The family has lived on the borders of England and Scotland for oonturies. Bom at Matfen, Northumberland county, England, on the 30th June, 1842, and was educated at Whittington. Married 3rd July, 1873, te- Martha, fourth daughter of A, R. Kier, Esq. Was in business as a merchant in Newcastle-on- Tyne, England, before coining to B. 0. Was road commissioner under the orown colony government before confederation. Was leader of the opposition upon the meeting of first session of second parliament. After confederation upon defeat of the Walkem administration, resigned the leadership in favor of Hon. A. 0, Elliott. Held position of minister of finance and agriculture until resignation of Elliott government in 1878, when he was again elected leader of the opposition, a position which he held until January, 1883, when he was called upon to form a government upon resignation of Beaven government. Then became chief commissioner of lands and works. Introduced and carried the free laud act ot 1874, the line, fence and water course act 1876, the the sheep pasturage protection act 1877, And other aots of more or less importance. First returned to parliament at general eleotion 1871; reelected at general election 1875, and again, by acclamation, in 1876, upon acceptance of office; re-eleoted atthe general eleotions of 1878,1882 and again last year. Represents Cowichan district. Residence James Bay, Victoria. HON. JOHN ROBSON, son pf the late John Robson, of Sarnie, Out, a native of Scotland, who emigrated to Canada in 1820, and settled in Lanark, Ont., by Euphe- mia Richardson. Born at Perth, Ont., Uth March, 1824. Educated at grammar school there. Married April, 1854, Susan, fourth daughter of Oapt. John Longworth of Goderioh, Ont Was editor and publisher of the British Columbian newspaper, nud a lieutenant in the Home Guards, rifle volunteers, and i\ J. F. for British Oolumbia. Was mayor of New Westminster in 1866 and paymaster of the Canadian Pacitio Railway in British Oolumbia from 1875 to 1879, when the position was abolished. Sat for New Westminster district in the legislative council of British Oolumbia from 1866 to 1870, and for Nanaimo from 1871 to 1875. Being a legislative councillor nt the time of the union tho title of Hon. was confirmed to him for life. Became provincial secretary and minister of mines and min ister of finance and agriculture in the administration of the Hon. Wm. Smithe, 1883. Is also minister of education, Elected for present seat at general election 1882, re-elected on accepting office, and again at general eleotion last year. Represents New Westminster distriot. Residence James Bay, Victoria. HON. ALEX. EDMUND BASTION DAVIK, bora in Somersetshire, Fug., Nov., 1846. Educated nt Silcoate's school, Yorkshire. Married Deo. 3rd, 1874, Oonslonoe Longford, third daughter of T. S, Skinner, Esq., of "Farleigh," near Maple Bay, V. I. Admitted as an attorney of Britisli Oolumbia, 1868. Called to the bar of this Eravine* in 1873, Is one of the enohers of the law society. Was law clerk to the British Columbia assembly from 1872 to 1874. Appointed member of exeoutive counoil nud provincial secretary 1877. Became attorney-general in adminis tration of Hou. Wm. Smithe, 1883. First returned to parlinment for Cariboo nt general election of 1875. Defeated on offering for re-election on appointment to office in 1877. Was not a candidate at general election of 1878. Re-elated for present seat at general taction 1882, ■nd on his appointment to offloe, ■nd again at the general eleotion last year. Represents Lillooet. Residence James Bay, Viotoria. ROBERT BEAVEN, son of the late Rev. Prof. Beaven, Toronto. Born and educated there. A merchant. Married the daugh ter of Rer Wm. Ritchie, of Geor- gino, Ont. Appointed gold commissioner 1873. Was member of executive counoil and chief commissioner of lands and works from Deo., 1873, until resignation of Walkem government Jan., 1877, Appointed minister of finance on resignation of Elliott administration in 1878. Became premier on elevation ot Hon. A. Walkem to the beuoh in 1882, a position which he held until he resigned with his colleagues in 1883. When "the opposition has no hope of electing a speaker, it has been thc custom to abstain from opposing the government nominee unless he was unfit for tho position or otherwise quite objectionable. No valid objee tion could lio ngainst Mr. Pooley as speaker, and thoro wns manifestly not the ghost of a chance for the election of a speaker by tho opposition. Under these circumstances a judicious leader would have refrained from making nn exhibition of his weakness and the manifest smallness of his forces, and would have avoided a division until some question came up upon which he could hope to alienate the allegiance of some government supporters. But Mr. Beaven nnd Mr. Bolo seem to have forgotten the wisdom which comes of experience, and rushed ahead to certain defeat. Not only did their motion fail conspicuously, but their nominee indignantly repudiated them and resented the liberty they had taken unwarrantably with his name. S.H.WEBB, dja25!2 Chief Engineer The Inter-Slate Bill. for some time the United States congress has had under consideration a bill to regulate American railway tariffs, and thero seems to be a general belief that the bill will certainly becoiuelaw. Tho purposcof this measure is to prevent discrimination of railways and other com mon carriers, and to equalize the tariff. It is the practice now, and has been for many years, for railways to give a through rate very much lower than the local rate, and to make special rates between points where thoracis competition. Under this ampigejnent SHugh freight may be earned three thousand miles" between competing points for a less rate sometimes than three hundred miles where thero is no competition. This brings about many curious anomalies. It happens, for instance, that a person can ship freight from San Francisco to Boston over the Canadian Pacific By. cheaper than from Kamloops to Winnipeg. It happens also" that passengers going from Kamloops. ._to .JIoalra.1 .can save quite' V lot of money by purchasing tickets from this city. Discriminations such as these are very plentiful, and have produced a great deal of prejudice against the companies who make them. The interstate bill aims at removing thoso eccentricities. The effect of the bill cannot yet be definitely ascertained because some of its provisions are not very clearly understood. If the railways are forced to charge the same rate for local and through traffic, they say they will be obliged to abandon through traffic altogether. To carry local traffic at through rates would mean absolute ruin. If thia should come about, thc through traffio now going over the American road, would all fall to thc 0. P. K., because its operations would not be affected by the inter-state bill. But this can hardly be expected, for the railway companies will surely find some way by w1iich the through rates may bo maintained at a figure sufficiently small to secure the tiade. But it is only a matter of time when the people of Canada will be forced to adopt similar legislation to that now being adopted in the United States. The monopoly and discrimination of tho railways have beon ainnng thc most conspicuous grievances of the Cans. dian Northwest, and have become a serious menace- to the prosperity of thia province also. It will be the duty of tho Canadian parlinment shortly to devise some means by whioh this grievance may be mitigated or removed. If the inter- ■tate bill accomplishes this object without seriously endangering the railways, it may be taken as the basis of legislation for our own country. There is likewise a clause in thie bill whieh forbids the granting of free passes over any American railway except for cause. Under thii clause no more passes may be inued to senators, members of con- greis, or members of atate legislature*. Thie ie a most proper precaution. Both in the United States and Canada it has become customary to iieue free passes to members of almost all legislative bodies, and tht evident purpose in many cases hai been to eeoure favor from these houses.
