Changes for tbe Batter. What changes have occurred since 1S96? In the commerical world Canada was a speck on tbe map, now she looms large as a national figure. Financially, Canada was not re- I garded as a desirable field for investment, now she is described by a representative of a _ r eat mercantile agency as 'he most satisfactory country to give ample returns and good security for capital. The Nt nbwest was an empty wilderness, a 'source ot expense to the people. To-day it rovi es mes 1 >i '.in. usaud of c r.tenteti ci! t: -t ' roduces a large 'revenue-, Canada enjoys an immense trade with loreign countries to-day. At the time the Liberals came into power the manufacturing industries were at a very low ebb. In Conservative times tbe natural resources of Canada were exploited in tbe interests ofj the few, under a Liberal government the benefits oi tbe public domain are enjoyed by the people at j large. The degree of proptrity wliich I bas been Canada's happy experience is remarkable, It rarely falls to the lot 0: a political party to see its promises fulfiled tat such a satisfactory extent. The Liberals promised tbe people that a policy would be inaugurated wliich would result in larger revenues tbat lhe national resources should be developed in a manner which should benefit all the peoplethat a vigorous immigration policy would be adopted which would result in making of the Northwest a territory of waving corn fields, instead of tbe solitary home of the prairie dog. Dreary Conservative Times. All of this has been done and more, In a short eleven years the Liberal party has changed Canada so that the old days of Conservative regime remain but as a bor-rid nightmare. The days of grafting. jobbery, internecine quarrels, debt, disloyalty and incapacity have been succeeded by honest administration, prudent expenditure of public money, big surpluses, loyally and statesmanship. Scandal Not Popular. One fact must not be over looked, that is that discredited men will not be allowed to monopolize the time of Parliament. When reminded of their own delin quencies, these self constituted cen sots will subside, and the business of the country will proceed. Discredited Men Silent. There should be rfo repetition of the disgraceful scenes of the last two sessionj. Mr. Foster burling his antj-emas broadcast, charging reputable people with crimes, holding up eminent men to derision all of these things should be impossible now. The House can remind Mr. Foster that he has only just emerged from the investigation of a Royal Commisssion with his own reputation besmirched, howthen can he bave the audacity to continue his attacks from the standpoint of one whose record justifies such position? Mr. Foster lias forfeited any right he may have had to criticise, he himself will be object of very caustic criticism should he have the impertinence to obtrude his objectionable personalities upon the House. The same may be said of several ther Conservative members, their unbridled tongues were used to: villify their fellow members, but j inexorable retribution overtook | them in an exposure of their deal-J iugs in which thev traded their positions as members of the 1 Mouse. These gentlemen will not be so flippant in the future. Bearing in mind that tbe Conservative party is so unpopular, and many ol its prominent members have been discredited before the .people, it is u it likely that former attempts at slander and baseless the portions of land to be expropriated for the purpese of diverting the Kiver road.
