A tunnel, however, haB been Btar led farther down from tbe original ore quarry and a hoist from the No. 2 quarry will be installed at this point, tunnel being on an incline. Ore from the Emma has been found very desirable for use as a flux at the different Boundaiy Kootenay Bmelter" when the supply was more than needed by the Nelson Bmelter. Thus shipments bave been made to the Trail, Boundary Fails, Greenwood and Qranby smelters, latterly a large part of tbe output going to the last named reduotion works. Since the fir t nf January the Emma shipped ove 5000 tone of ore, while in 1903 tbe shipments were about 22,000 tona. at the neck of the peninsula and J are threatening the railway communication. The Miner declares (the wish is probably father to the assertion) that no plan has hitherto been advanced by which RoBBland can provide power for a plant to run the city lighting. ThiB is not so. The creeks to the north of the city are yet to be reported upon. The mines have yet to be applied to. The Violin Lake oompany could probably say something in thiB matter. Nelson might be willing to supply power from the plant it is erecting this summer, the debentures for which are juBt reported as sold. The WeBt Kootenay Power oompany itself might wish to furnish Buoh power if the oity did not wish to interfere with the pow- erit is supplying to the mines. The city itself might erect its own plant and yet run it more economically than the citizens have now to put up for. It would be better if tbe oouucil were to make a rule that in every oase where a licence is not paid in accordance with the bylaws aa from time to time altered, that the inspector make a regular report of the circumstances so that it shall be read with the minutes at a regular meeting of the oouncil. In fact there is no reason why the licences paid should not be collected every so often and a report published. The report in suoh case should state the reason why, if instances occur, certain licences were not granted and why, when certain functions have been performed whioh require a li cence for that performance, and yet have been performed without a licence, why this privilege has been allowed to the doors. In this way there can be no covert mutterings, more 01 less with foundation, as to favouritism. If the counoil wants to exempts its friends in certain cases from tho action of the bylaws it should not be afraid to let it be publicly known and Bboulder the blame itself, should any aoorue. For example a regiment of infantry will have a field officer and each company a captain, subaltern, a sergeant, a corporal and ttvo men, as a nucleus for this purpose, the intention being that aB soon as the first line haB been mobilized for aotive service, these will be eet about training duplicates of corps whioh have gone to the front, so that in a very short time after hostilities have commenced another line of 100,000 men can be put in the field. All officers and non commission- el officers of the first line will be available for both peace training and war service. The men will be divided into two classes as follows: (a) Those engaging for both peaoe and war service, who will be paid aud be liable for training in peace. (b) Those engaging for war eer- eervice only. Officers and non-commissioned I officers who form the nucleus of the second line, will be required (0 do training in time of peaoe.
