Frederick Greenwood, who originated and planned tho paper, was its editor, and his brother, James (freenwood, gave it a good start by a graphic sketch of workhouse, life, signed, "An Amateur Casual." Liberal in its general tone, the Pall Mall, however, supported with enthusiasm the foreign policy of Loiti'Bcacbnsfielcl "as tong as that statesman's colleagues allowed him to have a policy," Many thoughtful essays upon the Eastern question appeared "in its columns from the pen of its earnest editor. About a year ago Mr. Smith retired from the proprietorship in favor of his son-iu law, Henry Yates Thompson, who was at one time private secretary to Earl Spencer (when that nobleman was lord-lieu tenant of Ireland under Mr. Gladstone's former administration), and also a colleague of Mr. Gladstone in the parliamentary contest for Lancashire. Mr. Thompson desired so radical a change to be made in the policy of the paper that Mr. Greenwood resigned his place, and on his announcing that he would continue his Pall Mall policy in a new journal, to be called tho St. James Gazette, nearly the entire staff* of the Pall Mall, including every writer of importance in all departments of the paper, followed his resignation with their own—a proof of the esprit de corps which exists among somo of the men who work together on tho groat pupers. The Pall Mall has since this secession become an out-and-out supporter of Mr. Gladstone, under the editorial direction of John Morley. Lewis Sergeant, author of "New Greece," who was Mr. Morley's second in command, has been succeeded by W. T. Stead, formerly editor of the Northern Echo, famous in the political circle* of Yorkshire, Northumberland and Durham. Mr. Stead is an enthusiastic Liberal. Leslie Stephen joined the staff and Anthony Trollope, up to the time of his death, wrote" sketches and essays for its pages, Of late the Pall Mall Gazette has introduced interviewing on American principles, occasional illustrations and other attractions, and tho paper has gone up largely in circulation, as it deserved, for it was bright, clover and readable. During the heat of tho Anglo-Russian controversy, a month or two since, it espoused tho causo of Hussia, and the Times went so far as to suggest that Russian gold was a factor in this new departure. Some say the paper declined in circulation from this moment, but I doubt it. A large section of the public commended the paper for its fearlessness and its honesty. What the popular ver diet will be on the latest and newest departure of the Pall Mall Gazette it is impossible to say. Iyviim had transferred him to tho Rithet, ho Imd boen on the Rithet for aevernl trips; at the lime tho whistle blow lie know tho Rithet must bo near Cadboro Point, to tho southward; when tlio gong sounded I left my chair and started for tho pilot' house; did not reach the pilot house boforo the collision j wus noar tho door of the saloon when tho collision took place; it did not causo much shock on tho Rifclietj found tho quarter-master in tho pilot houso; he then noticed the position of the Enterprise; the deck began to lift und tho hull to sink; thero was considorablo excitement aiming- the passengers on the Enterprise; he wont down to the main deck, and met Oapt. Rudlin nu that deck; ho asked the latter how tho accident happened; he mado no answer; he asked him why ho was not on hiu own boat; Capt. Rudlin exclaimed, "My God! she's sinking;" witness said she was not sinking rapidly, and ho Bhould bo on his own boat looking after the passengers and getting his boats out; many of the passengers of the Enterprise eliined on to tho Rithet over the boiler deck; noticed that thero waa a rip tide, two currents meeting; Cnpt. Rudlin must have followed lum to tho hurricane deck of the Rithet to assist iu gelling tho bouts out; during this time he noticed a number of men swimming iu the water aud also some of the cattle; the boat waa not sinking rapidly: it was somu ton or fifteen minutes after thu collision tlmt the str. Western Slope came to their assistance; by tho time the camo over most of tho Enterprise passongers wore aboard the Rithot and \ (ho bouts wero picking up tliose win wero in tho wator; the Enterprise rested on the forecastle deck uf the Rithet, and the two ili-i uot separate until the Slopo towod tlio Enterprise away; at this time tho mast of the Enterprise fell over; au there waa plenty of sea room at the timo he considered the llithet perfectly safe in charge of tho fruarter-master for a short timo; had never seen his mate's cortiiieute; ho had told him tlmt ho had one when liu joined tho steamer; he had never asked him for it; witness held iv captuin's certificate; tho Rithet was a properly certificated bout; they lost no passengers; ho had known Randall before on the Yosemito, and when he took charge of lhe Rithet Randall was on tho boat; ho had mado two short trips ou tht Yosemito with Randall us quartermaster and had full confidence iu him as helmsman; had left him before at times in charge of tlio wheel, but nevor when in close quarters; thore was ample sea room where the collision occurred; took charge of the wheel when ho got to tho pilot house; after the collision he noticed that tho wheel waa hard to port; this would have tho tendency to throw tho Rithot away from the Enterprise; the Rithet answers hor holm very readily at times, when currents did not interfere; tlie position tif the Rithet's wheel, hard-a-port, was the proper one for it to be in. Harry Randull, sworn, deposed that he was qtmrtov-mastor of tbo Rithet at the time of the collision; was left in charge of lhe wheel at about a quarter to two; thu steumer at this time was coining through Trial Island Pass, heading up for the beacon; saw the Enterprise shortly afterward over the reef at Ton-mile Point; when the steamers were about a quarter of a mile apart I blew our whistlo; don't know whether sho answered; the steamers at the time woro heading almost directly for ouch other; ho saw the Enterprise either starboarding hor wheel or else swinging with the tide; he made a remark to the mate who was standing alongside of him in tho pilot house saying. "My God! what's tho man trying to do ? He's going tu cross our bow;" didn't shift the wheel thon -was not awaro what they woro going to do; the wheel was