The Wtddon extradition bill has passed tho houso of commons, and will become law. This measure, which wo have noticed before, is a beneficent and most necessary one, and will enable Canada to get .rid of a very undesirable class of American refugees that transgress the laws of their country and skip across tlie line to enjoy their ill-gotten gains. It is tbe high-toned American thief, principally, that will hardly bless the Canadian legislators in bis heart for passing this measure. It was greatly feared by the members of this class who have already gained sanctuary in Canada that the bill would have passed in its original shape, containing retroactive clauses. These were expunged, however, while the bill was undergoing amendment, and the act will only affect cases occurring after it is put upon the statute books. This is to be regretted, considering the number of genteel scoundrels that will thus go unwhipt of justice, but a safer nnd fairer principle of legislation has been adhered to ns it is. Quite an anti-Chinese feeling is working to a head at Vancouver just now, and labor organizations are combining und reiterating the old watchword "The Chinese must go!" Chinese competition is certainly, and deservedly, an obnoxious article to white labor, nnd so long as legitimate measures are taken for its exclusion no one will object. But Chinese lmve certain rigiits, just the same as other peoplo, and it is to be hoped that these will not bo allowed to be outraged by too zealous "antis," as was done—and to Vancouver's disgrace, winked at by tho civic ' authorities—a little over two years ago, when the provincial authorities had to interfere and pluce tha city under provincial polico. It is hardly likely that lesson will be forgotten, but the hoodlum element, on the coast, has always proved itself bo ruddy, where Chinese woro concerned, to make agitation an excuse for violence, that it behooves the Vancouver authorities to guard against any approach to tbe scenes enacted at tbo "terminal city" in 1887, should there be any disposition toward such actions on .tho part ol tho present agitators, which we do not say thore is. Apropos cf the comparative merits of eastern Canadians as immigrants, the following testimony is of interest, and is corroborative of our views on the subject expressed in another urticle in this column. In a letter written from Los Angeles to bis paper, Mr. Andrew Pattullo, editor of the Woodstock Sentinel Review, who is at present travelling through - California, says of the Canadians in that state: "The reason for their tiuccess is not far to seek. It is no national vanity that pronounces tbem superior to tho average American, Their success is a tribute to the school system of Ontario, and to the home training of Canadian mothers. They are more thoroughly trained, better informed, more willing to work, moro frugal and steady in their habits than young Americans. With clear heads, sound bodies, a willingness to work, and a determination to succeed they distance their competitors in the race. Too many natives of these states refuse to work. They go in for big speculations, and uro usually waiting for something to turn up, While tbey wait for some chance to make monoy quickly and easily tboy live . high—much highc-r than Canadians, In the meantime 'tenderfoot'from Othor -countries do the work, make the money, and (ill tho places open to them. American business men and capitalists thoroughly understand this. Canadians generally deserve thu respect and confidence shown tbem in this country. They I seldom rob their employers or disgrace their country. In the expressive language of the West, in the race of life thoy 'get there' as often as nny class on this coast." The same is true of British Columbia, Our most enterprising and successful young business men have boen raised in the eastern provinces, ond wo are glad to say that this class are being increasingly attracted towards the "gem of the west." There is room for more. During the recent session of the provincial legislature T. Basil Humphreys, otherwise "the Hon. Tom," made, or is credited with haying made, some vory ill-natured and foolish remarks, in his usual windy style, about what he called "Canadians," who,' he remarked, were ap- pt-dpriately termed "North American Ohinamen." Some eastern papers have got hold of this obscure bosh ' and are using it to illustrate the sentiment that exists in the averoffe British Oolumbia breast towards his brother of the eastern provinces, The troth is that "Hon, Tom" has resurrected an old cob- weby epithet that has been stored on the top shelf for years, and the faet that he did so shows just how wen*—or ill—hois keeping step with tho march of events and the progress of tho province—and nothing more. If "Hon. Tom" actually did mako uso of tbo coarse and uncalled-for expressions which liavo, naturally enough, wounded the sensibilities of our eastern friends, we would advise him to come from out his musty and moss-grown cupboard and get on some exposed and breezy position— Race Rocks, or Government street, Victoria, would bo a good place— and let the wind blow through his whiskers, until ho gets a new idea into his brain. There was a time, before wo were brought into touch with our eastern brethren, by means of the railway and telegraph, that wo did not entertain any more affectionate regard for them than they did for us. But that stato of things is rapidly becoming a memory merely. Wo understand eaoh other better now. Wo have a good deal of "truck" with eacb other, which is constantly increasing, and is bound to increase, commercially, socially, nnd politically. So far from being prejudiced against "Canadians," wo are, as rapidly as can be expected, cultivating a national spirit and learning to considor ourselves