In reply to u lottor in tlio Nnnai- uio Free Press we pointed out ii short time ago that in all fairness tho mainland was entitled to the dry-clock money ($250,000) in consideration of tho faot that the cotn- pnnuation money ($750,000) went to the island railway. The Free Press takes exception to this contention and tho arguments by which it was supported, aud maintains, per contra, tliat both dock money and bonus belong exclusively to the island. We cannot permit such a proposition to go unchallenged, und our contemporary must excuse m; for saying at tho very outstart that hio factR und conclusions are utterly groundless. "This dock was purely au island matter," sayB our contemporary, "and the island ia entitled to at least a full share of the refund." So far as the benefits to bo derived from tho construction of the dock were concerned, it was purely an island matter, but not so by any means in respect of tho expenditure. Did the island puy for the dock, or was it paid for by the whole province? In as far us the expenditure was concerned it wns u provincial work, nnd stood on tho same ground us any other public work in the province. In no case, therefore, could the island louk for more than half the return! ($125,000) on dock no count. Now let us look nt the railway bonus. The Free Press says: "Tlie island ia justly entitled to the island railway or its equivalent for tho simple reason that since the year 1874 the island lands have been locked up at the request aud demand of the Dominion, and the commencement of the islund railway is yet among tho problems. The main- landers have got the railway well under wuy and are enjoying the expenditure of $10,000,000 with a further expenditure of at least $10,- 000,000 more assured. The mainland public lands were not closed to settlement till a year or so ago. Such being the case we cannot see the justice of the mainland claiming tbe entire $250,000." With regard to this extract we have to say that the mainland railway belt has been absolutely elosed to settlement for nearly five years, and not one as stated by our contemporary. Further, the mainland has suffered very much moro than the island through delays in railway construction. All goods and passengers coming to the mainland have to pass through Victoria, and aro subjected to extra charges amounting to about one- third, That is, goods imported for the mainland cost about one-third more for freight nnd inotdoutal charges than goods imported to Victoria. The ceuHoii of this is that the ocean mail service readies only to Victoria, and goods have to be transhipped thero for the mainland at a very heavy cost This unsatisfactory condition of a flairs has existed now for over 20 years, If the railway were in operation tho mainland would be placed not only on us good a trade footing as the island, but it would have a deeided advantage ; and this iB especially tho ease with the interior, It is true Hint since the commencement of railway construction the mainland has received the benefit of a large expenditure of railway money. But has that benefit fallen wholly to the mainland? That is surely a generous division, and gives us $250,000. But the dock money is simply a refund of the sum advanced on dock account out of tho provincial treasury. The mainland ia unquestionably entitled to half, or $125,000. On this basis the mainland is fairly entitled to $375,000 as an extra expenditure, while the island gets $625,000. Cau our contemporary dispute that claim with hope of success 1 But we have said that the railway bonus goes absolutely to tho island railway and cannot be diverted from that object. In view of thut fact we claim that the whole dock money should go to the mainland, und we think this claim is so reasonable under ull tho circumstances that it euu scarcely meet with successful resistance. •Scientific -jttwaUiing. Boutolle that tho magnesium light, as used by the U. S. Coast Survey, is an effective night-signal for distances as great aa forty-five tu seventy miles. Even tho ordinary student lamp with a parabolic reflector may bo seen as much its forty milea awny. A remarkable mirnee is reported to have been seen recently at Sala, Sweden. If it has been correctly described, it showed clearly a sea-shore town in EiiBtorn style, with temples and niiuaretB. ■ To the left appeared a forest of cypress trees, while in frent was a moving train, and a body of soldiers marched along with thoir bayonets gleaming in the sun. The apparition lusted nearly an hour, the time being between eight aud nine o'clock a. in. By experimenting upon dogs, rabbits and Guinea pigs, Mons. Pnincnre line sought tu determine whether petroleum vapor is liable to injure persons inhaling much of it. In nn atmosphere resembling that breathed by most petroleum-users Guinea pigs lived only from one to two years, but the other animals appeared unaffected. He recommends, however, that the vapor be broathed as little na possible, attention being given to ventilation, keeping stock in closed vessels, etc. It has been estimated that at least 6,000 meteoric stones reach the earth annually. Mr. Combe seems to have shared Mr, Williams' opinion that such deviation is general among the descendants of early English settlors, "Do uot understand me at all," said Prof. C. A, Young iu u late astronomical lecture, "as saving that there is no mystery about tho planets' motion. There is just the ono single mystery— gravitation—and it is a very profound one. The crops are looking exceptionally well, cattle are thriving, markets aro brisk, prices are good, employment is abundant, and money is plentiful. But the agriculturist ii not able to meet