Neither the volunteer fireman of^ho placo ni.i' tho Quebec city brigrarlo, who were sent to tin- assistance, were able to copo with the (treat velocity amongst the wooden buildings, of wliich St. Lauveur is principally composed, the lire sweeping out of existence nearly all the buildings comprised between the parieli church, nt the extreme western limits of the municipality and tho river St. Charles. Hundreds of poverty stricken families ure homeless uud are camped out un the outskirts of the town under a drizzling rain. About two o'clock the men of "B" battory under Lieut. Onl. Montizun- liurt marched down to aid in extinguishing the fire. After heroically working at the blazing house**, hub without avail for somo hours, they determined to try blowing up tome of tho buildings iu order to prevent lhe lire spreading further. Aftei* blowing up 2 or 3 successfully they tried nnuthor, but by some mishap the keg of gunpowder exploded whilo Major Short and Sergeant Wullucl*. wore still in the building. Tho bystanders were horrified to tind that tho burning debris had completely covered tho two unfortunates. Every possible effort wufl mado to recover their bodies, and Sergeant Wallaok'n all but lifeless body was booh extracted, bathed in blood, his right foot torn asunder and tho bone uud muscle.-! of his arms laid bare, while almost all tho akin was torn from his body which was terribly begrimed by tho powder. But thu major's body was covered lo such a depth by a nns-i of wood enveloped it) flumes thut it was impossible, despite the stronuousefforts mndo by the men, to recover it. Sergt. Wallaek was a universal favorite amount the men and occupied tho post of riding master to the battery. It was truly pitiful lo see tho ofiicers and men break down when thoy understood that thoir colonel-major was no more. Capt. Farley wept liko a child aud captains Fages and Rutherford wero almost overwhelmed with grief, whilo the mon stood round m groups with their arms folded and tears iu their eyes hardly ablo to comprehend what bad happened. Major Short's body was not recovered till nearly ten o'clock, and then moro than half cremated. Mrs. Short is in Kingston. Tho firo destroyed over 500 houses, involving a, loss of $150,* 000. Before tho proceedings commenced Mr. Ebeits roso and introduced Mr. Hummersley, who has lately been admitted to the bar of the province, to the bench. His lordship welcomed tho now practitioner in a few kind words. The roll of the petit jury was called and Alex. Struthers failed to answer to hi3 name, A summons was ordered to bo made out against him. The case beforo the court wus thon called and both prisoners pleaded not guilty. The work of choosing jurymen proceeded Blowly, and so mnny jurors were challenged the list was exhausted, and it becamo tho duty of the sheriff to summon jurors from persons present in court. This caused a little excitement and a rush wns mndo for the door, but Mr. Moresby ordored it to bo closed, and disappointment aud anxiety mingled clouded many a brow. Sixteen names were selected, out of which tho following were added to bhe jury: Rubert Keory, J. D. Gillis, F. Stirsky, H. W. Bonson. When bhe doors wore re-opened a general Btaui- pedo for the open air took place, which caused his lordship to remark that it looked like a panic. The jury ns finally empanelled was: F. Stirsky (foreman), Robt. E. Hemphill, H. W. Bonson, Robt ICcery, J. D. Gillis, A. R. Partridge, Jas. J. Mulhnll. J. S. McFarlane, Alex. De- Rose, Wm. Ralph, Archibald McNeil, Alex. Johnston. The court then adjourned, at 12:40, for onohour. The court re-assembled at 1:45 p.m. Both prisoners, to all appearance, as they stood in Iho dock, looked confident and by no means downhearted. Air. Hummersley opened (ho case for the prosecution and addressed the jury in that behalf. He snid evidence would be produced which would convince them that tho prisoners were guilty. Langis wn3 accused of procuring abortion, upon tho solicitation of Sullivan, and Sullivan was accused of being an accessory before the fact. Tho discovery by Mr. Hong, of the shameless intercourse between his wife and Sullivan was explained, and tho final confession of Mrs Hngg, which brought, the matter beforo the court. James Hogg was then called, and being Bworn said.1 I am tho husband of Amanda Hogg; I remember October of last year and have known Sullivan longer than tbat; had noticed familiarity between Snllivun ond my wifo; lusted till 9th of April; on that date my wife said she wus going to Carrall streot to a dry goods store; I went to a window ou tho cast side of my studio; and a minute later I saw my wifo pass by and down the alloy running ulong tho outside of Sullivan's hull. Sho went up tho Btops and entered tho hall and closed tho door. 1 followed her a minute afterwards nnd tried to get in iho hnll, but the door was fastened and I did not succeed, though I tried several times; I then went down tho steps a little bit, nnd ant down nnd waited. A quartor of nu hour Inter I heard a noise ut tho door as if someone wns unfastening it, and then my wife put her head outside, ns if to seo if anyone wub nbout. 