NOTES IHD COMMENTS, It may appear strange, says an exchange, in a country of sixty millions of inhabitants, to hear of the discovery of a waterfall in Colorado said to rival in beauty the Falls of Niagara, There are, howover, still vast tracts of land in the United States unexplored. Many of the States west of tbe Misaissippi have only been properly surveyed in the immediate neighbourhood of railways and a few publio highways. Le Canada adopts a very significant tone in advocating the claim made for a French-Canadian Minister in the Ontario Cabinet. It says: "We would have our part of the*"|vil honours, not for self-lore, buf for tlio conservation of our national dignity. We would have our part in the patronage ud ndminis trative employments, not for ambition, cupidity, or spirit of peculation, but because such should be divided in a fixed proportion. In refuting you violate our rights. Now, who violates the rights of others must expect reprisals. And do not forget we are 150,000." A discussion in New Brunswick of the provincial law relating to marriage hosdisquieted some heads of families in that province. The law requires that the clergyman per- forming the marriage ceremony have the following qualifications; "First, he must be a British subject; second, he must be a minister or a teaoher duly ordained; third, hs must have charge of a congregation*^ their preacher, or be connected therewith." This law prevents ministers who are not British subjects, or who are not in actual charge of a congregation, from solemnising matrimony, and it is claimed that mamagessolemnized by suoh clergymen—and there have been many—are illegal, The Ontario law is not so narrow. Every clergyman resident in Ontario and properly ordained by his Ohurch may legally solemnize marriage here. The alleged immunity of the cigar- makers of Florida from the attacks of yellow fever has been, in a measure confirmed by the results of some scientific experiments niide by Df.' Venienzo Tassinari, of the Hygienic Institute of the University of Pisa. He exposed a number of fever microbes to the fumes of tobacco in a special apparatus constructed for the purpose, and found that in every instance, there wu marked delay in the development of colonies as compared with that of organitms dealt with similarly, but without exposure to tobacco smoke. In a few cases the development was entirely prevented. Dr. Tassinari proposes to extend his researches more fully on a future occasion, The votaries of the weed will, of course.find in these experiments a plea for its use; but it may be suggested that tobacco, if potent to arrest the development of microbe colonies, may also be sufficiently noxious to arrest the development of the human individual. The dispute of the English authorities in India with Thibet, observes an eastern paper, has brought into greater prominence the curious marriage customs of that country. For time immemorial polyandry has been an established institution in Thibet, polyandry being that form of polygamy where a wife has moro than one husband. The peculiar feature of this custom in Thibet is that the wife generally marries several brothers, thus insuring peace and concord in the household, for the Thibetans are of an unimpassioned temperament and subornate all other interests to those of the family. The end which the system serves is that it restricts population in regions where emigration is difficult and means of subsistence icarce. A Moravian missionary once defended the praotice as applied to Thibet on the ground that it did not appear to have an unfavorable effect upon the manners of the people. As for the surplus women they take Hamlet's unceremonious advice to Ophelia and get to a nunnery. An exchange says: On an island within the tropics thero was a grove of cocoa palms. SUICIDE IN JAIL, Marquette, Mich., Nov. 7.—Yesterday Fat Daly attempted suicide in jail by cutting his throat with a small penknife. He was disarmed, and the doctors thought his wounds not serious. He was taken to the home of a friend, where he died to-day. It was then discovered that at the samo time he hacked his throat, he stabbed himself twenty-two times directly over the heart, the knife entering his breast the full length of the blade. Cause, delirium tremens. THE UMBRIA COLLISION. New Yobk, Nor. 12.—An hour be* fore the collision the Umbria had narrowly escaped another collision. The French line steamer LaNormandie, whioh waa also bound out, was running about parallel with the Umbria, and the two steamers could hear one another's whistle at intervals. Suddenly the La Normandie's whistle sounded nearer, and in a few seconds tbe vessel came in light, just before the Umbria's bow. There were cries of alarm, but the pilots on both steamers gave the proper turn to their wheels, and the vessels swung away and in a moment were out of sight of one another again. Ex-Mayor Thatcher of Albany, says that the shock when the Umbria struck the Iqeria did not seem at all severe in face of the terrible damage done to the latter. The discipline on the Umbria wns perfect. The officers and men seomed to know exactly what to do, and their coolness insured confidence among the passengers. The crew of the Iberia seemed terribly afraid that they would be abandoned. Their frantic cries were plainly heard on the Umbria, The members of the Iberia's crew who have been interviewed declare that the steamer's whistle was regularly blown and that the Umbria was running at a high speed. William E. Geddes, the London agent of the Yogeler Company of Baltimore, who is au experienced traveller, uyi that the Umbria was running fully 17 knots an hour, and he had felt surprised that she should be run at such a speed. He says tbe shock of the collision was hardly felt on board the Umbria. Wm. Brown, another passenger, corroborates Mr. Geddes and says some of the passengers knew nothing of the collision until some time afterwards.