the demands for consumption. Large quantities of farm and dairy produce are still coming from the adjacent ■ territories. We want moi-e farmers, more stock raises, more butter and oheese makers, and more manufactories. We have the resources, but we have not men enough to develop them. The License Act. We have before us a copy of the new Dominion license act, passed at the close of the last session of the Canadian parliament. As this act will undoubtedly come into force on the first of 1884, and will regulate all liquor licenses, it is well that . those whom it concerns may become aware of the faet. In the firat place it is apparently a piece of folly for persons at this time to invest money in the erection and fitting up of ' hotels in places where the population will not justify the granting of a license. At Port Moody, for example, there are now two licensed ho-* tela, and there are two others ready for occupation and a fifth is in process of erection. The new act will certainly nob give port Moody moro than two licenses. It must be evident, therefore, that three of the Fort Moody hotels can get no license after the 1st May next The new law declares, also, that "No shop license shall be granted to any person to sell liquors in any store, shop, place or premises where groceries or other merchandise are sold, or exposed for sale, or in any store, place or premises connected by any internal communication with such first mentioned store, shop, place or prem ises." It is provided that grocers holding shop licenses at the time of the passing of the act (Inst May) shall be allowed a certain time to dispose of tlieir stock on hand, but no shop now applying for a license can claim that privilege. The provisions of the act are very stringent, and the punishment provided for violations of it severe enough to deter those who contemplate anything of the kind. Under these circumstances it would be foolish for any person now to seek for a license to sell liquors in a grocery, as in any case tbe license must be rescinded when the new act is applied. The license courts meet next Friday, and their actions should be governed to a certain extent by the provisions of the new law. The Victoria Standard publishes an interview with Mr. Jas. Reid, M, F. for Cariboo, in whioh that gentleman is represented as making tbo following statements: "I very much doubt whether the law will ever apply to this province or not The act was passed, in my opinion, to apply more especially to the province of Ontario, where the granting of liquor licenses was comparatively unrestrained and where what may be termed the whiskey vote could be so manipulated as to govern the representation from that province. * * * But it is quite probable that no such commissioner will be appointed for British Columbia and hence the act will not up- ply." If Mr. Keid really made such statements, his opinion is entirely at variance with that of Mr. Homer the representative for this district, or Senator Mclnnes, of this city. Then gentlemen have no doubt whatever that tho new law will be applied to this province. Mr. He-id's statement respecting tho Ontario license Hystem is very wide of tlie mark. It is admitted everywhere that the Crooks aot, for several years In force in Ontario, is one of the best lioense acta in the Dominion. It has reduced the number of licenses by about one-third; and it wu really made the basis of the new Dominion aot In several respects, however, the Dominion aot is, in our opinion, a decided improvement on the Ontario aot We hope when the new law comes into operation it will have the effect of doing away with man/ of the abuses whioh sur- rauid the liquor traffic in thia prov- ince. It will certainly cut off a large number of the lowest drinking places, and it will make impossible such occurrences as took place at Maple Ridge not many months ago, when 4 licenses were granted in u community where thero was cev tainly not room for more than one. Fifty batteries of artillery have been ordered to take tho tiold against Franco, and are now concentrated at Tien Tsin, awaiting transportation to Annum. Tlie forts all along tho coast of tho gulf of Pccholo are being strengthened. Incoming settlers aro still taking up land. From Burrard inlet. Fort Simpson. (From tbe Vfetorla Colonist.) Mr. Ralph, surveyor, who left Victoria on March 28th on a surveying expedition, returned yesterday by the steamer Otter. He states ho surveyed 17 quarter sections in tho vicinity of Fort Simpson, the land being rocky nnd unsuitable for anything but town lots. The surrounding country is well wooded, but the timber is scrubby, though there wero somo good looking trees here and there. The soil is good, and away from tho const tho country is mountainous. The harbor is one of the best on the const with deop water close in shore, and its widest portion is threo miles across. The timber whioh prevails consists of red and yellow cedar, spruce, hemlock, pino and alder, and though tho country is hilly, thero nre somo stretches of level land. Thero are fow whito men to be found, aud Indians nre difficult to lure, ns they are busy at work at sawmills or engaged in fishing. They put up largo quantities of what they term''muck- a-muck," oolichan grease, which is an object of barter among themselves ns food. Mr, Ralph observed a fow minerals, but among them woro some specimens of mien, some of them livo inches square and one inch thich, which would split into a hundred transparent sheets. He also found somo good specimens of jet and amber on the beach near Mnssett, Queen Charlotte's Island. Although the Indians have lived on this group of islands for n century