In thnt fiction he produces an aerial parullcl to tbtf famous '.'ifaiiitilus," in which Captain Netto- journeyed so many thousand leagues under the sea. Robur the Conqueror devises an aerial machine called the Albatross, which can he driven seventy milos an hour in the teeth of the wind, and can bo managed and steered in any atmospheric conditions, barring the center of a revolving hurricane. It is an ingenious story, and tho sham science with which it is padded gives it an air of sobriety ond reality to the average render. But we have bo fore us a circular which proves that though, according to Jules Verne, the Philadelphia scientists pin their faith on balloons, the aerial machine is already announced to take its departure from an American city. Tho inventor of tho new machine appears to be a Frenchman, At all events, his name is Do Bausset, am! bis nd dress is Chicago. He gives a cut of his machine, which is a cigar-sliapcd cylinder, to bo made of metal plates, and is to support a car containing the machinery, passengers and crew, etc. In external appearance the body resembles the Avitor, which a San Francisco journalist spont a fortune upon vainly some yours ago. There is nothing small about Dr. Do llausset'rs ideas. His airship is to be capable of carrying 200 passengers, and he intonds,pabmit ji year, henco, "startinj^onli Voyage 8f discovery to the Nortli Polo and Aretio regions." He estimates that n month will suffice for the voyage to and from the pole, "allowing ien days or two weeks for scientific observations of Arotic phenomena." Whether ho means that tho passage to the pole will be made in one week is not quite clear, but probably nothing is hazarded in that assertion. In the new ait- ship the flotation is to be effected, not by gas, but by creating a partial vacuum in tho suspensory cylinder. To the objection that the result of this procedure would be the collapse of the cylinder, tha bravo inventor replies by anticipation with equations which at least satisfy him that "a partial vacuum (varying and averaging from J to J of exhaustion) gives ample buoyancy for lifting the cylinder and its car. "Aeroptano"aro to bo regulated by the vacuum and air- valves; the exhaust of tho vacuum being controlled by four powerful pneumatic pumps driven by storage batteries. Horizontal motion will be secured "by the uso of eight compound exhausting nir screws (propellers) displacing and throwing upon tho surrounding atmosphere 270,000 to 300,000 cubit feet of air per minute, an energy suiliciont to impart to the Aeroplano a moan velocity of seventy mile san hour. "Tho projector is somewhat apprchensivo thnt "even to men of scientific attainments his interprisc may appear visionary;" but he says that no one ho far has been ablo to point out any impracticable point in it; that his plan has the approval of many electrical experts and authorities; and that ho invites examination and dis tructivo criticism. Tho opinions of scientific men upon new mechanical inventions have frequently proved to be mistaken as, for example, the opinion of Dr. Lardner upon tho possibility of crossing tho Atlantic withja steamboat, and the opinion of many English scientists upon the traction power of the first locomotive engine. Somo of thorn oven contended that the driving-wheels would not take hold upon a smooth rail, but would simply spin round and do no duty. Remomboring thoso deplorable blunders, fow men of science will declare in advance that an aerial machine is impracticable; but at the same time they will hesitate to indorse it speculatively. As the departure of the Aerophone for the north pole next June seems to depend quite as muoh upon tho success of the inventor in raising monoy wherewith to build it, ns upon tho operation of the principles he is to apply, a good deal of faith must go to the accomplishment of the project, and it is to be feared that tho commodity is not just now so much a drug in tho market as Dr. DeBaua- set could wish. Wheeling, W. Va.t Jolv.lfl.-The excessive heat culminated last night in a terrific storm. The rain and wind were heavy, demolishing tta shade treea and fences and for an hour there was not a second intermission between the flashes of lightning. At Grafton tt was the most severe ever experienced. Mrs. W. T. Oarr wu sitting with her children when the home was struck by lightning, whioh set fire to the bed in, the room. The neighbors running to extinguish the flames found that Mrs. Carr had been instantly killed and three children severely burned by the electric bolt. The residence of Geo. We have laid' that Westminster ia not a boom town, and its best friends hope it never will bo. But while there is no disposition or wish among us to bqoni, there is no reason why we should not be on the look out for legitimate schemes of advertising the oity. During the sitting o( the provincial legislature a good deal of complaint was made by Viotoria members because the C. P. R. people had not made tho name of their city to appear on the telegraph, blanks and the letter heads of the company. This complaint was childishly silly because the map on the telegraph blank was n very diminutive birds-eye view, and did not profess to give the names of all places served by'the railway. Between Montreal and Vancouver ther; was not" a name