English Papers- Sending Men to Report -Miners Leaving Town. Bernard Macdonald haB stated that so far us the strike is concerned the whole matter has heen laid before the directors of the several companies controlling the Le Roi grout) of mint's in London, and that until they instructed him nothing will be done. In the meantime the English papers continue to publish letters from the shareholders of all four companies asking for details of the situation, and why all information is being withheld. One suggestion runs all through the letters, and that is that tw > or three persons should lie at once selected to proceed to Rossland in the interests of the shareholders and report fully on the real situation. Such n. step would undoubtedly meet with tlie strong approval of all mining, men here, who think it would go a long way to relieve the present situation. Mr. Macdonald is expected to return here this afternoon. The latest move on behalf of the Smelter company—seeking fresh incorporation under the laWB d! Idaho, has excited sonic comment and various explanations, none of which, however, appear to be clear or satisfactory. Many of the miners continue to leave town seeking and obtaining work elsewhere, but there is no particular change in the situation nor is any looked for, for some considerable time. Reading, Pa., July 19.—The strikers at the Philadelphia and Reading Railway Co.'s shops here added to their ranks in an unexpected manner today. Last night the company brought in 32 strangers to help man the boiler making and blacksmithing departments of the locomotive Bhop where 350 mechanics of these two classes have been on strike for three weeks. The recruits, mostly foreigners were given protection at the hands of the company's special police. This morning they were put to work. A committee was sent by the strikers to the company's office to have these Mien taken out. This demand was refused and before 10 a. tn., 175 moulders, machinists and Others, many of whom do not belong to the union walked out in a body. The foreigners were, hooted and were marched oul of the shop to their temporary quarters on the third floor of the plant, Where they occupied a room about 200 by 300 feet in size which has been fitted up for them to live in. In a case in the building it is, said were stored 400 Winchester rifles which bad been used by the eoal and iron police during the riot of 1877, these weapons, it is stated, were taken from the cases and stacked in the room occupied by the imported workmen. The strike has assumed a more critical stage than ever before. The locomotive shop is now bad ly crippled. Tbe nicest and freshest berries arrive daily at Paulson Bros. tf. TKKItlllLK TMtK. The business and social interests of a community are-so closely intervyoyen io a community like" Rossland, that any dispute among the incjustFial elements .forming the social structure, is often more disastrous to the business or nori-combattant class 'around which the labor and capital elements revolve, than to the- actual ,combattants themselves. Thus both labor and capital are morally obligated to 9trive to adjust their, disputes, to protect the social structure of which they are separate parts. -'. ■ "' :"'"' ■' 'V. • * . . ... For this reason this union deems it well'to make a,careful statement of al) the seasons leading us to precipitate this industrial strife at7this time. Since the agreement between the big corporations of Rossland and Rossland Miners' Union in April, 1900, this city has apparently enjoyed industrial peace ; yet all whojtfre conversant with the industrial affairs of Rossland for the past fifteen months know thece has been a secret warfare waged against nddayof August, 1901, at io o'clock J this Miners' Union, which has been nearly as destructive to the business interests of the Dated at Rowland, B. c, ihis 17th | community as an open struggle between the two industrial forces,.and worse in that there is no apparent end to be seen. We believe that it is to continue to enforce this unjust scale of wages that so many annoying practices have been introduced to undermine the prestige of this Miners' Union of Kossland. First.—An annoying system of espionage and blacklisting by which many of our ablest members have been compelled to seek employment in other localities, althought of unquestioned ability in their trade. Second.—By revoking a time honored privilege of the Secretary being allowed to solicit members among the non-union employees of the companies who might be off duty on improvements, foriht purpose of ob the premises of the companies, a privilege guaranteed us by the last half of Article 15 of the agreement of April, 1900 ; thus preventing us from refilling our ranks depleted by loss of members compelled to seek employment in other fields. ta'irng a Grown (irant for the above claim.
