So close -has the contest been, so rapid was the education of tho electorate; that on all hands'it is now admitted that if Mr. Gladstone hod delayed the elections for a few weeks and pushed the educational process, a different verdict would have been recorded. There is, however, every, reason for hope iu the immediate future.— Ottawa Free Press. Tlie presehoe of Gen. O'Brien and other distinguished military gentlemen as an imperial commission, to examine the coasts of British Oolumbia and report on the best system of defense, has given rise to a newspaper warfare. The Victoria press take the stand that the fortification of Victoria and Esquimalt is a sufficient protection for the entire province, tho mainland pupers, however, take the ground that while the fortification of those places would certainly "be local protection, it affords no security to New Westminster or Burrard Inlet; and in this respect we are fully in accord with our mainland contemporaries. The idea expressed by the Victoria press is much like the ostrich who thought itself' safe from its pursuers by hiding its head in 'the sand. It forgot for tho moment that the body wos open to attack. It would be the same if Victoria and Esquimalt only were fortified, they would be protected, but the rest of the province would be open to attack. There can be no question that a system of defenco will have to embrace the protection of llurrard Inlet, New Westminster and the coal centre of Nanaimo, and we feel confident that the matter can be safely left to military men of such vast experience as Gen. O'Brien and his associates. They will comprehend at a glance the necessity of protecting the terminus of tho railway and the coal stores, and arrange accordingly.—Nanainio Free Press. The Mexican diplomatic difficulty seems to us like a teapot tempest. Mr. Cutting, while an American citizen, lives and publishes a newspaper in the Mexican town of El Paso del Norte, a Mexican town across the Rio Grande from El Paso, Texas. In his Mexican journal Cutting attacked a rival named Medina, who had issued a prospectus for the publication of another newspaper. He denounced the new enterprise as a scheme for swindling advertisers- Medina promptly had recourse to a Mexican court and forced his assailant to sign a retraction. Mr. Gutting immediately crossed the Rio Grande and published in an American newspaper known as the El Paso Herald a card reiterating his assertion thnt Medina was a swindler, which he had "With drawn the samo day in a Mexican court. He, was subsequently arrested n second time on Mexican soil, and Is charged with deliberate and flagrant contempt of court, sinco he reiterated hia charge) publicly whioh he had withdrawn beforo n court of competent jurisdiction. Cutting's residence and occupation was on the Mexican sido of the river. His libel was first printed and retracted there, and then reprinted in an American paper circulated on both sides of the river. The New York Tribune recites these facts and tjiinks that in the primary right of ' jurisdiction, the facts are on the Mexican side, and quotes the fact that "Mr. Bennett has just been heavily lined in an English court for a libel published in New York on Mr. Field; and the ground of notion is the circulation in London of the New York journal containing the a|)eged libei. It is reported thnt there nro runners at Port Moody, noting for interested parties elsewhere, who make u point of collaring all passengers by the C. P. R. and endeavoring to keep thein from coining to this city. These people are told that it is useless for them to come here, as there is neither land, busi- ness, nor anything else of an attractive kind, and they arc hurried on board the Victoria steamer. A gentleman reports that on Sunday one of the passengers nsked if there was no conveyance to New Westminster. He was told there were three stages; but when the runners discovered a disposition on the passenger's part to come to this city they grabbed liis fyiggage nnd hustled it on board tho steamer! Such conduct ought to be stopped, and to this intent it is of the greatest importance that an immigration agent should lie stationed at Port Moody to look after the interests of those who come by the train. Standard Time. A few days ngo we stated that the C. P. N. Co had adopted standard time on all its steamboat routes. It is by standard time the railway runs, and all the post offices in the country are adopting standard time. In view of these facts it is scarcely necessary to sny that standard time will have to bo adopted by every one who does not propose to get left. If the present variation continues to exist, it must end in general confusion and embarrassment. There is a difference of. nearly 12 minutes between the true local time for this city nnd standard time, the local time being the slower. Standard time is being adopted almost everywhere throughout this whole continent, and will undoubtedly soon .be- the only time recognized for common affairs. For the purpose of making this time, Canada has been divided into live zones each 900 miles in width. Commencing at the east these zones are named as follows: (1) Intercolonial Time, (2) Eastern Time, (3) Central Time, (4) Mountain Time, (5) Pacilic Time. The time for the whole of each of these divisions is uniform, and there is a difference of exactly one