1 immediately wont up, and my wife anked, •'what's tho trouble?" I passed inside and saw Sullivan rushing out of the ante-room and making for tho main hall; followed him, but on reaching tho hall he was nowhere to bo seen; found Sullivan nfter a search in a small room; I said, "I'll make this doar work for you both;" Sullivan said "Oh, Mr. Hogg, Oh, Mr. Hogg," several times; I then left the hall aud my wifo and Sullivan remained for a fow minutes, when my wifo came to tho studio; I do not know if my wife slept in the houso that night; I took my two children away and left them at my brother's bouse, I went back and took tho third child away. (Horo the witness completely broke down, and wept, explaining that ho could not bear to think of the affair when the disgrace to tho children entered his mind). I stopped at my brother's that night; my wife went to Rev. Mr. RobsonYsj sinco the 9th of April 1 have had nothing whatever to do with my wife; havo given her money; on the 18th ahe camo to my studio, and we had a convert-at ion. Sho snid she waB innocent. In consequence of tho conversation I consulted Mr, Hummersley and laid an information against Dr. Langis and Sullivan; never knew Langis l.efore 7th of Mnrch. I went to Dr. Langis' house and told him my wifo had called two days be foro to consult him on the subject of a miscarriage; I told him . the trouble seemed to bo comiti*.' on, and Bhe wanted him up immediately. Ho seemed ta know about the case and expressed no surprise; half an hour later he came to my house and attended to my wifo; wns there ob the time, and in the room; on entering the room ho suid "Good morning;" lie made an examination, but gave no remedies while I was there; he stayed about 4 hours; ho went out onco for about ten minutes, and during that timo the miscarriage took place; Mra. Hogg was present at tho time; the date was March 7th; the first timo 1 noticed my wifo to be ill wus on the 0th of March, when sho took to bed; on the 5th she camo into my studio and said bhe hud been to seo Dr, Langis; she luoked very bad. Sullivan's hnll is next to my gallery; tho hall is let to secret societies, and wns used for meetings; Sullivan lived until lately un Cordova street, almost opposite the hall; I mice went on a pleasure excursion with the Sullivan's; my wife was along. My wife might have complained to me of sickness in November last; 1 think she said her courses had stopped, and I got some medicine from Dr. Herbing; in December she complained of not being well; I remember the Madrigal concert, but 1 do not remember whether my wife was too ill or not to go. I had soveral conversations with my wife on her familiarity with Sullivan, and sho expressed great anger when I accused hor of infidelity; ray wifo complained to mo that tho miscarriage waa brought about by fulling down at Mr. Abrey's house; on tho 6th I went to find Dr. Langis, but he was not there, and I left word with Dr. McGuigan, as my wife wub very partioular about having Dr. Langis; on the 5th my wife said she expected a miscarriage; Mrs. Wm. Hogg was ray wife'a nnrso when my wifo was sick; 1 was in the room when my wife was being examined; I saw what was brought away from my wife; my wifo was ill for a week; tho doctor's bill was $25; it was between 5 and 0 o'clock in tho evening when ray wife went up to Sullivan's hall; saw her in tho alley and on tho steps; I suspected my wife and watched hor; that was how I happened to bo on the lookout ut tho window; she was in tho hall about 20 minutes beforo tho dour was opened; my wifo put her head out and looked round; my wife denies lhat there was a criminal intimacy on thut occasion, though Sullivan tried to induce her to yield to him; I went to Mr. Robson that night; my wife was thero and strongly denied criminality; I laid a complaint against my wife bo- fore the Methodist ohurch (document produced); that is my hand writing and signature; after making Sullivan's acquaintance my wifo became more brutal to mo and moro course in her language; I am uot living with my wife at tlio present timo; 1 would not swear to her writing (letter produced); Bhe acknowledges herself to that letter; tho first time I saw it was in the police court. Tho ratepayers of Victoria have passed tho two by-laws voted on Tuesday, involving tho borrowing and guaranteeing of interest on a total of §£5,000, to bo spent on street improvements—$10,000 for an electric street railway, and 845,000 for streets and bridges within the city. The by-laws woro both carried by large majorities. It lias been apparent right along thnt this would be thn result: Victoria has waked up lately in good earnest and ber citizens havo no intention of "getting left," if enterprise and decision will enable them to hold their own and forgo ahead, Thoy recognize that in this stago of the province's development it city that doesn't get out of tho old ruts and provido itself with modern conveniences, and necessaries will bo hopelessly side-tracked and put out of the running in no time. Speaking of tho polling day, the Colonist of Wednesday says: "Tlio obstructionists were nowhere yesterday, tho mossbucks had almost disappeared. The spirit of progress pervaded tbe city." Happy are tho people that are in such a case, wo would say. The capital city is to be congratulated on the passing of these by-laws, and on the spirit of its citizens which is apparent in the healthy majorities given, May the ratepayers of the royal city do as' well, when their turn conies—on the 13th of June next. The council, we think, havo nctcd wisely in arranging to have tho forthcoming voto of the ratepayers taken concurrently (on the 13th of Juno next) on the "Streets and Park Debenture By-law" and the "Water Works Debenture By law," In any event both these schemes would have to be kept in mind in voting for either, and by considering both at the same time all misunderstanding will bo obviated and an opportunity given for decision and action by