Yesterday missioner John Kirkup was applied to for it search warrant under tbe terms of the Dominion statute upon sworn evidence which was submitted to him. Mr. Kirkup refused the application and Justice of the Peace Townsend was successfully appealed to and tho warrant was issued. When the chief of police was on his way up to the mines, to execute the warrant lie met Mr. Kirkup Coming down, and when lhe search wan instituted the arms could nail he found. I continued in that capacity till about the middle of April, My police effects consisted of* one police eap,waterproof overcoat, top coat, police uniform, one belt with scabbard, ono 41 Colls revolver ammunition for same, one pair of police nippers, ono pair of handcuffs, one police whistle, one el etric flash light. I asked the chief wdiat would become of al 1 these effects. He said they would all be turned in to the managers of the companies in question. Tlie Guns Arrive. During the term of ollice as sergeant belonging to the li. A. C, Centre .Star and War Eagle mines, there was shipped in. 86 Winches ter repeating rilles -1*1 calibre, with about 100 rounds of ammunition for tho same also about IS repeating shot guns with about 50 boxes of ammunition for same, containing 'Hi cartridges, each loaded with buckshot. We also bad furnished for us a box of cartridges 11 cal- bre, for each revolver, of which we had 18, 1 had orders from Mr. Kirby to unpack, clean and load those rilles and shot guns and place them in a cabinet prepared for the purpose by Mr, Kirby. I dial sai with the assistance of Henry Welch Green and Edward Parvier. s in It !■ Curtis Might Know. A few days later Mr. Kirby came to me and informed me that the lion. Smith Curtis, minister of mines, was iu the city and liable to visit the mines in his official capacity, and he wauled those guns put in a more seoroted and safe pus itiim, and he did not want him to know they were there. I then with the assistance of Edward Parvier and Henry Welch Green and Martin, moved the guns from (In* cabinet ill the barracks to a wine closet in the house occupied by Carl Davis, superintendent of the War Eagle-Centre Slar mines. 1 locked the closet nnd was told by Mr. Kirby to give the key to Henry Welch Greon as ho was on duty in front of that building. About this lin ur Hash lights became very dim. I called mi Mr. Thompson and informed him of the same, and he told mo he would send and get a new supply, and at tbe same time ordered a fow more lights as I did nol have enough to supply all lhe men. C, affairs at ibis time, as Bernard Macdonali was away iu the interest of lhe company Up on the Yukon, in tin Northwest Territories. Mr. Thompson in the absence of Mr. Maodonald Introduced me to Super!n lelldeill Webster, of the .losiemiiie telling him I was sergeant of their police force al lhe mines, ami that 1 should be shown .every courtesy and that I was going to place some of tlie for iver there, and to tell the boarding boss he was to prepare a midnight meal, and that the night watchman would be considered under my directions. John Long, superintendent of the Le Koi mine had placed a Watchman at the Black Hear ami when 1 wont and visited the property Ibewatch- nian refused to recognize me, as Mr. Long told him he should not allow anyone around there, and I informed Mr. Thompson of the same. Mr. Thompson then took mo to Mr. Long and introduced mo as sergeant of the police force inaugurated by the managers of the mines, but they had neglected informing him of the same, as it was only an oversight on the manager's part. He also told him to show me and my men every courtesy, and that the watchman of the LeRoi and Black Bear were to be told that they were under my charge. As the night watchman of the Le Roi was there at the time Mr. Thompson told him he must consider himself under my orders. Ilio-iuay iiaial Hia Oaut. On the evening of Mr. Bernard Macdonald's return from tho coast, I was sent for to come to the general offices of the B. A. C. I did so, ancl was admitted into the building hy officer Bonnard. I went up, stairs and was met by Manager Macdonald and Thompson at the head of. the landing in their night shirts with rifles pointed at me with the remark, anybody trying to ascend these stairs would have a warm reception. Mr. Bernard Macdonald then asked me if everything was all right. I told him I thought it was and he isked me if 1 had a key to the offices. I told him I had not, so he said he would procure one for me, and also I could have a horse to ride while 1 was there, and gave orders to the stable man to saddle one for me whenever one was wanted. And [make this Solemn declaration conscientiously, believing the . same to be true; and knowing that it is of Ihe sum^ force and effect as if made under oath and by virtue of the Canada Evidence act 1893. C but already the National Telephone company, the monopoly which has caused England to drop so far behind the continent in matters of telephony, has reduced its rates in the town yb half. <___fipN Upon the arrival of Hon. Mr. Prentice the proviucial Minister of Education here today all the details connected with the building of the new school house, as well as several other matters of interest in the city schools will be gone into. The Worn.11 will be well content if the existing fuels are placed squarely before the minister. • UNLAWFUL PRESSURE. The manager of the Le Roi Gold Mining company and the Hossland Mfner has already made several rather bad breaks in his campaign against organized labor. His efforts to induce the merchants and the community generally in Rossland to take sides with him have so far not only moved abortive but have never failed to recoil upon the head of the agitator in chief. The lirst move in the game was lo drum up a good number of citizens at the special meeting of the Rossland Board of trade which was called for the supposed purpose of trying to mediate between the contending parties. A great many persons who were not, and never had been, members of the organization were "invited" to attend the meeting and the pressing "invitation" was given hy financial gentlemen whose bid it was thought would be worth attending to. The financial gentlemen in question were very much in evidence at the meeting, if the merchants were not, but evidently their "pull" was not quite strong enough to induce the citizens and members present to commit an open act Of great injustice, and the carefully worded ' resolutions of sympathy and encouragement were sorrowfully thrown into the waste basket. Mr. Macdonaldwas present at tbe meeting and must have been chagrined to find how completely he was in the minority and how very strongly.even under the most favorable circumstances, public opinion was against him. Since the date of the meeting the same kind efforts have been repeated in various forms and guises. Mr. Macdonald's paper has a formal notice running in its columns stating that a black list will he published of the unhappy advertisers who dare to withdraw their patronage from this time out and backed by the financial gentlemen already mentioned a pleasing Intimation is given to "come back and support tts,or •" Of course this is not blackmail pure and simple and of tlie worst kind. Financial gentlemen of the kind mentioned would never think of stooping to such a measure. It must be "legitimate pressure" tr some disease of that kind, but whatever it is, it will fail. It must he pleasant indeed for the local financiers to find them- Helves backing up a man who is careless and indifferent what ruin he may cause to the best interests of the camp in his insane attempt to raise himself and crush oj-gan- ized labor. Mining men have long memories, if manager have short ones, and it will not be a dilliciilt task to meet and defeat a policy which is unhesitatingly condemned by every right thinking man in tbe community. Rossland has doubtless been saved from an epidemic of small pox by the intelligent efforts of Doctor .Sinclair and his able assistants at Northport. Apparently no other outport in the province requires to be bo closely watched and the Rossland Hoard of Trade might find as a lit subject for its impartial investigation.the peculiar causes which necessitate the prolonged quarantine regulations enforced here. A ciinllict that may not be as serious as was the one that began in 1801 is surely coming in the United States. The lines are becoming pretty tightly drawn, and it will only need a few more such injunctions as those issued by Judge Hanford of Washington and Judge (Jager of Connecticut to bring on the conflict. The signs aro little different from those that proceeded the greatest civil war of modern times, and the forces arrayed are much the same. The slave power became arrogant; but it was no more arrogant than is the money power today. Conservative people tried to stem the tide in lKI'iO, just as conservative people are trying to stem the tide now. Will history repeat itself?— Tribune.
