will prove a failure. The people cannot be fooled all the time and the British Columbian is by this time pretty solidly acquainted with the meaning of the manoeuvres of Dunsmuir's boss and the C. P: R.'s humble servant and will accordingly once and for all effectually turned him down. NOTES AND COMMENTS. A SURPRISE. The government has been defeated on its railway policy with regard to the Coast-Kootenay railway bill. The proposition was so to frame that bill that eastward from Penticton the C. P. R. would be allowed to connect with the main line to the north bo as to place all idea of competition out of the question. This his been defeated and again the public has Smith Curtis and his colleagues to thank. The atrocity of the scheme was too much for even Helmcken, and both Clifford and Kllison bolted the ranks of the government, whoBe members were struck cold with surprise at this unexpected denouement. That any hope can be entertained of these recalcitrants remaining firm in their re bellion is hardly to be looked for. Tho men under consideration have already gone too far in their defiance of the wishes of the people t3 hope for mercy at the hands of their constituents. Hence it is only too probable that the efforts made by the government to reclaim the3e wandering sheep within the fold, especially when aided by so efficient a colley dog as Shaughnessy, will be only too successful. The only hope that remains that the majority of the voters of this province will be so disgusted when the appeal to them is at last taken that the triumph of the Progressives will be even more assured than it would be today when the organisation of than great reform party its barely completed.