the ratepayers based upon a com prehensive survey of tho wholo h'eld of proposed civic enterprises nnd improvements for tiio year. Tho aims and the more salient features of the two by-laws, which wo published for the first time yesterday, aro pretty well known to our readers already, having been discussed and explained to a considerable extent in these columns before, and wo believe lhat the intelligence of tho ratepayers leads them to regard both with favor. Tho $85,000 for street and park improvements is apportioned in tho by-law in a way that shows careful consideration on tho part of the council for the interests of the various sections of tbe city, and should commend itself to tho judgment and favor of the rato payer*?. Of the 815,000 for the park, $3,000, it will be seen, is to bo refunded to the' general revenue account of the city—that being iho amount already spent on park work. With the remaining $12,000 a portion of tho park will be thoroughly cleared and fenced, laid off into athletic grounds, ko,, and grounds and buildings prepared for the forth coming provincial exhibition; the necessary amount for this purpose) and for otherwise furthering tho exhibition,will, it is anticipated,be supplemented by private subscription. It can hardly bo argued by one having the best interosts of the city at heart that the 885,000 proposed to bo borrowed for street and park improvements is not urgently needed at this particular timo nor that tho expenditure will not bo woll placed and amply justified. In the mutter of the water works bylaw, our readers aro awaro that, about two months sinco the counoil concluded very favorablo ar rangements for tlie city with the Coquitlam Water Works Company, thereby securing tlio sob control and right in this splendid water supply for the city. The water works debenture bylaw to be submitted to the ratepayers on tbo 13th of June, ia for the purpose, as set forth in tho preamble, of raising tbo sum of §200,000, necessary for completing the works and making the water supply available for the city. It has been carefully computed by competent authority that tlio sum mentioned will complete the works, and the rato roquired for interest and sinking fund, five and five-eighths mills on the dollar, will not constitute an additional tax in tho ordinary sense, as tho water rate will, it is reasonably expected, be sufficient almost from the first to meet both interest and sinking fund, and eventually form a source of revenue for tlie oity. It will thus he seen that the only actual addition to the assessment of tho city by tho passing of tho two by-laws will be tho two and two-fifths mills on tho dollar of the streets and park debenture by-Ia-v. The benefits to bo recoivod will infinitely counterbalance thia trifling increase in taxation, and wo believe that this is the view that will be taken of tho matter by the largo majority of the ratepayers. The latest in connection with the Irish question is tho suggestion, which seems to be regarded with favor by almost every ono except the queen, that an incumbent of the blood royal should temporarily fill the position of lord lieutenant of Ireland, until the abolishment of that offico—which is on the cards for next year—in favor of administering its duties and honors by a chief secretary for Ireland, with the rank and dignity of a secretary of state, H.1UI. tbe Princo of Wales has magnanimously intimated his willingness to put iu half of his time at Carey Castle, and the warmhearted Irish, who arc the most loyal people going, if given balf a show, are understood to hail the prospect with satisfaction and delight. There can bo no question that tho jolly and courteous prince would thoroughly capture tho Irish peasantry, especially, if ho would only identify himself with tho "ould sod" for six months out of the year, and, with his position nnd prospects, to say nothing of his engaging manners, he would, as lord-lieutenant of Ireland, accomplish much good in softening tho asperities and hard feelings that former mal-administrations havo raised and provoked. Tlie Irish have ever been disposed to bo tractable and indulgent, even enthusiastic, towards scions of British royalty. Onco upon o time, history tells us, in tho year of Our Lord eleven hundred and something, a prince royal, hardly in his 'teens, Prince John of dubious memory, was sent across tho Irish Sea, with the commission of lord of Ireland, by his doting father, to conciliato and win tho loyalty of tho Irish chieftains. Tho plan worked well, for tho chivalrous Irish flocked to tlie young prince's court and did him homage • but the foolish boy and his Norman followers put themselves "into the soup" by mischievously tweaking the long beards of the more venerable chiefs and impolitely and as impoliticly laughing in their faces. As a natural consequence of such a wanton outrage on good manners and common decency, tho "emerald islo" speedily becamo loo warm for the viceregal scapegraces, and King Henry's good intentions, which might easily havo been carried out with the best of results, wero worse than frustrated by tho ill-considered and untimely levity of the youthful John, a characteristic which clung to that unfortunate prince, along with other weaknesses, through life. The wind has blown through Albert Edward's whiskers, however, too long for him to be guilty of any such indiscretions as thoso perpetrated by his way-back predecessor, and nothing but good would result from tho Princo of Wales accepting even for a short term tho lord-lieutenancy of Ireland.
