12*^1* WLX. mm gaUg glwtiali Coltrmbian t-rlday Evening, Sept. 3. Man. It ill announced that the Canadian Pacific telegraph system will be ready for the transaction of commercial and other business in the course of a few days. This announcement, .of course, Will be received with general satisfaction, There will, how ever, be less enthusiasm than there would otherwise have been, in consequence of the added statement that it iaaot int-oded to make any reduction in tht present ratss. So far as eastern Canada is concerned this may not be unreasonable, but it is to be hoped an exception will bo made of the Canadian Northwest. Here the present, rates, both for commercial and press business, are altogether too high.' The commercial rate is the highest that prevails on the continent, and is altogether inexcusable in view of the large amount of business exchanged between this portion of the Dominion and oastern Canada. A lower rate than at present prevails we believe would pity both companies, as it would lead to many communications being sent by wire that are now entrusted to the less speedy facilities afforded by her majesty's mails.—- Winnipeg Sim. . Seventy-Six Suicides. The story is cabled from Europe of a lady who lost some $60,000 at the Monte Carlo gaming tables, and Who in despair committed suicide. It is added, as an awful commentary on the tragic record of Monaco ihat this self-murder makes the leventy-sixth case since the season wgan. Monaco, the name of the irincipality ,of which Monte Carlo s the larger part, is the oldest and imallest kingdom in the world. Its irea is eight and a third square oiles, its army numbers soventy- wo men, and its total population ibout 7,000 persons. The tourist rho visits it—aud every one who [oes to Nice rides on nine miles east 0 Monaco—is informed that art rrow oan be shot over it in any irection, and yet it is the center of ambling in Europe. Tlie climate i delightful, it rivals even Nice as watering-place, and Baden in its itlmiest days is eclipsed by this plendid seat of sin. In the year 869 all taxes in this diminutive irincipality were abolished, and the o venues are now derived entirely rom the rent of the Casino, where laming is carried on. Gambling, or ather the gaming establishment, is h the hands of a joint-stock com- iany with a oipital of fifteen mil- ion francs, or about $3,000,000. [he inhabitants of Monaco are not lermitted access to the gaming jables. They, however, have a deep nterest in the game, as it is by it ihey are secured complete exemp- ;ion from taxation, while at tho lame time large prices are pnid for he use df their lands in the principality. It is thirty years since ;ambling tables were introduced nto Monaco, in the days when the -resent small reigning prince came nto possession of hit kingdom. Homburg, in the Wiesbaden government distriot of tlie Prussian irovince of Hesse-Nassau, had long teen famous, or infamous, for its gambling tables. It, too, was a watering-place back aa far as 1834. Fashion mado it a favorite abode of the wealthy. Austria sent troops n 1849 to stop gambling, which had wen prohibited by imperial decree, rhe peculiar institution suspended, rat immediately renewed its demoralizing traffic upon the withdrawal if the soldiery; Prussia finally, in 1872, refused to renew the lease for [ambling purposes, and that was he end of it. Among the leading jpirits who had. flourished for a time & Homburg and had then fled was ine M. Blanc, who was given a cor- lial reception at Monaco. The Uonto Carlo thereafter became a lame known the civilized world iver. Nothing is wanted to attract' ind retain the visitor, especially if ie or she be wealthy, for both sexes requent the tables. There is no ind of play-rooms, ball rooms, dun- ling-rooms, reading-rooms; and concerts are given daily. The sports- nan oan have his pigeon shooting n Januafy, aud races at statetl sea- ons. All these are' under the eon- roi of ihis company, who conduct heso vast establishments to make noney rather than to make chancer. The hotels are among the fin •t in Europe. The princedom, bus supported by the earnings of he gaming tables; has also modem onveniences, sueh as a harbor, a jewspaper, a palace, and, like all ood, enterprising Mediterranean owns, haB a first-class patron saint, fho is turned to excellent account ry having an attractive fete (riven n his honor annually. — Chicago Inter-Ocean. Complaints come from tho settlements throughout tliis district tlint there is very little being done to improve the roads. It wus expeoted thnt roadwork would begin shortly after the elections, but tlmt expectation has been disappointed. Tho season is now so far advanced that the expenditure of any considerable sum on new roads woultl lie ex- j treinely unwise, for it will not be long before the rainy season will be upon us, und a large percentage of the expenditure would be lost. We j do not know the cause of thc delay in undertaking roadwork, but the disappointment is very keen and widespread throughout the district. On the 28th inst. the annual agricultural exhibition will be held at Chilliwlmck. This exhibition is second in importance only to tho provincial exhibition, and in somo respects it is usually second to none. Lust year thore was considerable disappointment at the small number of exhibits in some of the departments, as well as the lack of merit. More than once we heard people remark that they had better