FRANK GADDO LOSES HIS LIFE Accident ZToday In an Underhand Stope in the Centre Star Mine A terrible aocident occurred at the Centre Star mine this morning in whioh one man, Frank Goddo lost bis life and another Charles McPhee iB so seriously injured that it is feared he can not outlive the next 14 hours. The aooidentjooourred in an underhand stope on the 500 foot level of the Centre Star and was oaused by drilling into a missed hole. Frank Goddo was instantly killed and Charles MoPb.ee eas* tained a fraotured skull and other injuries. It is eaid that even if Charles MoPhee lives he will certainly lose the sight of one eye. The singing was fair throughout and the choruses excellent. Tbe tenor might be thought a little weak, but lhat is largely due to laok of stage presence. That suoh a company should visit Rossland is an evidence of tbe oity's growing reputation. Could there have been a first class orohestra to aooompany there would bave been suoh a volume of musio as would bave put the whole performance in quite a new musical light. Musioal critics, of oourse, understand this but it may be deolared to those who are not of the cognoscenti that the shortcomings whioh might have been apparent, were in a large measure due to this and, in a minor degree, te a lark of proper staging. It is difficult, especially under present conditions, to greatly improve the Opera House, but at tbe ame time it ie no credit to this oity that each and every company that comes here complains of the Spartan severity of the dressing rooms, their Arotio oold and the general unprofessional air that pervades the whole plaoe down to the very youngsters who are allowed to disturb the peace of the audience. It, perhaps, would matter little if these complaints were confined locally, but they are being advertised for ua over the whole province and adjacent Wash ington. With better aooommodaiton better companies could oome here, though we could winh for little better than the Olympias, and with better companies there would be better receipts fur the owners of our back alley barn. All voters who have paid their road taxes and sanitary rates, who bave been struck off the lists are requested to oall at onoe at the Municipal Reform Party's, rooms nest to Tailor & MoQuarrie'e, Nelson, Jan. 11.—Dr. J. D. King member of the provincial legislature from Cranbrook, passed through ihe oity yesterday enroute for Viotoria, where he goes to be goes to be present at the opening ol the legislature tomorrow. In speaking about legislative matters, Dr. King said that the Liberals from their standpoint were well satisflod with the situation. As to what aotion would be taken by the MoBride governmeut to do away with the rigors imposod by the Assessment Act he did not know that anything would be done, although he had heard a rumor that something in this direction might be attempted. As far as the question of the abrogating of the the two per oent tax wag concerned, he knew nothing about the plans of the government as he, of course, was not in their confidence. No pronouncement of the policy of the government in this respect had yet been made. CITY FINANCES TI6KETS TO ALL POINTS EAST and WEST VIA II I Mayor Dean deolares he haa re duced the total indebtedness of tbe city. He means, that in the ordinary way of things, certain sums have been paid off during 1903, as they were paid off in previous years. Over and above this, he has wiped out some debentures which were never glod, but would have been Bold had any attempt been made to buy out the lighting ays tern, and which will have to go on the books again it any suoh at tempt is made during the current year. If Mayor Dean, instead of merely comparing 1903 with 1902, had also compared 1902 with 1901, this would have at once become apparent. Now there are two things from which the revenue is derived, the direct taxes and the water rates, which are not paid on the nail, as are licences, etc. There is also the cash balance. Against this must be set the money borrowed from the bank, not on debenture* but to meet current expenses. Comparing the financial statements of the last three years in this man ner, we find that Mayor Lalonde on December 31, 1901, had a cash balance of $561.61, unpaid taxes to that'date, $11,069.53 and unpaid water rates, $1329 95, making a total of $12,961.09 reoeivable by the oity. The city had to pay, however, any overdraft on current expenses of $17,438.94, leaving a balance against the administration after the difficult year of the strike, of $4477.85. This was the deficit Mayor Clute had to face on taking the reins of offioe. How did he pan out? At the end of his term he had a cash balance of $2614.76, taxes $13,275.50 water ratee $2067.46, totalling $17,957.72. Against this he has an overdraft of $4230.28, leaving his successor with $13,727.14 to begin his year with. There were some Bmall debts, under $1000 to pay off, just as there are always, and just as there are this 5 oar. But in spite of the fact that the camp was on strike when he started bis work, notwithstanding the building of a water flume that ran into thousands of dollars, Mayor Clute begins tbe year with a deficit anil ends with a surplus, Adding the figures together, it would be found that the year 1902 showed an alteration of $18,204.00 to the good. Mayor Dean begins his term ac cording to the audited accounts of 1902 with a substantial surplus. How, does he hand over? He has ci-i'n bilanoe, iinlulin^ sohool grant, of $2064 75, taxes $14,122.87 (acoordiug to the audited partion of this accounts) water rates $2444.43 or a total of $18,632.15 AgainBt this lie has an over draft of $5632.17, and an outsiding bill for flume-right of way, unpaid, of $1100 leaving to the credit of the oity $11,899.98.
