The Ymir shareholder are in receipt of a circular from their directors informing them that they have decided to proceed at once with the erection of a large cyanide plant for the treatment of the Ymir tailings. The cost of this plant, which is now going up on the company's property, is estimated at$50,000, and its operation is estimated to effect an annual saving upon the company's operations of $85,000, nr a sum equal to S.I per cent on the company's capital. The circular further sets 'out that it lias always heen the policy of the directors to pay for all improvements out of the profits of the mine. The shareholders will aliuilifless lie glad Ui learn that the cyaniding mill will be installed without any increase in capital or without entrenching upon the funds required for the payment of the quarterly dividends. The circular further adds that the news from the mine continues to be nf the must satisfactory character and the high returns aro being maintained, tin the exchange the stoa'k has made big gains since the new ore body was discovered and the indications are that it will go even higher. Harney of the district courl is constructively under arrest tonight for refusing to testify before a notary public. Ho had been called to give a deposition in the application for a now trial in lhe Minnie llonly mining case, which he recently decided in favor, of F.Augustus Heinze and against Miles Kinli'ii and the I!.iston and Montana company, He denied the jurisdiction of the notary. M rs. Ada II. Bracked, n stenographer in the offlco'of Heinze, and Deputy Sheriff -1, VV. Rowe arc also in the sheriff's custody for lhe same to the present time point Bquarely to the fact that Bernard Macdonald and his allies, who originated the existing war against all organized labor in the west, must walk the dreary path on which they have deliberately started, alone and unaided. Public sympathy hits heen so plainly alienated by the notorious ads of the London stock jobbers thai any further move on their part to still further depreciate the stock of the Le Roi group will meet with anything hut approval from the long suffering public. In Canada —even in Eastern Canada—we have all been pretty generally educated on the ways of the stock manipulators, and if the public can only gel a fair chance to express its honest opinion in some definite way it can he counted upon to warmly support the jtisl claims of the men. Mr. Macdonald has done his bnsl locally to influence public opinion here and we all know the result up to the present moment. It will take some little time to cducali public opinion outside of the camp as to the real facts of the situation but the anti-union case has been so grievously overdone that the inevitable* reaction has already sei in. It is fairly well-known now lhal Manager Macdonald's appeal lc the other mine managers of thc Kootenays has been turned down and that the just wage paid to shovelers and carmen in even- other mining property, in British Columbia, except the Lc Roi group and the War Eagle-Centre Star mines will remain at the union minimum. Mr. Kirby has now an opportunity of greatly assisting fl revival of public opinion in this country in favor of the Gooderham mines. From the Pacific to (lie Atlantic n howl of rage has been going up I'm months over lhe manipulation of these properties and if the manager will make a square settlement and promptly get all his men In v ork he will at least have gone a greal way to induce the public to believe in the bona-fidesof (lie management. If Mr. Macdonald would kindly re-transfer the Rossland Miner back to Mr. Heinze and otherwise retrace his steps it would not*be impossible under existing circumstances to look for an immediate resumption of work in all the Rossland mines. The Inland Sentinel some few days ago pointedly directed attention to the violation of the alien labor law, and the muster and servants act by the Canadian Paciric Railway company, and in this connection, intimated pretty plainly that thc special railway constables were in many instances exceeding their powers, in fact, were acting unlawfully in lhat they were compelling imported foreigners, ignorant uf our language and our laws, to do lhat which they neither wanted, nor were in anyway bound to do. The prominence given to these facts has served a good purpose. The local committee of the strikers wont to Kamloops, took lhe matter up and instructed Mr. Siuarl Henderson, tlie Ashcroft barrister, lo lake sleps to have these special railway eoiislnbles dismissed, Hy section 2S| i,f the railway act, any railway oompfiny can secure lhe appointment uf Bpcclal raijway constables upon application lo two justices of the pence. Finally.—By the largest corporation in this vicinity openly seeking and striving to crush a sister union at Northport, Wash. We believe all these efforts are mainly to enforce this unjust scale of wages and to prevent all efforts towards an increase. Therefore we have fully resolved that there can be no industrial peace in Rossland and vicinity until this wage question is finally and satisfactorily settled. Then will this fair city enjoy the prosperity for which nature has so evidently intended it. For this result we ask the moral aid and support of the many diverse bodies making he general public of this city. Especially we .ask your aid in maintaining order, without which we cannot succeed. There can be no permanent settlement but a just settlement, and to this end we will use all our power as an organization, and all the assistance of the Western Federation of Miners. We have right on our side and must surely win. EXECUTIVE BOARD ROSSLAND MINERS' UNION No. 38, W. F, M
