Perrons who havo arrived here from the east daring the past few weeks are greatly delighted with our climate. In some of the eastern provinces they have liad sleighing since the middle of October, and even Ontario has long ago experienced the chilling effects of the early snowstorms. East of the Rocky Mountains winter is presenting its icy hand, and people are preparing for tbe long and gloomy period when the face of nature will be white and frigid. In British Oolumbia, or in this part of it at least, there has been no winter yet. The fields are green, the flowers and plants in the gardens still bloom and grow, and the we.ther is mild and delightful. There is no climate in Canada that can be compared with the climate of Britisli Oolumbia. Wroni* ng Usual. Referring to the late convention the Guardian, which is very appropriately the organ of Mr. Ohisholm, states that it represented only a small majority of the electors. It says: "The number of polling districts is U, of which 7 only weft represented.* those represented by the 32 delegates have 812 voters; the 7 districts not represented at all have 691 voters." This is altogether incorrect. As a matter of faot there were 9 polling districts represented at the convention, and 5 unrepresented. Tho voting*»wer of the represented districts is 1,151, aud of the unrepresented 466. According to tho ligures given by our cotemporary there are only 1,53,3 Dominion voters in the district, whereas as a matter of fact there are 1,617. It should be remarked also that with one exception (the result of an oversight) every polling division was asked to send delegates, and if some failed to do so the fault does not lie with the convention or those who called it. Sunday Observance. Councillor' Elliot gave notice at last meeting of the city counoil that he would introduce a by-law next Monday to provide for the observance ofthe Sabbath. This is a matter that desires the careful attention not only of the council and citizens Of New Westminster, but of every British Columbian. Large numbers of people are arriving from the cast, and many ot them are seeking permanent homes among us. In eastern Canada the Sabbath is. generally observed by the closing of all business places and the avoidance of unnecessary work. In this country it is nothing unusual to see shops open, bars open, and men engaged in their regular business employments. These flagrant breaohes of the laws of the land, as well as the higher law, give all new comers of the better class a very unfavorable impression. People who have been accustomed to communities where Sunday is observed as a day of rest; especially those who have young families whose best interest they hold to be of more importance than temporary success, view with considerable misgiving the results of making their homes among those who seem to regard no principle that lies in the way of present gains. , And yet these are the very classes of people that are most' desirable as permanent citizens. ' *Theji are safe, ' substantial, and not apt to .become in any sense a burden upon the country, but a source of matorial strength and permanent revenue. Jt has, beep demonstrated by experiment, too, that a man. who. carries, on his ordinary business' on Sunday the same as on other days, cannot accomplish as muoh labor, either physical or mental, us the man who takes a seventh part of his time for rest. A candle burning at both ends may give more light- than one that burns in tbe ordinary way, but its life will not be half as long. Whether the physical, material or moral interests of men aire considered, it is a mistake to allow the claims of the Sabbath to be disregarded. We are not in favor of making the Sunday laws unnecessarily stringent. It is perfectly truo that men cannot be made good by act of parliament, and the liberty of personal action ought always ito be preserved as far as it possibly i can yithout endangering the good of the commonwealth. But tho .difference between liberty and license must not be forgotten, or the principle that individual liberty cannot bo allowed to interfere witli the general pttbljc good. A majority of the people are probably agreed that the observance of the Sabbath would be in the interest of the state, and if individuals attempt, for selfish purposes, to destroy that principle, lh» liberties of suchindivid- uolaraust be curtailed in the public intetest. The grant ia made in the queen's name, tlie fee is held from the queen, and can only be divested out of the queen by her own'act A minister of the orown, be he commissioner of crown lands or filling any other office, cannot- do it in his own name; what he doee to divest the fee is regarded and supposed to be the personal act of the queen. By her assent constitutionally given to the land acts, .it is evicted that, under certain terms and on certain conditions, grants of land from the orown may issue, and it is the duty of; tbe commissioner of orown lands to see that 'those terms1 and conditions are complied with, and when they have been complied with, then the crown will mike the grant, not the commissioner or any other minister., The fee will pass from the crown, not from the commissioner or minister. A mandatnu*, as already stated, is simply an order from the orown to a subordinate officer to do something the law states tobehisduty An order therefore from the crown to the crown to.do something would simply be an anomaly, and under our constitution cannot be.