stuff at home than anything shown in some of tho departments, but they did not consider it worth bringing. This is a great mistake, the folly of which we have pointed out more than once. Bring the best you have got, and be sure to bring something, even if you are certain of receiving no prize. If agricultural exhibitions are to lie successful, people must make up their minds to take a little troublo to make them so. We hope to see an exceptionally line exhibition at Chilliwhack this year. the Salmon Run. An article appeared in this papor a short time ago in relation to thc failure of the salmon run on Fraser Kiver this season. It was intimated that the cause of the failure may have been the obstructions at the mouth of the rivor caused by the large number of nets stretched out there, without leaving a passage for the fish. In his official report to the minister of marine and fisheries last year, Capt. Pittendrigh, then inspector of fisheries for this province, made the following observations: "I shall this year, with your approval, increase the distance between nets when drifting over the sandheads outside the river from 250 to 400 yards. This action is requisite through nearly all the fishermen assembling at this point and forming almost a complete Wrier of nets, thereby drawing the salmon into minor channels." This extract shows that Capt. Pittendrigh believed the practice pursued by the fishermen on the sandheads to be prejudicial to the interests of the fishing industry. We hope the matter will receive prompt and careful attention from the proper authorities. VICTOR PERPETUAL Hay Bailing Press! If Britisli Oolumbia is not well advertised this year, we don't know any country that ia. Between the great colonial exhibition that is being held in London, the Canadian Pacilic Railway, the new Pacific steamship line, the direct tea trade, the new telegraph company, and the scores of distinguished mon who are carrying to every corner of the civilized globe wonderful reports of our wonderful province, we ought to lw pretty well known and appreciated everywhere. Scarcely a train •from the east arrives without some distinguished member of the Canadian parliament, or of the imperial parliament, or some person standing high in tlie commercial circles of the commercial world. With scarcely an exception these people carry away from us the most delightful recollections. They are charmed by , our climate, charmed by our scenery, and delighted with everything. With tho natural attractions and vast resources of this provinco it is the opinion of visitors generally that we have a great future before us. It is the interest of the Canadian Pucitic Railway to advertise British Columbia and to promote in every possible way the development of its resources and the increase of its population. Just now a supreme effort is being put forward to secure foreign trade for the road. But foreign trade can nevor bo very profitable whore competition is ro keen and where there are so many different route's. It is the local trade that pays, and it is the local tmde that all carriers seek most anxiously to promote. For this reason .all steamboat and railway companies become active colonization agents, because in this way they are building up a future profitable business for themselves. , Among all the influences at work thore is a fair prospect of rapid development for this country, and during that development tliere ought to bo a fair chance for every ono to make money. It is understood that a considerable trade is likely to be worked up between the 0. P. ConoxEn's Pees.—It seems prob- ablo tliat no inquest will lie held in the case of Mrs. Reid, whose unexpected death was last woek reported in this paper. Tho husband of the deceased was anxious for an inquest on Saturday, but Coroner Trew is away at Ottawa on an absence of six weeks, and Coroner McGuigan of Vancouver could not bo found. Application wns mado to Mr. W. D. Ferris, who telegraphed the situation to the nttorney- genernl. Tlie result was thnt Mr. Ferris was appointed coroner. But tlu government intimated that it would not be responsible for payment of fees. Mr. Ferris theu applied to tho city council, but was there told that ns thu government had appointed liim he must look to the government for his pay. Under these circumstances Mr. Ferris declined to go on with the inquest, nnd things still remain in that unsatisfactory state. The question Bhould bo settled without delay. It may be that there was no need for holding an inquest in the caso of Mis. Reid. Rumor has it that her death waB caused by an over dose of medicine resulting from an error on the part of tho prescribing physician. There is a counter rumor to the effect that sho died from natural causes. If there has been error resulting from carelesanosa it ought to be known, but it in nut wiso to lot our conclusions rest upon atreet rumors. No one knows, howover, how soon a ease may occur whore an inquest would be indespensiblo, and if the coroner refuses to act until his pay is assured nobody could blame him under tho circumstances. But the circumstances are certainly vory discreditable to a civilized community. , * , Mr. ParpetuB Bolleau, Ottawa, aaya; "I was radically cured of piles, from which I had been Buffering for over two months, by the use of Thomas' Eclectrie Oil. Editor Columbian.