they always supposed thore were no door on any of thom. WHAT ARE PORT MOODY BEANS WORTH ? A case came over from Port Moody last week arising out of two much whiskey and axo handle. Messrs. Ferris nnd Webster, J, Ps., sat ou it nearly all day Saturday, and during the courso of tha enquiry some peculiar foatures wore developed illustrative of saloon life at Port Moody. It seems that a man named Brown had been drinking aud playing cards all night at the Caledonia saloon, nud next day (tho Oth) ho began smashing things up in the bar-room, Mr. Scott interfered, and tho man wont for Scott, striking him twice with his fist. Scott then picked up an axe helve and struck Brown two or three times over the arm, completely disabling hiin and inflicting some very ugly wounds. Ho thon wont for Constable Shurpo, who arrested Brown, and the prisouor entered a counter action against Scott for assault. The magistrates fined Brown 91, nnd 81.50 damages, with costs. Mr. Muir expressed himself as confident that tho Northern Paoifio Railway will bo completed through from tho East toSoattlohy the lst of September whon tho Company will be prepared to deliver freight from Now Vork to Portland and Bound ports. The sec ton between Kalama nnd Portland w.li;bo completed in time for the date filed for opening, and until a bridge i>i built across Columbia rivor trains will be crossed in a frigantio ferry-boat capable of accommodating 30 cars. This ferry-boat has beon built at tho East and is shipped in sections for Portland, whero it will bo put togother. Tho company intend to havo tho samo through rates to Sacramento and Seattle as to Portland. Aa thoy aro desirous of cultivating the trade of British Columbia, freight from Montreal to Victoria will bo laid down at about the samo rotes as from New York to Portland. Probably a Blight addition may bo mado for carriage from Seattlo to Victoria, but if so it certainly will not exceed ?2 por ton. The tariff of freight rates contemplated by the Northern Paci6e Kailway Company on its through business from East to West will bo similar to that ruling between New York and San Francisco. The advantages to the merohants of Viotoria of forwarding eastern goods over tho Northern Pacific Railway will be a saving in cost of the freight from San Francisco to Victoria and a considerable saving in time, as freisht sill be oarried botwoon New York and Victoria in fifteen days. Mr. Muir was not in a position to atatewhat the passenger rates between Viotoria and New York will be when the N. P. line is completed, but remarked that they would bo reasonable, and that the rates between St. Paul and Portland are now 8100 first class, $*75 second class and 845 immigrants. Ab Boon as the through line is opened Mr. Muir anticipates quito a rush of peoplo from the Eastern States into Paoifio Northwest, many of whom would doubtless settle in British Columbia and Alaska. In anticipation of inoreased travel on Pugot Sound waters two magnilicant steamers aro now under construction for the company, one of which, an 18-knot boat, with all tho latest improvements for the comfort olid accommodation of passongers will be run daily between Viotoria and Seattle. Now that parliament has beon prorogued at Ottawa there is no longer an excuse for any further delay on the part of the Dominion Government in throwing the railway land-belt open for sottlemont, bo that immigrants arriving by tho new trans-continental route can settle permanently in British Columbia.—Victoria Colonist. Death or Uncle Tom. The B*v. Joaiah Henson, the original of Mrs. Stowe's "Uncle Tom," died on the 5th May, at Dresden, Ontario. He was born in Maryland on the 15th of June, 1780, but tho most trying of hiB experience as a slave happened in Kentucky. Ho was sold from master to master, hia pedigree being given tho same as that of a horse. He bought his freedom, hut was taken back into slavery again. He was sont to New Orleans in 1829 and was separated from his wife and children. He then determined to cscapo, and joining his wife and family near Louisville, ho travelled to Canada on foot, carrying two of his children on a knapsack. The story of his escape was printed in tho papera and Mrs. Stowe utilized it in her novel "Uncle Tom'a Cabin." Eva, Topsey and St. Olair wero drawn from life, and Mr. Henson often vouched for the truth of tho story. Ho went to England some years ago and had an interview with Queen Victoria, who received him very graciously and presented him with her photograph in a handsomo gold frame. He had forty-four grandchildren. Lately his health was had. Ho suffered from paralysis, brought on, as ho believed, by the cruel beatings he received as a slave. On ono occasion his master, whom Mra. Stowe has immortalized as Legreo, broke both his arms with a cudgel. Mr. Henson was cheerful and jovial to the last, despite his infirmities and his age. Chinese Immigration. Some days ago, it is stated, a meet' ing of the Chinese merchants of Vic toria was held to consider tho question of the present influx of Chinese, and it was resolved to send a despatch to the companies in China asking them to allow no moro of their countrymen to come to British Columbia for the present. This evidently shows that thoy think there aro as many of their countrymen here as tho province can absorb. It is furthor stated that about 2000 Chinamen died last year on tho railroad, but thero aro many others who leave helpless and sick and bo- come a burden on tho Chineso community in Victoria, which iB not admired. The water in China is very soft, and tho water here the Ohinose Bay ia "too sharp," and does not agree with Chinamen, in addition to which they have to contend with a changeable climate whioh ultimately, under exposure, destroys their health. However this may be it is likely that, for a whilo at least, Chinese immigration into tho province will receive a check, as tho Chinese themselves are ovidently alarmed at the prospect of a pauper community arising among them, which they would find it difficult to deal with.