THE GOLD DRAIN, London, Oot. 8,—-The threatened drain of gold to the Argentino Republic, whioh in part induced the directors of the Bank uf England three weoks ago to raise the rato of discount to 5 por cont., hits now struck Germany, and 1,500,000 murks of gold were withdraw ii to-day from tho Reicha bank, in Berlin, for shipment to Buenos Ayres. Berlin financiers do not conceal their nervousness at this movement of gold from Germany in the face of a money market which is anything but easy, and, as further orders for shipment of gold to South America havo been received, something like a panic is threatened, and Berlin is at serious disadvantage in case of a drain of this cort, since, unlike London or Vienna, it cannot count upon aid from the Bank of Franco, which to-day holds by far the largest gold reserve in Europe. The sharp rise iu the Bank of England discount rate precludes any hope of naturally sharing ihe outward flow of specie with London, and the Berlin bankers will iu &U probability be driven to ask tor temporary assistance from her. In almost every county iu England and Ireland houses were blown down by the force of the gale, and many cases are reported in which occupants of the ruins remained for hours buried in the river, until rescued from their position by their more fortunate neighbors. In most of these cases serious injuries were sustained by those dragged from the ruins, and in some, death has resulted. In the city of Bradford a largo ware* houso was blown down and the heavy brick walls in their fall crushed in four houses adjoining, Tho occupants woro buried all night under tons of tangled debris and It was not until late this aftornoon that the hundreds of mon who had been set to work at once to roicufl them, managed to drag them from under the ruins of thoir homos. A third question that must not be allowed to go by default, for the credit of tho royal nnd loyal city, is the taking of the necessary steps for a proper reception to the governor-general, who will visit us iu a few weeks. Somo particular-; as to this question will be found elsewhere. Tho former mattor, that of solecting a representative for tho local houso, to be returned by acclamation if possible (as this is the last session of the provincial parliament) will bo the work of the public meeting in the city hall to-night. Every elector of whatever political stripe or shade has an interest in the selection of a good man with correct views and possessing tho general confidence of tlie electorate to represent us at this time in the local house, and the meeting tonight should bo a largo and thoroughly representative one. Jay Gould and Russell Sage, it is said, aro backing the scheme and the intention is to erect a structure not less than 1,200 feet high and 100 fc'-t in diameter at the summit at a eo-t of about §2,000,000.