—-Allow me to explain through your paper the particulars of tliis case so far as I know them. If I can put a right construction before the public I shall be doing my duty. Although the truth Lb not always the most looked for, I believe it Is what we all want when rightly disposed. I am anxious that the whole truth nnd nothing but the truth should be told in this unfortunate case. Dr, Trew handed me a prescription to fill for Mrs. Reed (the lady who died); I filled it the 16th day of August; the following day Mr. Reed called for and took it; gave a ublespoonful as ordered; Mra. Reed had no sooner taken it than she weut Into convulsions and otherwise showed signs of distress, vomiting and straining. To what extent the dose was ejected I cannot say. The reader gets the truth when he is told that the dose was a sharp, sour, bitter one. I want to state right here that the bottle contained nothing poisonous; consequently, Mrs. Reed could not have been poisoned. Neither did it contain anything hot. Any one who has taken quinine and acid, strong, knows it is not (to say the least) pleasant. • I did remark to the doctor that the dose of acid prescribed was too large, and hesitated about filling it as written, fearing the stomach would not bear it. He said I had no right to question the dose, us he knew what his patient could take better than I did, I never make a remark about any doctor's prescription unless I have reason to believe an omission has been made or the dose excessive. To put myself in the right light I wish to explain why I made tne remark that the dose was too largo. I saw the dose ordered was two teaspoonfuls of dilute hydrobromic aoid and about four grains of quinine with two teaspoon fids of water (in tite mixture). Hydrobromic acid ihOUld mlwtxyts \.c givon Lwgcly dUnto-l with sweetened water. While the dose was the full oue allowed, the absence of the order to take it iu a large quantity of sweetened water was the omission which probably caused the dose to be rejected by the stomach. I wish to explain how it became known that I had made any remark to tlto doctor about tlie large dose. The day after the medicine was called for tt was returned by a child during iny nbaence from the store. When I came in my clerk said, "Mrs. Reed has returned a bottle of medicine with the niessagu that the doctor had told thom it was not right," 1 immediately weut to see the doctor at his otlice, hut oould not find him. I then wrote a note to Mrs, Heed explaining what conversation had taken placo between Dr. Trew and myself relating to the medicine. When Mr, Reed uot my notu, he came to sec me, stating that tho first doso had sent Mrs, Reed into convulsions, and otherwise caused Iier to show signs of distress. I assured him there was nothlnu poisonous In the mixture, and advised liim to take it back and give in smaller doses largely diluted with water, which he did with thc sanction of Dr, Trew (ro Mr. Reed told mu). Mrs. Reed, I believe, died the following Thursday, seven days from the day the dose alluded to was taken. I have shown the prescription to several doctors and druggists, all of whom affirm that thu mixture contains no poison, although not a nice dose to take. Yours most respectfully, D. s. Curtis. Chicago, Aug. 24.— Chinese residents have been greatly excited over the outcome of a cockroach tournament which has been going on in the basement of a down town laundry and Chinese club house for the lust three nights. It is the first big tournament ever held east of the Pacific coast, nnd was conducted by a party of Chinese sports who left San Francisco three weeks ago with nearly fifty trained fighting cockroaches. Last night it was reported that the San Francisco party had left for New York, having won several thousand dollars trom local Chinese betting men. The celestial sports arrived here with their animals without mishap last Monday. In two hours it was known to every Chinaman in the city that the tournament would begin Wednesday night. About 11 o'clock tho tournament was opened, a feUherweight tighter being matched against a middleweight cockroach. Before the insects were pitted against each uther they wero handled by Quang.a Chinaman who had had some experience in this line in China. With a minute pair of scissors ho clipped their wings, and then, just before facing them, greased their bodies with salve. Tliis is done to prevent the insects catching one another by the greased portion of each other's bodies, At a signal the two champions were dropped into the pit. This was a lurge urn, shaped like a punch bowl, und greased on .the edges. The first tight was one of the best in the wholo tour- uament. _ When the two roaches dropped into the bowl thoy sprang at each other with all lhe fierceness of bulldogs. -lust eleven minutes after uu- n-tllt Oeffftll thn hitifnnnfc •*■■-*.