Ottawa, April 18.—Iu the House of Commons, on Saturday, R. L. Borden; Leader of the Opposition, made an explanation as to the charge against him by H. K. Cowan on Thursday night, that he (Borden) gave to the house quotations from a stolen dooument, namely Mr. Blair's private and confidential memorandum to hiB colleagues on the railway polioy and the Grand Trunk Paoifio project. Borden said it was placed in his hands by one who was not a confident of the Government, who wa not either a member of the Government or a civil Bervant. It was not stolen. Laurier said that the man who might have given it to Borden may not bave stolen it, but who gave it to him? It was certainly stolen by some one, aB members of the Government were not going to violate their oath of offioe to give it out' Fielding said that Borden was in the position of a man with stolen goods in his possession and it was up to him to explain where he got it. St. Petersburg, April 18.—Un confirmed rumors of the sinking of the battleship Sevastopol and another vessel off Port Arthur today occasioned fresh dismay and for a time the populace was almost panio strioken by what appeared to be a continued run of disasters. Later in the day offioial denials were made of these rumors and whilst this relieved to some extent the publio anxiety, there is still a feeling that more bad news may be anticipated at any moment. London, April 18.—There haa been no confirmatory report received here of the Standard's St Petersburg's . correspondent's report lhat a Japanese force of 12,- 000 men had been driven back to their ships whilst attempting to land to the westward of the Yalu river. It is believed here that the re. port was simply circulated in the Russian oapital to stem the tide of depression that has set in among all olassea. St Petereburg, April 18.—The terrible sanitary condition of Harbin, whioh will lead to an epidemio is revealed in a despatch to the Novosti. The matter is of particular importance in view of the faot that Harbin is the centre of Russian military and oivil authority in Manohuria. All troops paen through this point, and all provisiou>3 and medical supplies are brought there. An arrangement has been made for Harbin to become the first station for the sick and wounded during the war. During a dry spring or summer, and peaceful conditions in the territory laBt year, there were oases of cholera and typhoid, and further development of which was stopped by the November frosts. THE FINAL REHEARSAL Belshazzar Will Be Ready for Production Tomorrow Evening The final rehearsal for the rendi tion of the cantata Belshazzar will be held this evening at Miner's Union Hall. The work is well pte* pared and everything points to a most exoellent entertainment tomorrow and Wednesday evenings, Mr. Fortin, who iB to impersonate Belshazzar, is an old time favorite here and this will be one of the best things that he has ever done in this city. The part of Nitooris, the queen will be handled in a most pleasing manner by Miss Winifred Crowley, lhe solos in this part are beautiful and Miss Crowley can do them well. The tenor role is very beautiful though difficult and Mr. Coffin will do full justice to the part. The Bolo of the Jewish Maiden is considered the most beautiful in the book and will be sung by Miss Mary Puroell. All the soloists will do exceedingly well. The seats are being sold rapidly and the house will be crowded to its utmost capacity. You had better go and get those Beats reserved at once or you will be to late to get a good place to sit. There is one thing that the oity ean do very well in view of the probable summer session of the legislature and that is to get through an amendment, or rather a olearing up of the meaning of the Water Clauses Aot, so as to leave nn,doubt as to the right of the city to nSe water for industrial purposes. The City Council is doing its beet to get the co-operation ot other cities conoerned and procure a speoial aot conferring upon this and other cities similarly situated the power to tax railway lands and improvements within the limits of their respeotive munioipalit.es. If it obtains this it will add to the revenue possibly a oouple of thous and dollars per annum, possibly more, possibly less. But to have the right of the oity to the use of adjacent waters for industrial purposes confirmed will mean far more then thiB. It will mean the build ing of more concentrators and the enlargement of those that exist. One mine manager informed thiB paper that he would rather take the concentrator, whioh was mooted for his oompany, down to Sheep Creek Vails where there was no doubt about the water than to have it where there was suoh dubiety Another asked whether the World thought his oompany would like to run into a lawsuit by building a concentrator. And there are doz ens in the same position. John Houston of Nelson has taken the A ot under his wing and has declar ed more than once that the city has suoh a right. The Would does not doubt John's word but it does say that those who oppose the industrial rights of the oity to such water find legal opinion whioh confirms them in their interpretation of the Aot and who are quite prepared for fight for suoh interpretation. So whether John Houston is right or not it still is patent tbat the Aot is considered open to doubt by aome. If concentrators are built here it means the employment of saany more men in getting ore for them It means the opening of many mines. And all this means muoh more revenue to the oity than oan be got by goiug after the railroads. In fact their co. tribution would not be regarded as largely important in comparison with the other revenues accruing from suoh a polioy as that here adumbrated. With the exception of the Sunset, all the mines from which the Boundary Falls smelter drew their ore supply are evidently finding ample accommodation for their products elsewhere, so tbat in oase the Bmelter resumes work, tbe management will nave to look to other mines for a continuous ore supply. P. R. branoh line between Oxbow and Alameda, owing to the sweeping away of the railway bridge over Moose Creek, a few mines west of Oxbow. A big washout has also been reported two miles weet of Waskada, and consequently the C P. R. line from Waskada to Lyie ton is. not being operated. Both are minor branches of the road.