hour in time between any two adjoining divisions. The Eastern Time, for example, is one hour slower than Intercolonial Time, and Pacilic Time is an hour behind Mountain Time. It follows that we are four hours behind the people of Halifax in point of time. The eastern boundary of our zone is about Donald, on the C. P. R., near the eastern limit of the province, so that nearly the whole area of British Columbia comes within one division and will have uniform time. Tho new system has been proposed and adopted simply as a matter of convenience, and to remove the difficulties which were so conspicuous, and sometimes so embarrassing, under the old. It was quite impossible for a iiiilwny company whose road extended any distance east or west to observe tho various times that would be true local time at each station. For many years these railways have had divisional time zones in which a uniform time prevailed, but the boundaries of these zones were arbitrary and established at different places by different companies. The present scheme definitely fixes the limits of the zones and proposes that not only railway companies but nll companies and individuals shall keep the same time. There is no objection that we know of ugainst a uniform adoption of the new system, and the sooner this is done the sooner will the prevailing irregularities disappear. In this city thero has always been a dreadful disagreement on time. The schools differ from the churches, the churches differ from the mills, and the watchmakers generally differ from nll others, nnd do not even agree among themselves. Now that standard time has been ndopted by the railway company, the steamboat company, and the postoffice, we beg to suggest that it lie at once adopted by the schools and churches, and the watchmakers, nnd then everybody will adopt it very quickly, Very soon we shall have thc cars running into the city, and nnother standard time-piece erected; and before long we hope to see a line city hall with a city clock that will serve as a regulator for everybody's watch and everybody's movements. Fiiwt Shipment.—Among the freight brought up by the str. Yosemite this morning was 1050 oases of salmon from the British American Pkg. Co.'s cannery at Sseena. This freight went to Port Homm-md, and will be ** sent over the C. P. R., 750 cases to Winnipeg and 1200 to Montreal. Mr. B. Young, manager of the British American Pkg. Co.'s business in this province, eamu up this morniug to look after the freight, as this is the tirst shipment of Ruined fish over the 0. P. U., a fact upon whioh Mr. Young and the compnny may bo congratulated, Mr. Young informs us that there are between seven and eight thousand cases (about 30 carloads) slill at Skeena, which he will ship over the C. P. R, if the arrangements and rates on that road are satisfactory. There are also about 15 carloads at tlie company's cannery on the Fraser, which will be shipped a* soon ns tbey can be lanuered, labeled and boxed. Jas. Roy, M. A., LL. D., of Cobourg, Ont., came over the 0. P. R. last week and went to Tacoma, W. T., via the inlet. Mr. Roy was for some years a professor iu Viotoria university, Cobourg, and is now pastor of the Church of England there. He is one of tho ablest preachers in the Dominion. He is expocted to leavo by the C. P. R. for the east on Thursday. Whnt is thought to be the last chapter in the recent dispute of authority botween tho police magistrates of this city and New Westminster was enacted on Wednesday last, when tlie New Westminster officials took anothor step iu the matter. It will be remembered that a warrant was issued in the last week of July by Magistrate Pittendrigh for the arrest of Policeman Hay on a charge of exceeding his duty. Constable McBrooin came ovor from New Westminster to execute the warrant, but, on being informed that ho liad no jurisdiction hero, aud would be himself arrested if he attempted to put his authority into force, he eventually left without taking Hay into custody. The matter then rested, aud was reopened last Wednesday, when Police Constable Jackson, of the Now Westminster force, was sworn in specially for the purpose, of arresting Policeman Hay. Jackson nrrived in Vancover on Wednesday morning armed with a warrant authorizing tip) arrest. After Hay was in custody, hu asked to be brought bofore the nearest justice of the peace for the purpose of giving bail. Jackson at tirst refused to bring Hay before any justice excet Captain Pittendrigh, producing a warrant, which, on examination, was found to havo -been altered from tho ordinary form permitting a defendant to appear boforo any magistrate in .tho district where the alleged offence was commit- ; ted. As the warrant rood (iu its , changed form) tho defendant would I have beon compelled to have appeared bofore Captain' Pittendrigh wherever he might happen to bo, tho right of going beforo any justice of tho peace in the district being denied. Tlie defendant insisted, through his legal representative, on appearing before the nearest justice of tliu peace, but Jackson still demurring, the question wan referred to Mayor Maclean, who decided that the defendant was entitled to Imil pending the hearing. Bail was thereupon issued, and the hearing of the case was tixed for Thursday morning at 11 o'clock, before the mayor or any other justice of the peace then sitting.