■*■ A-*,*. When he died, however, he mortally woundod his slayer. In tbe last struggle, and despite tho pain caused by his efforts, he turned in such a manner that his left fore leg was pulled from its socket, but in so doing he caught his advorsary by the throat. The next instant he died, covered with wounds, while the'fictor staggered off with a horrible cut in his throat. Eight battles were fought the first night, it being 2 o'clock before the last battle was finished. Betting was heavy, and many uf the local men were winners. The next night only four battles were got through with, but thoy wero all desperato contests, and lasted an hour each. On the third night thero were eleven battles, and when the tournament ended the San Francisco Chinamen had nearly all the money of tho local sports. It was reported that the Chinaman Quang, who handled the fighters, had played into the hands ot the visitors and drugged some of the bugs. At a mass meeting of the Salvation Army held lately in Ottawa tliere were present members of the army from several foreign states. Among others was Major Jul Bhai, a converted Hindoo. This mun became converted while in England through the efibrts of tlio Salvation Army, and shortly afterwards went to India on army work. Ho addressed the meeting on tho Indinn work, and suid that four yours ago when he first'went uut tliere, the unity officers acted as other missionaries, that is, dressed as .Europeans and maintained their Europeun modo of living. This was continued for eighteen months, during which timo their BiteeesH was very smull. They then realized that tho native prejudico was su intense tlmt they could not hope to roach tho peoplo unless they discarded their European mode of living. Following the teaching of the apostle, "to bo all things to all men," they decided to do this and bo cast asido nll European attributes. They dressed ns tho native priests, gavo up their houses uml slept in the open air with no other covering than u potato sack, and also begged thoir food from door to door, among the natives. Major Jai Bhai's relation of the trying hardships to which thoy woro exposed wus amusing. In bogging for food thoy hud to carry a smull pitcher, which tho major had brought with him and hero displayed to tho audience. At one hut they would get a handful of rice, nt another somo curry, so hot as te make them wish to hang their tongues out to cool after partaking thereof, and so on, getting a strange mixture nf everything; a veritable botch potch. The clothing also wus decidedly cool, a cloth about thc loins and another over tlie shoulder ' being about all that waa worn. Last evening he hud on the above mentioned articles, a turban und a jersey, and seemed to considor himself quite heuvily clothed. Although theso harships were great still the success which immediately followed thoir efforts was enormous, and quite unprecedented. Within a few days over 70 Hindoos were converted, and within fivo months over 3,000. Tliis great success was entirely owing to thc appeal to thu native minds which the adoption of tho native customs entailed. In some places the success at the mission was most extraordinary. In one village almost all the inhabitants were converted, und the Pagan Hag which used to flout over tho heathen templo in thc middle of tho village wns substituted for the Salvation army banner. It was intended to build a fence round this village and place sun- trics nt thc gates with the challenge for all comers "are you saved." Vory often they only managed to get one mcul n day aud would have to go to bed with a prayer in Hen of supper. Perhaps one of the most wonderful successes which had attended their efibrts was thc gaining of admission to the mnnnus or hnrems. Thuy hud also in a measure succeeded in bridging the almost unfathomable gulf whicli existed between the different castes. Major Jai Bhai also related several instances of marvellous escapes from wild beasts und snakes in the jungles and wilds of India nnd Ceylon, His description of India life was listened to with great interest and especially the vivid description which he gave of tho tortures to whicli the priests aiul poor Hindoos would submit in thoir religious ardor. Once ho wont into a hut und fuund n priest seeking salvation by sitting on a bed of iron spikes. In many cases when natives of high castes embraced Christianity thoy were subjected to intense persecution ori thu part of tho relatives. One girl who wus similarly situated was attacked by a relative, und stubbed seven times. She recovered, howover, and wus now a lieutenant in tho army. Major Jai Bhai explained that he was desirous of finding recruits to tako buck for the work in India, nnd ulso uf obtaining monetary hulp sufficient to pay their passage to that far- off land. Those who wish to join the work would liavo to livo liko beggars. The Home Rule Faiupict. New York, Aug. 28.—0. W, Smal- ley's cubio special to the Tribune from London: The appearance of Gladstone's pamphlet on the Irish question in a political event of the first magnitude. Tho effect must be ultimately to dispose of thc Irish question or dispose of < Hailstone. It is uu appeal to thu constiuencicB, nnd contains some novel doctrines. Gladstone himself evidently regards tho occasion as similar to, uud not loss sulouiii than thnt of 1808, when hu was about to disestablish tho Irish church, and of 1870, when ho rescued Bulgaria, Ou both occasions ho published similnr appeals* Nothing that ovor camo from his pen shows more animation, ingenuity, youthful energy und hopefulness thnn his last pamphlet. It pledges his wholo future to home rule. Whatever happens never can Gladstone desert the cause, his advocacy of which, hu now ."looj-ut-s, was not tho result, nf Buuuun conviction, but the result of the- steady and continuous growth of lm own mind. What tho offuct muy bu on English public opinion remuins to be seen. Thero is no sign that ho is likely to reconquer the affection of thoso Liberals who renounced their allegiance to their lender rather thnn follow him into tho homo rule camp.
