Everyone interested in the eity'*; welfaro will be glad that a satisfactory basis of agreement bus been reached between the eity and the railway company, and that a by-law embodying tho new arrangement.-" will be introduced in the council at its next meeting, Tho report of the committee of tho council on the new Southern Railway proposal.-;, which was adopted at a -ipecial meeting of the council held Tuesday afternoon, antl published in this paper yesterday, gives the principal points upon which the by-law will bo based, Tho considerations to bo given tlio railway men are practically tho same, it will be seen, aS under the original agreement, with the exception of the larger grant on Lulu Island, for which tlie railway company havo to fulfill the conditions, including tho construction of the Lulu Island bridge and other valuable works, under which the six hundred acre grant was made hy the government to lho city. The assurunco that the main bridge across the Frasor will strike the northern bank within the old city limits disposes satisfactorily of that important point, and, if proper conditions are observed in tho by-law for tho payment of tho bonus, that is, after certain, specified works (which wo hav enumerated in former nrticles) aro completed and accopted by the city, there cau be no question but that fho railway bonus by-luw will have the unanimous support nf the rate*' payers when submitted, As Mr. Ben uotfi was requested four months' time to detenu ino the question whothei the bridgo will bu undertaken imme diately, or a forry put on in the first place,"tho $100,000 bonus for the bridge will not bo included iii the by-law to be introduced next week. The temporary breach in our civic council caused by the resignation, nearly a month ago, of then Mayor Hendry and Alderman .Seoullar, has w,v„. ..g,-,;-* bWo-^u-j .-^puWt- ..,.,1 with ii full board once more the council will no doubt enter upon their onerous duties with renewed vigor and purpose to round out in the four months remaining to them the good record of the fore part of the year, and in this work we predict that the recent additions will prove a source of strength. The council, winch has been a most busy and energetic one since the first, has still its hand'* full of very important work, and the remainder of tlio year will call forth the best endeavor and tho most faithful and tactful service of every member of tho reconstitute board. Upon tho present council will depend in a considerable measure the success of tho forthcoming exhibition and celebra tion, for whicli we bespeak their hearty support and assistance, ns wo do also that of every citizen who can seo threo inches beforo his nose, Following on the heels of the exhibition will be the reception to his excellency the governor-general, who liar, formally suited that he could uot be in thi3 city until on or about th-"* tenth of October It will bo the particular business of the mayor and council, in conjunction with every loyal and patriotio citizen, to see that tho vice-regal visitors aro fittingly received and entertained, and in this we boliove lho council will acquit themselves creditably, In this connection wo might mention that a portion of the preparations for iiu1 exhibition celebration, such as the proposed arches and other adornment-*, will probably be found to come in conveniently for the governor general's reception, coming as it •■.'ill *o soon after the exhibition. Westminster must do itself, honor on both theso occasions, and to do so will require tho cordial co-operation of all. To return to the subject more particularly, the present council will not only have to carry on the important streot improvements already so energetically begun, but will. bo called upon to deal with critical phases of those momentous questions, the Southern Railway and the water works. Other impending duties might bo mentioned, all of which would go to increase the conviction thut our city fathers havo no holiday task to perform, ut this stage especially of tho city's history and progress. They will certainly deserve all honor and credit if they fulfill their onerous and multifarious duties aa well for tho remainder of the year as thoy have in the past, and we have overy confidence that this will bo tho caso. Tho election in Victoria city yestorday resulted us wns generally ex- pectod. Hon. Theodore Davie, the new attorney-general, waa elected by a fair majority over his opponent, Dr. Milno. The latter, however, polled a respectable vote, whon the total number of votes cast is considered, and thi-* will doubtless be nocoptod a** a measure of consolation by the opposition and Dr. Milno himself, although it was probably due more to the personality of the opposition candidate than to his politics that he polled tho voto ho did. The contest as to tho issues which either party attempted to forco to tho front was not without interest, and tho different stand taken on the Canadian Western Railway question by thn two candidates nnd thoir supporters is especially worthy of remark; Mr. Davie, as our readers havo already been informed, had but one plank in his platform, and that plank was, most emphatically, the Canadian Western Railway —tho Canadian Western or "bust," wus practically tho attorney-general's war-cry. lu this he was, with a seeming reluctance at first, supported by the Colonist, the acknowledged government organ of Victoria, but Mr. Davie's colleagues in tho cabinet carefully avoided any specific endorsation of the attorney-general's Oanadian Western "talk." Dr. Milne, of the opposition, heartily supported by tho Times, ridiculed Mr. Davie's "railway policy," arguing in effect that everything reasonable had been already done for the Oanadian Western, that it was now the business of its promoters to go ahead on the strength of their oharter and laud subsidy of last session, and charged the government candidate with dishonestly raising an issuo that was no issue. On the other hand, tlie public school act, with its recent amendments, wns branded as a "political machine" by Dr. Milne and tho Thnes aud put forward as tho chief issue in tho contest. But, owing to tho blundering of the opposition candiduto on this question, by laying stress upon a clause which was not in the act, and it being clearly shown that as a school trustee he had quite recently tacitly approved of provisions which as a candidate ho condemned, Dr. Milne and his party lost rather than gained by their handling of the school question. Whilo a considerable number of tho Victoria elector could hardly have been satisfied at the manifest lack of emphatic endorsation by tho other members of the government of Mr, Davie's ultra railway gush, still thoy judged, rightly enough from their standpoint, no doubt, that, ns between a man who promised so much—and withal, judged by his record in the house, was known to be an enthusiastic Canadian Western "boomer"—and a man that promised nothing, Out honestly admitted that the railway in question had got its start, their safest policy was to elect tho former, moro especially ua he would constitute their third representative in n strong government, while his opponent would rest under tho disability of occupying a bench in tho "cold shades," Who shall say that Victoria did not consult her own interests iu the voto of yesterday? As to the question of more provincial nid for the Canadian Western Railway, the province at largo will have something to say. TilE Oou'mbuv will not lie silent on tbe question. Sinclair returned in Port Haney this afternoon. Win. Dodds, government agent at Yalo, loft fur home this afternoon. Mr. II. Cowan, of Cowan, Shaw MoodcdftEurdei-In(*W'lc*]> Tho facta of tho murderous assault on Mr. G. W. Rasuro, at Yule, last week, wliich have been grossly misrepresented, are substantially aa follows : A kiln of lime had been burning threo days and Mike Brennan, the foreman, went to Mr. Unsure and askod for §20, to go tu Yule nnd pay a bill. Mr. Rasuro asked him to wait till the burning was finished, for should any trouble occur during his absence the whole batch would be destroyed. Brennan suid ho must go to town, hut would return immediately, and it any loss resulted from his absence he would mnko it good. Aftar promising not to get drunk Brennan was given tho money and immediately left for Yule. A couple ot hours Inter Mr. Rasuro went to Yale and found Brennan in n saloon quito drunk and unmanageable. Every argumont was used to induce Brennan tu return to tho kilns, but ho would nut, though ho Dgain intimated his willingness to pay for tho burning if it was spoiled. After notifying him tlmt ho would be held responsible Mr. Rasuro returned to the ttili), Tho men left in charge, uot thoroughly understanding the proper method of burning, let tho fires down nnd thu batch was spoiled, only 52 barrels of lime being saved out uf a burning of 250 barrels. The rest of tho men quit, work and were paid off. When Brennan sobered up ho returned to tho kilns, worked a few dnys and wna then replaced by another foreman aud discharged. In paying him oft* Mr. Rasure.withhold $20 as part re* oompense for tho hm he had suffered. Brennan rofused to take anything but the full amount; and when ho oould not get thut loft, aayiug ho would kill Rasure. Tho next day whilo Mr, Rasure was on tho Yalo station plat* form waiting for tho train, Brennan approached him in a pleasant -manner and asked him to E.top behind tho station for a minute. Mr. Rasure declined as ho did not wish to lose the train. Brennan then demanded his pay in full, which was again refused. He thon said, "D—you, you will nover get away alivo," and made a dash at Rasure, at tho same timo drawing a bowio.lmifo. Rasuro called to Brennan, "Keep back or I'll hurt you," but this hud no effect nnd Brennan struck out, the knife inflicting n deep wound iu ll'tsuru'a arm. lUsuro struck Brennan with his list, whicli sent hlm back a stop, but lie made another charge forward and a bystander culled, "Look out Rasuro, he's got a knife," jumping buck a step Rasuro threw up his arm to guard llie blow, mid iho knife merely cut through his clothing and scratched tho flesh over his nipple. The crowd thou called to Riuturo to run, which he did, but not till Brennan had made a slash at his stomach. Picking up a huge stone Rasuro held his antagonist at bay for a moment, and Mr. Dodds, tho government agent, who had been uu eye witness of the affair, took tho knifo from Brennan. At this moment a man approached tho station with a rifle on his shoulder, and Brennan made a dash to securo the weapon, but Mr. Dodds was upou him beforo ho could obtain lho riflo and placed him under arrest. Mr. Craig, uf tho 0, P. R., and many others saw tho assault, but it was so sudden and short that they had nu timo to act.