of any city mentioned, ond it seemed ridiculous enough to find'Victorians shouting about the omission of their city's name when as a matter of fact it was not situated on the C. P. E. at all. Mr. VanHorne, however, saw that the peoplo of the capital were so seriously exercised over this matter that he good- naturedly j promised to have the name of Viotoria made conspicuous hereafter wherever it could be inserted. The people of Westminster, being more modest, have been keeping silenoe, although many things have been done by the railway company whioh seemed to them hardly in keeping with the declaration of Mr. VanHorne that Vancouver and Westminster would be treated always alike, and the success of each would depend entirely upon the energy and enterprise of its oitizens. Por a long time freight rates were so arranged as to discriminate against us. Upon repeated representation that grievance was removed, and we believe Westminster and Vancouver are now enjoying exactly the same rate. We have before us a pamphlet on British Columbia, published and circulated by the Canadian Pacific Bail- way, and professing to give reliable information to immigrants and others. It is a pamphlet of 56 pages, contains two very good maps and a great deal of useful information relating to the oountry. This work was compiled by Molyneux St. John who, we believe, visited the province some months ago. Although the resources of tho various cities and districts are geuerally set forth with fair accuracy, a special exception seems to have been made in the case of Westminster. This, the second oity in the province, and the froth water terminus of the 0. P. R, is passed by practically without notice. Incidentally its name occurs twice in the pamphlet, but it is not mentioned for its own sake at all. Evidently Mr. St. Johni like > good many others who come to this province for a few days and go away under the delusion that they have seen and comprehended everything, did not visit Westminster at all and only learned incidentally that there *ns such a place in existence. If his pamphlet (which goes out, unfortu nntely, with the authority of the 0. P. R.) had been labelled "British Columbia, with Westminster omitted," it might have passed without challenge. Victoria and Vancouver Island occupy a good deal of space in the pamphlet, and Esquimalt, Nanaimo, Vanoouver, Yule, Kamloops, and other places on the railway line or entirely disconnected from it receive proper attention; while Westminster, the largest and most important city connected with the railway in British Columbia, is completely ignored! At the end of the pamphlet are some brief direo tions to immigrants. In these directions the writer is careful to impress his readers with the idea tbat Victoria and Vancouver are Uie only places in the province. They are cautioned to be sure and buy tickets through to Vancouver, and to have all their bank orders and post-office orders made payable at Victoria—just at if there was no bank or no postoffice anywhere else in the province! We have said this is not a boom oity. Secure in the possession of geographical tnd other advantages such as belong to no other community in British Columbia, we are not easily disturbed by what looks like a deliberate attempt to blot us off the face of nature. But there is a limit to patience. It may as well be known that these things are not escaping observation, and that wa an not altogether indifferent to- them. Another pamphlet or two, issued under the auspices of the C. P. R., like the one now before ut, maybe just a little more than we shall choose to stand. It has occurred to tome of our people that if Mr. VanHorne fulfils his promise and, puts Victoria on the company's telegraph Wanks and letter heads, he had better put on Westminster too. A large bush fire has been raging on the hill to the west of the city sinoe Sunday. Lost night the fire was burn* ing briskly, and the glare of the flames could be seen for miles. It was decided at the board of trade meeting last night to telegraph tlie minister of marine at Ottawa inquiring why nothing had been done towards replacing the buoys at the sand heads. The 0. P. N. str. Maude arrived today from Victoria. She brought up a cargo of miscellaneous freight, principally for the canneries. A gang of men have been employed unloading tier during the afternoon. Mr. W. W. Buchanan's lecture in the Drill Shed last night was both able and instructive, ana was listened to with much attention. Thero was a fairly good audience. Mr. Buchanan left this morning for Nanaimo. It is stated that the Manitoba government haa sufficient funds to carry on work on the Red River Valley railway for three months without negotiating the bonds, whioh will not be disposed of until advantageous terms have been secured. The bush fires must be doing great damage to timber. The Woollen Mill.—Tlie ongino and boilora of the new woollen mills were tested this afternoon under a good head of steam. The company expect that in two weeks the mill will be in full swing. Large quantities of wool are being purchased in various parts of the province, and already about a ton is stored in tho company's storehouse. Promoted.