as Canadians, although the forco of habit still makes ub British Columbians in the first place. People from any of the provinces, howovor, we havo come to regard as preferable immigrants for populating and developing our province and its resources. It stands to reason thut these are the most desirable immigrants. The institutions of tho various provinces being very similar, little or no breaking-in process is required in this respect, and such immigrants can take their places almost immediately and adapt themselves to their surroundings as valuable and useful members of society. It is true that some of our eastern frionds, settling in this province, have to learn a littlo from our somewhat freer ways and, perhaps, more liberal style of living and doing, but this is soon imbibed with tho air, and is a distinct and welcome acquisition to tbo new comer from the east. On the other hand, the eastern immigrant confers a benefit upon tho land of his adoption by the infusion of stricter business methods and general conservatism in all departments. Oh, no, "Hon. Tom," it won't do for you to malign our brother from tho east. British Columbia knows on which side its bread is buttered. It wants botli capital and population, and fully realizes (from actual experience and observation) that the men and money of tlio eastern provinces are just the "stud'" to a-ssist in developing and building up this new country on a sound basis, commercially, socially and politically. The meeting is also for the purpose of receiving reports from the various committees and for completing the final arrangements for the May Day celebration. The sea lions which congregate off the mouth of the Columbia River to feast on the salmon, are the greatest nuisance the fishermen have to encounter. On Monday last when one of the fish traps at the mouth of the river was opened, eleven large sea lions were found inside, and tlio heads of thirty- four tine salmon, showing that the sea lions had breakfasted on $42,50 worth of fish. The boats engaged in the oolachan Ashing yesterday reaped a great harvest, and as a consequence the surplus supply has knocked tho bottom out of the price of swot-vies. Speaking of the Mcndelsson Quintette Club, which appealed at Vnncouvor last night, and which givcB a concert at the Oddfellows hall, in this city to-night, the New-Advertiser nays: Of the performance of Mr. Ryan in his clarionette solo it is unnecessary to speak, for as master of the melodies of that instrument his fame is too well known to he enhanced by flattering remarks, howover so well merited, nor of the concert work of the quintette, which wns bo effective as to defy criticisms, more especially on the part of those less gifted than themselves. Miss Ryan, daughter of the director, who is a graduate of Paris Conservatory of Mubic, and made her debut last season in Boston with somo success, inherits the talents of her father, nnd has added to theso a cateful training and a cultivated expression. Miss Ryan has a good voice, mezzo rather than first soprano, and sings with very good taste and effectiveness. Both of her songs were rapturously encored, Herr Anton Hekking'a execution on the' violin* cello is truly wonderful, and is inspired by scarcely less than genius. A series of atiti-Cliinese meetings have been held iu Vancouver during the last few weeks, and it is said that a general lockout of ChincBO laborers will bo onforced un the first dny of May. It is to be hoped that if any lockuut does arise tho abuses suffered by tho Chinese laborers in 1887 will not bo repeated. Ottawa, April 25.—In the houso of commons to-day, Mr, Mara, on tho motion to go into committee of supply, brought up it matter uf paramount importance to British Columbia, Ho drew the attention of tho government to the necessity of solving tho problem as to the bost method to adopt for the development of the mineral resources of the provinco. Ho said thut for four years past (he mineral lauds in the railway belt have been held up owing to the suit as to tho ownership of the precious metals. The minora, though they prospected anil discovered veins of minerals, were unable to secure titles to them owing to the conflict of jurisdiction. Capitalists wore equally slow to invest. He instanced as a caso of those difficulties that of the Selkirk Company at Illecillewaet. Two hundred thousand dollars had been expended, but to secure returns more money was needed, Though the claims were recorded with both governments, the company was not able to satisfy English capitalists, who finally backed out on the ground of the insecurity of the title. Those two sots of mining laws were diametrically opposed to each other. Tho Dominion government in the railway belt owned tho surface rights, white tho precious metals belonged to the province. Who was thus to decide upon the titles except a resort was had to litigation) If the silver in any claim exceeds the §alena ore, then the province has juris- iction, which changes to the Dominion if tlie ore ou another day should carry more galena. He quoted authorities to ihow that the two were found side by side. The regulations were essentially different. The Dominion law required a working vertically, while the provincial regulation enabled the miners to follow the dips end spurs. These conflicting lawi should be assimilated and administered by one government. He suggested the necessity of the Dominion exchanging the lands in the railway belt for lands own ed by the provinco in the Pence river district. In tho meantime he hoped that the Dominion would concede to the province tho authority to administer tho baser metals in the belt, Mr. Dowdnoy, as an old miner, favored the suggestion and promised that he would enter iuto negotiations to the end that it might be carried out.