—Colonist, Gen. crook's campaign. ANXIETY AND UNCERTAINTY CONTINUE. Fort Bowie, A. T., June lst.— From the best Bources of information it is learned that tho military authorities familiar with Crook's intentions and plans of tho campaign think his force is now iu tho heart of the Siorra Madro, 300 miles south of tho boundary line. After driving tho hostiles to tho Chihuahua alopo, and possibly killing several, he was seoking tho Apache, camps, whore tho squaws are, and wliich woro thought to bo in the neighborhood of Caralahas, abovo Casa Grande. It is believed tho hostiles havo divided, and Crook is trying to force thom out of tho mountains to tho Sonora sido, and to join his troops with tho Mexicans under Garcia. This end is sought to render unnecessary tho taking of moro American troops across tho lino. Tho forco of 300 undor Major Biddle, scattered along tho Mexican border in Now Mexico and Arizona, is in communication with Fort Bowio. Couriora from thore last night brought nows confirmatory of Crook's progress south through tho mountains, though nothing official has boen received. Tho courso south from San Bernardino Springs, on the bordor line, through the frontier to Janos, is reported open, and tho ability of Bid- dlo'B command to tako Crook's trail and reinforce him, if necessary, is not doubted. Tho non-arrival of a courier from Crook is understood ot tho military posts of Arizona ns tho carrying out of his polioy in pursuance of that understanding with tho Moxisan olli- cers. Thoso on both sides aro fearful ot interference by thoir respective Governments, nnd Crook will not make a special effort to put himself in telegraphic communication with the War Department till tlio object of his campaign cannot be defoatod. He still has one month's rations, nnd can continue oporationB that long without difficulty. Tho San Carlos scouts aro believed to be entirely trustworthy by the army ollicors. Boforo crossing the lino, Crook loft word ho wanted no dispatches to follow him. Washington, May 31st.—Lieutenant William Baird, Sixth Cavalry, has just returned from the Mexican frontier' In reply to a question why General Crook did not tako with him into Mexico a larger forco of cavalry, ho said: "HiB action ill that respect is not fully understood. He took all the men he could possibly provide transportation for. Everything in the way of provisions and baggage had to be carried on the back of mules, and nll tho mules that could bo procured at the different posts were hronght in. Those mules aro nut very plentiful, and his force had to bo regulated in accordance with tho supply. It was absolutely necessary to tako scouts to track the enemy. General Crook took with him as far as tho bordor eight or ton companies, with which ho formed a cordon along tlio lino. Six companies wero left in the vicinity of San Bernardino, under Colonel Biddlo. It was with ouo of these companios that I was stationed. It is a terrible country thnt General Crook entered, perfectly desolate, and tho houses of tho ranchers that used to stand along tho base of the mountain have boen swept away by tho Bavages, and an occasional desolate hamlet is all that is left of tho villages. The great difficulty General Crook has to contend with is tho scarcity of water. Tho scouts only know one or two places where water can bo found, but the fugitives know where overy drop is in the mountains. The most cordial relations existed between General Crook and tho Mexican authorities, and his plans and inton- tions are fully approved by thom. I think no uneasiness need bo folt for the safoty of Genoral Crook. We liad tho idea down there that ho know what ho was about, and would como out all nght." Cured by Faith. A special from Monticollo, N. Y. says a curious instance of faith cure hero is exciting much comment. Mrs, Floyd E. Lindsloy, a former's wife, was eleven years ago ill with some trilling complaint. The doctors, she says, mistreated her caso, and sho was left with a sorious constitutional disease. Since 1870 she has boen con fined to her bed constantly nnd has been a great sufferer. Several doctors from Now York city made a study of her case and tried overy method and medicino without success, and they at last told her that nothing more could bo done. For the past year sho has beon growing rapidly worse. Hor nerves wero in such a state that evory noise was agony to her. Hearing of a faith cure recently performed in Massachusetts, hor thoughts wero constantly recurring to that subject, and she finally determined to test its offi- cacy. Sho asked tho Rov. Messrs. Carley, Davis and Mackey, clergymen in the village, to pray for her recovery on 0 certain night. A request was also sont to tho Fulton streot prayer-meeting for prayers at the same time. "God gave 1110 faith," sho said to-day, "to believe Ho would heal, because Ho has promised to, nnd on tho evening appointed for tho prayers, I unmistakably felt tho thrill of His healing touch." As tho family had retired, Mrs. Lindsloy did not awaken tlioiu to toll tho good nows. Noxt morning, when her husband camo in to breakfast, lie found his wifo sitting at tlio breakfast table. She liad dressed hcrsolf, some thing she hnd not dono before in years, and wns around tho house ns lively hb though sho had not boon ill.