a little to port; the mato stopped tho engine, and at the samo time I put the wheel hard to port; this wns at the time tho Enterprise was trying to port; previous to this she was on our starboard bow; sho then shifted hard to port, and wo struck her as sho was passing; at thu time she was hard to port wo were about ton vessel's lengths oil'; did not receivo an order to go hard lo port us that was tho regular rule; the mate helped to put it over; we weru heading toward San Juan island when the vessels struck; the Rithot struck the Enterprise on tho port sido; as soon as tho collision occurred the mate loft the pilot house to clear the boats, and Capt. Insley came iuto tho pilot houso at about tho samo time; Capt, Insloy took a look around, and then thoy both went below to the freight deck; ho there saw Oapt. Rndlln coming aboard in a small boat and heard him singing out three or four times, "On the Rithet, lower the boats;" witness heard tho conversation between the two captains, ns evidenced by Capt, Insley; the latter theu told tho witness to holp the mate lower the boats; tho duties uf the quarter-master aro to steer tho bont, keep the pilot house iu order, and to attend to the gangways at landings; havo boon a seaman all my life; do not hold any certificate; havo acted as mate of a steamer iu tho United States; had not seen tho Eutorprisu whoti Cnpt. Insley handed over tho wheel to mo; tho mato came into thu pilothouse just beforo I whistled; did not know when sho was swinging to the starboard whnt they wero trying to do on the Enterprise; thought she must havu misunderstood the signal; she gave uo indication how sho was going. Robert Maclver being sworn, do- poied—I was engineer of tho Enter-1 {irift tt the time of tho accident; 1 was n charge of the engine at the time, uml was standing on the ladder leading to tho engine room, about five feot from tho throttle, when I heard a bell to slow; 1 immediately plnced my hand ou thu throttle nnd closed it; at that instant tlio bell rang to stop her ntid a few seconds after 1 felt tho collision; tho next moment the steam camo up and tilled the engine room so that 1 could not seo; my fireman was standing by and 1 told him to follow mo; I went up to the hurricane deck and opened tho safety valvo to pro- vent auy danger of nn explosion from the cold water coining in contact with thc boiler; somebody on the Rithot culled out Maolver save yourself, 1 think it was Cuplain Rudlin, ho was on the Rithet; I then went on top of thc Enterprise pilot houso and catching hold of the jib halliard of tho Rithet swung myself aboard thnt steamer; I would not swear to seeing Captain Rudlin, nor did I soo any passengers in Iho water; I am at present engineer of tho Yosemito; havo a first class engineer's certificate. Henry P. Bishop, boing sworn, deposed: 1 was purser of tho stoamer Btiturpriae; just beforo the collision I was at my desk writing, when I hoard thu Rithot whistlo and the Enterprise answer; as soon ns iho boats struck 1 went aft; I heard screams and cries of "Look out;'' I placed somo life-preservers on the ladies; one lady refused a life-preserver because sho thought it would spoil lior dress; I did hot soo Captain Rudlin on thn boat, und there was no onu iu charge of passengers but myself; there wero sufficient life- preservers for all; 1 went on tho deck and jumped overboard, at tho sumo time throwing u stick of wood to a passenger in the water; I was picked up by ono of the Kithot's boat's, and went to assist souio of tho passengers from Iho Enterprise boats; sho was about tiie usual distance from shore; I heard (lie engine bulls ring; I hud ninety-one passongers aboard, about ton of them Indies: think it was more thnn fifteen minutes that tho two beats wero locked together; I saw Capt. Rudlin aftor I got aboard tho Rithot. Stuart Koonati, being sworn, deposed: T was dock hand on the Enterprise at the time of the. accident and was on tho forward gangway on tho port side; when I saw they were going to strike I rati aft and tried to get into my room; thou ran forward and climbed on tho Rithet; I was at the wheel of tlio Enterprise when I tirst saw tho Ritliet, half it milo away, but was relieved just beforo thc collision; I went to tho wheel of* tho Enterprise nt 5 minutes past II nnd loft it about 1:15; as I came out of tho pilot house the captain wont in; wo saw the Rithot Cuming; tho captain and mate woro both in tho wheel-house when I left, nnd throe minutes after tho collision took place; tho Rithet blew one whistle, the Enterprise answered; after the collision I jumped overboard from the Rithot to save Mr. Bishop, who was struggling iu the water; there was no one ou the Entoipriso to givo orders; the mato was jammed betweon the capatau of the Rithet anil tho wreckage of the Enterprise; I tried to pull him nut, but ho was so bruised I was afraid of hurting him; I saw tho 1-fith* et lake a sheer toward the Enterprise, and said, "What's the mutter with that fellow? ho is going to run into us!" Edward McDonald testified to assisting thu passengers to got aboard tho llithet, and that ho saw Captain Rudlin ou tho guard of tho Rithot and that theru was uo one on the Enter prise lo givo orders. It often strikes me as a very curious thing that in America tho Massachusetts man has not tho slightest objection to deal commercially with somebody in California or in thc extremo south, in Louisiana or Texas; but ho has tho groatost objection— no one can tell why, except that it is a superstition—to trade with people in Canada or in Great Britain and Ireland. But why? If wo were all shoved into tlie United States; if wo were ono country, with only ono object, nobody would deny that anything would bo moro natural than that manufactures of thu two countries should intermingle, nnd everybody would agree that it was not only tho bust, bnt also the most profitable thing for the population of the two countries. My point is tlmt tho groat miestioii of military preparations, establish ments and wars will receive in all probability a more complete solution by tho free commercial intercourse of nations than from any other teaching; that if you allow iho pcoplu of other countries frankly and openly to trade with each other, tl\oy will learn tho lussonH of peace from tho psgos of their ledgers.
