He said the act was passed over two years ago, and a few months thereafter the government deputed Prof. Saunders to proceed to British Columbia and make a selection of a suitable site for an experimental farm there. To my personal knowledge, the senator observed, he visited several of the most suitable places on the island of Vancouver, and also on the mainland. He visited the thriving and prosperous settlement of tho North Arm of the Fraser River, tho farm lands in the immediate vicinity of the oity of West minster, tho Ooquitlant, Maple Bidge, and the Agassiz settlement, AH these settlements are on the north sido of the Fraser ltiver and immediately along the line of the 0. P. B. On the south side of the river he visited tbo settlements of Hope, Chilli whack, Sumas, Langley, anti the South Arm of tbe Fraser, known as the Delta municipllity, where, I have no hesitation in saying, one of tho finest agricultural settlements in Oanada is to bo found. Prof. Saunders' first visit was in the fall of 1886. We wero in hopes at that timo (hat only a very fow months would be allowed to pass beforo a selection would be made and a farm established, but another year passed and nothing was done, and the same worthy gentleman was again despatched to the province on a similar mission, and revisited all the places mentioned, and, I may add, soveral places in the interior of the province, yet nothing has been done. In my judgment the most suitable by far of any! ofr the lectiops visited by the professor for that desirable institution is the lower volley of the Fraser, for the following reasons: The valley of the .lower Fraser is the most central and convenient locality ih the province. Its [climate is a medium between the sbinewhat warmer climate of Vancouver Island and the more severe climate of the interior. It is a mistake to speak of the climate of Brit-' ish Columbia; the province has an area of 3*11,000 square miles, nnd consequently wo have different climes iu different parts of British Columbia. Tho climate on the coast is different entirely from that of the intorlor, and t-o^ujiqtW "f^^lflifll, that climatically, as 'well as geographically, tho lower valley of the Fraser is by all odds tbe most suitable, because it would be taken as a means between the two extremes. We have nearly three quarters of a million of prime land in the Fraser rivor valley, all of which, 1 believe, will be very largely covered with choice orchards, something for whioh the climate and the soil peculiarly adapted it. The locality is more suitable tban any other in the provinoe in that it is on the line of our transcontinental railway. The incoming settler could visit it without any unnecessary delay or expense, and would at a glance see the farming and horticultural capabilities of our' young province. For these reasons I think I am justified in stating that the locality whioh I have mentioned, extending over a distance of CO miles, is the proper Slnco for the proposed farm. A few ays ago, when my lion, friend, Dr, Schultz, brought a similar matter before this house, hon. gentlemen will remember that he laid particular stress upon the necessity of establishing this experimental farm in Manitoba, in order to test that oountry for fruit growing. I have no hesitation in saying that aa far as tho hardier fruits are concerned—apples, pears, plums, cherries, gooseberries, strawbeiries and raspberries—we can challenge the world, I believe that there are no finer fruits grown, or can be grown anywhere, not only as to sine but as to quality. I Urn not so sanguine about the success of tho grapo culture. It is true that in many portions of British Columbia we grow grapes, but I am satisfied thnt if the same attention and care were paid to the cultivation of the vine as elsewhere, and proper selections wero made, it would be at least equal to the most favored portions of Ontario. Of the eight experimental farms the aot provides for, I believe I am correct in saying that only ont) has so far been established, namely the Ottawa, or contral ono. A great many people in my province are becoming somewhat restive and discontented in consequent-oof tho delays that have taken place in making a selection and bc- Siniiiiij; nctunl operations on the Mnii. They aro so far away from tho seat of government, and not aware of .the slow process of doing things here, that they cannot understand why it is necessary that two or three years should be occupied in making a selection after the visits of the very able and competent gentleman appointed by the government to select the site. Some of the extra restive and dissatisfied spirits are cruel enough to say that the act was only passed on the evo of a general election for a political purpose, and doubt very much whether the farm will he established at all, In order to move that doubt from their minds the government should lose no moro time than is absolutely necessary in making the selection and establishing the farm. Having called. the attention of the government to this, natter I hope that I will receive the answer from'the minister that a selection has been made, and that active operations will begin forthwith, Hon. Mr. Abbott—I am sure my hon. friend will regret the strictures he has passed on the government when I make the answer that I am nbout to give to the question. The govornment, as ho correctly states, took groat pains to ascertain where the best place for the experimental farm was, and I believe they decided upon a tract of territory which has been described by the honorable gentleman as the hest in British Columbia for that purpose.. The answer which I have to give to the inquiry is as follows: Toe site for the experimental farm for British Columbia has been selected adjoining Uie Agassiz station, on the 0 J. B.; three hundred acres have been purchased from the Agassis estate. Preparatory work will commence on this farm as soon as practicable. This report contains much information that will be of interest especially to Canadians. The commissioners visited the Unitod States; and-from personal enquiry and other sources gathered a large number of important facts. One of the tables presented in the report shows the rapid development of railway construction in this country. In 1837 Canada had only 16 miles of railway; in 1847 this had boen inoreased to 59. From that time until now the rate of increase was comparatively rapid, and in 1860 there were 2,087 miles in operation; in 1880 it was 6,801; in 1886ithadrisentol0,697. Thecostof constructing railways in this country has been remarkably small. It ia the same as in the United States, and these are .both away below the cost of construction anywhere else. In Great Britain the -average cost por mile is $206,600, in Franoe Sl ;U,000, in Belgium 8123,400, in Germany $103,000, in Bussia $97,- 000, in Holland $95,200, in Italy $94,700, while in Oanada and the United States it is only $61,000. The plaintiff, Mr. Wardle, a well known merchant residing at Hope, deposed that Ah Yuen, the judgment debtor, owed him money in Tespect of goods supplied, but he found that the account given him to secure the aame was worthless, owing to a defective title in Ah Yuen, Therefore he Unlisted on getting other security, whereupon Ah Yuen sold him the pack train in question on the 1st of September lut, which he continued to use and work for his own benefit until the time of seizure. Mr. Wardle was crosa-examined at length to . shew ho had made' ihe arrangement aftor the sheriff a visit, which Mr. Wardle denied.