—Mr. W. C. Oonthnm, who has hitherto had charge of tho intermediate department of the public schools of this city, has been promoted to the principalship of the boys' department made vacant by the resignation of Mr. D. Wilson, B. A. Mr. Coatham is an excellent teacher, and we think his promotion will givo universal satisfaction. That Patent,—Mr. Robt. Kennedy leaves to-morrow morning for San Francisco where lie will make arrangements for introducing tho now automatic perforator for printing presses lately invented by tho Kennedy Bros. We understand that proposals have already been received from practical men in the east, but tho inventors will probably retain possession of their patent for a while at least Mr. Kennedy will probably bo absent some weeks. Diamond Out Diamond. — Muoh publio interest iB taken in the fight between the C.P.R. and Mr. Sam. Greer for possession of property claimed by the latter at English Bay. Our readers are aware that several very determined attempts wero made by tho company to got possession of the lot, but in every instance so far Sam has come oat on top. While he was being tried beforo the police magistrate in this city lost Monday a large gang of railway men waa at work constructing the traok through the disputed proper* ty. Yesterday morning the men eamo to resume work, but found tho track barricaded and Greer behind the barricade with a decidedly business air and two rifles. It did not requiro much persuasion to convince thorn that under these circumstances discretion was the better part of valor, aud Sam Greer is still holding the fort. . San Franoisco, July 18.—Further particulars have been gathered concerning the murder of Archbishop Seghers, whicli took placo on the 28th November last. The scene of tho tragedy waa tho bank of the Yukon River about 500 miles from its mouth and fully 40 miles from any human habitation. The murderer is Frank Fuller, a youug man from Portland, who accompanied tho bishop as his servant and companion. Ho gavo himself up. No cause for tho deed is given. The murderer is now in Sitka, where ho will be tried. Archbishop Seghers loft for Alaska last summer, intending to do missionary work among the Indians. Fuller was taken along, he being warmly recommended, and tho two started for the wilderness from tho sea shore together. Tho body of the bishop waa loft at St. Michael's. Father Tasse, tho archbishop's assistant, was seen by n reporter in relation to the death of 'tho archbishop. "It was a year ago last mouth," said he, "that tho archbishop asked mo to bring Fuller with mo to Alaska. Ho had known Fuller.several years. Wo started from Victoria on tho 13th of July, a year ago. The archbishop, Fuller, and myself went by steamer to Juneau. Wo thon formed a party and went to Clnlcat from thero, where we had tho things carried across the mountains by Indians to tho huud waters of the Yukon. We built a boat there, and started down the Yukon and arrived on tho 5th September at tho mouth of tho Stewart River. Hero tho tho archbishop loft, with another priest to carry on tho work among tho Stickeon Indians. The archbishop, with Fuller and the Indians, procooded down tlie river. I heard nothing more of them till they reached Fort Yukon. About tho middle of June i learned tho archbishop was dead. From one of the Indian boys who was with tho archbishop I learned tho particulars of the murder. On tho seventh day of tho journey (it was the 27th of November according to tho boy's story) Fuller became morose and quarrelsome. They wero thirty miles from Noulata. Towards night Fuller asked the archbishop to make camp. Tho archbishop consulted tho Indians, who advised against camping there. The Indians said they should camp in a number of Indian houses that would be found a few miles further. Tho archbishop told Fuller tho Indians knew bettor than thoy, and that thoy should follow thoir advice. Fullor complained at moro attention being paid to tho Indians than to him. Ho talked so much about it that tho Indians carried his words to tho archbishop. 'Never mint}!' said ho, 'you know hotter than wo do.' Thoy accordingly went ou tho camp, and made their beds, and all slept together in a line. Fuller was tho first to get up. It was between 0 and 7 o'clock iu the morning, Ho got some sticks ready for a fire, but sat down opposite tho archbishop without lighting them. Tho Indian at the head of thu line as he roso heard iFuller say, 'Archbishop, got up.' The archbishop lifted his head, and half rose up, when he saw Fuller with his rifle leveled at him. As Fuller fired he clasped his arms across his breast und bowed his head. Tho bullet Btruck him Bquarely on tho forehead. Ho nover spoke. Tho muzzle of tho rifle was so close to his faco that it was burned by tho powder. All happened so quickly that the Indian was not ablo to do anything, but whon Fuller began to roload ho sprang upon him and seized his gun, shouting to his companions that Fuller was going to murder thorn all. 'No,' said Fuller, •I want to kill only tho archbishop.1 Tho Indians arrangod the body ns woll us thoy could, and wont with Fuller to Noulata. Fullor accompanied tho body to St. Michaels. He offered to givo himself up beforo a warrant could be taken back for his arrest, and ho was taken to Sitka to be tried. He confesses tho crime fully and cries about it,' We have kept tho witnesses at St, Michael's and thoy will appear at tho trial." Jas.
